ALSO PRESENT: Planning Division Jean T. smith Dan Christians Robert Ewing Terry Leong Ron Petrocchi Jake wittwer Mike Baird Deputy city Attorney Engineering Division Police Department Building Division CHAIRMAN COMMENTS APPROVAL OF MINUTES of March 9, 1989 Motion-Terry/Second Warren: To approve the March 9, 1989 Planning Commission minutes as presented. Approved by the following roll call vote: AYES: Chairman Zellmer, Vice-Chairman Mantegani, Commissioners Boblitt, Matteucci, Terry and Warren. ABSTAIN: Commissioner Wendler. ORAL COMMUNICATIONS Chief Building Inspector introduced Mike Baird to the Commission and announced that he will be representing the Building Division at future Planning Commission meetings. AGENDA ITEMS Finlev Construction (Henry and Morlis Risso, owners), 125 Chestnut Avenue, PM-89-264 Tentative Parcel Map to divide the 16,000 square foot parcel into two 8,000 square foot parcels with a common access easement to accommodate the development of two duplexes. April 13, 1989 staff report presented. Motion-Mantegani/Second Warren: To approve Parcel Map PM-89-264 subject to the conditions and based on the findings contained in the staff report. Unanimously approved by roll call vote. Arco/Kenwood Co. (Citv of South San Francisco, owner), Brentwood Shoppinq Center, SC-89-6 Type C Sign Permit to allow modification to an existing sign greater than 10 feet in height in the C-1 Zone District. AGENDA ITEMS - continued Applicant's representative: Ken Allen Ad Art Sign Co. 398 Bolero Drive Danville Mr. Allen explained that the owner of the shopping center is planning to upgrade the entire shopping center. Phase one includes removing the current readerboard and replacing it with an electronic one to give the tenants better identification. He submitted to the Commission excerpts from a report prepared for the Federal Highway Administration regarding electronic variable message signs. He stated that this type of sign is not considered "flashing" and the message intervals can be regulated to change every 30-seconds or every 24-hours. Commissioner Terry felt the sign was an "unnecessary gimmick" and its function is to advertise rather than identify tenants. commissioner Wendler felt an electronic variable sign would be distracting to passing motor vehicles and that this type of sign is aesthetically unpleasant when not functioning properly. She suggested the applicant redesign the sign and then resubmit it to the Design Review Board and Planning Commission. Several Commissioners stated they could support a 20' sign but were hesitant about approving an electronic readerboard for a small neighborhood type shopping center. commissioner Boblitt was concerned that if an electronic readerboard was approved even with conditions prohibiting advertising, there was no guarantee that the applicant would adhere to these conditions. Chairman Zellmer was receptive to the applicant's request but noted that evidence of "Special Circumstances" (Section 20.76.170 of the Zoning Ordinance) is required in order for the readerboard to be permitted. He suggested the matter be continued to a future Planning Commission meeting. Mr. Allen requested the opportunity to research this section for the possibility of special circumstances. He stated that the owner would not replace the present sign unless the electronic readerboard was approved. He further stated that the owner would erect the readerboard only after a minimum of twenty tenants agreed to pay for its usage. The Commission further discussed this code section and whether there was a consensus of the Commission to have the item continued for a redesign or to give the applicant an opportunity to present evidence of special circumstances. Motion Wendler/Second Boblitt: To deny Type C Sign Permit SC-89-6 based on the findings contained in the staff report. Motion failed by the following roll call vote: AYES: Commissioners Boblitt, Terry and Wendler. NOES: Chairman Zellmer, Vice-Chairman Mantegani, Commissioners Matteucci and Warren. AGENDA ITEMS - PUBLIC HEARINGS United Parcel Service, 657 Forbes Boulevard, UP-89-855, Negative Declaration No. 655 Use Permit application to allow expansion of a parcel distribution facility which includes 24-hour operations, and creates more than one hundred vehicle trips per day, in the P-I Zone District. April 13, 1989 staff report presented. Applicant's representative: Mike Murray 6662 Owens Drive Pleasanton Mr. Murray agreed to the conditions but stated several areas of the project still needed to be discussed with staff, such as the connector road, parking lot lighting, and work on the medians. (Cassette No.2) Commissioner Warren had concerns regarding traffic controls at the intersection of the new connector road and Marina Boulevard/Oyster Point Boulevard. Senior civil Engineer Terry Leong responded that intersections will be regulated by signals and that occupancy of the proposed addition is tied in with completion of the connector road. Motion-Warren/Second Mantegani: To approve Negative Declaration No. 655 and Use Permit UP-89-855 subject to the conditions and based on the findings contained in the staff report. Unanimously approved by roll call vote. city of South San Francisco, ZA-89-51, Neqative Declaration No. 671 Zoning Amendment to clarify parking requirements for auto repair uses, limit driveway cuts on residential lots, and eliminate the minimum lot dimensions for residential second units (South San Francisco Municipal Code Sections 20.74.070[f], 20.74.150[d], and 20.79.020[i]). April 13, 1989 staff report presented. Motion-Warren/Second Terry: To recommend that the City Council approve Negative Declaration No. 671 and Zoning Amendment ZA-89-51 subject to the conditions and based on the findings contained in the staff report. Unanimously approved by voice vote. Dave Gonzales, ZA-89-50, Neqative Declaration No. 670 Zoning Amendment to add "automotive sales/rentals" to section 20.26.030(c) of the South San Francisco Municipal Code, uses permitted in the D-C Zone District subject to obtaining a use permit. Motion-Mantegani/Second Warren to continue Negative Declaration No. 670 and ZA-89-50 to the May 11, 1989 Planning Commission meeting. Unanimously approved by voice vote. ITEMS FROM STAFF Director smith informed the Commission of the following: 1. a negative declaration received from San Mateo County regarding 201 Alta vista Drive, a proposed 15-bed residential care home. 2. appeal by Rich Diodati of UP-87-705/Mod 2 was continued to the April 26, 1989 City Council meeting. 3. appeal by James Elmore of UP-88-820 is scheduled for the May 10, 1989 city Council meeting. 4. review of Downtown/Central Redevelopment Project for consistency with the General Plan is scheduled for the May 11 Planning Commission meeting. ITEMS FROM THE COMMISSION commissioner Boblitt informed the Commission of former Commissioner Lou Martin's recent surgery. with the Commission consent, Chairman Zellmer instructed staff to prepare in final form, for his signature, a letter to the City Manager regarding the Planning Division staffing the Historic Preservation Commission. Chairman Zellmer and Commissioner Matteucci reported to the Commission on the recent League of California cities Planning Commissioners Institute. Chairman Zellmer mentioned that he attended a session on monitoring mitigation measures and reviewing financial risks. He suggested these items be added to the Commission's timeline. The Commission briefly discussed the timeline and agreed to add the two items. commissioner Terry asked that the integrity of the flag pole at 934 El Camino Real be inspected.
