HomeMy WebLinkAboutMinutes 04/27/1989 April 27, 1989 regular meeting of the South San Francisco Planning Commission (Cassette NO.1) CALL TO ORDER: 7:15 MEMBERS PRESENT: Chairman Zellmer, Vice-Chairman Mantegani, Commissioners Boblitt*, Matteucci, Terry, Warren and Wendler. ALSO PRESENT: Planning Division Jean T. Smith Maureen K. Morton Robert Ewing Mike Baird Deputy City Attorney Building Division *commissioner Boblitt arrived at 7:23 p.m. CHAIRMAN COMMENTS AGENDA ITEMS - STUDY SESSION Garaqe Doors: The Commission reviewed and agreed with the modification to Section 20.74.120(a) as recommended by staff. Residential Additions: The discussion covered current policy and ordinances regarding residential additions. commissioner Terry felt that vaulted ceilings add to the massiveness of an addition and, therefore, should be included in the calculation of the overall area of a structure. Other Commissioners disagreed and felt that neighborhood compatibility was the primary concern. commissioners Wendler and Boblitt felt that additions 50% or larger should be reviewed by the Commission for compatibility. Staff pointed out that applicants, in order to avoid a Planning Commission hearing, would probably submit plans that would be only 49% larger or a percentage less than whatever set by the Commission. Chairman Zellmer and Vice-Chairman Mantegani felt that the Design Review Board rather than the Commission, should be focusing on neighborhood compatibility and streetscape, since this is their field of expertise and that the Commisioners are not design professionals. As an alternative, Chairman Zellmer suggested that additions not meeting design standards for neighborhood compatibility be forwarded to the Planning Commission for review when not accepted by the Board. Staff cautioned the Commission that legally defensible findings for denial of an addition which meets all zoning standards would be difficult to generate. The Commission discussed the possibility of making the Design Review Guidelines more specific and incorporating these into the zoning ordinance. commissioner Warren suggested that the Design Review Board's thoughts on this should be considered. (Cassette (2) The Commission agreed to request the Design Review Board to attend a study session on additions which break the roofline or exceed 50% of the floor area and asked staff to schedule May 25 as a joint meeting. The Commission requested that the Board be prepared to address neighborhood compatibility, view preservation and illegal second units at the joint meeting. view Preservation: The Commission agreed to further discuss view preservation with the Design Review Board on May 25. Residential Second Units: commissioner Wendler's concern regarded illegal second units. She felt that staff or the Board could spot potential areas during design review or at the building permit level. The Commission agreed to further discuss illegal second units at the May 25 study session. Parkinq Space Sizes: The Commission briefly discussed current policy and parking space sizes for the Shearwater, Gateway and Terrabay projects. ITEMS FROM STAFF Director Smith informed the Commission of the following: 1. appeal by Rich Diodati of UP-87-705/Mod 2 was continued to the May 10 City Council meeting; 2. the City Council granted the appeal by John Bacon (UP-88-847) to allow a 3-story, 24-room motel, at 1113 Airport Boulevard; 3. the Planning Commission's recommendation to modify UP-88-820 (James Elmore) regarding a fencing requirement is also scheduled for the May 10 city Council meeting. ITEMS FROM THE COMMISSION Chairman Zellmer reported an illegal auto repair business at 405 Newman Drive. commissioner Boblitt requested that the Recreation Department mail fliers regarding Giants' baseball, or other City sponsored events, directly to the Commissioners. ADJOURNMENT Chairman Zellmer adjourned the meeting at 9:30 p.m. to May 11, 1989, 7:30 p.m. ean T.
