PLEDGE OF ALLEGIANCE MEMBERS PRESENT: Chairman Matteucci, Vice-Chairman Warren, Commissioners Mantegani, Warren, Wendler and Zellmer. MEMBERS ABSENT: Commissioner Boblitt ALSO PRESENT: Planning Division Assistant City Attorney Building Division Police Department Fire Department Steve Solomon Dick Chiozza Jeff Baca Ron Petrocchi Dave Parenti CHAIRMAN COMMENTS APPROVAL OF MINUTES of February 6, 1992 Motion/Zellmer/Second-DeZordo to approve the February 6, 1992 minutes as presented. They were unanimously approved by voice vote. Vice-Chairman Warren and Commissioners Mantegani and Wendler did not vote since they were not present at the February 6, 1992 meeting. ABSENT: Commissioner Boblitt. ORAL COMMUNICATIONS AGENDA ITEMS - PUBLIC HEARINGS Landuse East of US 101. City of South San Francisco. GP-92-44. RZ-92-82 and ZA-92-67. To continue this project to a date to be determined at this meeting. Motion/Zellmer-Seconded/Mantegani: To continue GP-92-44, RZ-92-82 and ZA-92-67 off- calendar. It was unanimously approved by voice vote. ABSENT: Commissioner Boblitt. 100 Hazelwood Drive. Brentwood Chiropractic (Arco Building Co.. Owner). UP-92-909 Use Permit to allow design review approval and establishment of a chiropractic office in a vacant storefront within 200 feet of a residential zone in the C-1 Zone District in accordance with provisions of SSFMC Section 20.22.030. PAGE 1 OF 4 PAGES 2/20/92 PC MEETING Chairman Matteucci opened public hearing and Chief Planner Solomon asked the Commission to waive the reading of the staff report. Chairman Matteucci called for any public comment and closed public hearing when there was no one interested in speaking. Motion-DeZordo/Seconded-Zellmer: To approve UP-92-909 based on the findings and subject to the conditions as contained in the staff report. It was unanimously approved by voice vote. ABSENT: Commissioner Boblitt. Chairman Matteucci adjourned the meeting for a five-minute recess at 7:37 P.M. He readjourned the meeting at 7:42 P.M. During this recess, Chief Planner Solomon introduced Naphtali Knox and Michael Hitchcock, Housing Element consultants from Knox and Associates. Housing Element: Chapter II - Background on Housing Needs and Resources and Chapter IV - Housing Plan and Procedures Chief Planner Solomon eXplained to the Commission that the City must reach compliance. If not in compliance, it could result in: 1) Stopping the issuance of building permits; no development 2) The threat of litigation, and 3) Loss of funding for housing A discussion ensued about the Housing Elements and all questions and concerns by the Commission were satisfied by Mr. Knox and Chief Planner Solomon. Chief Planner Solomon then briefly explained the Clear Air Plan (CAP) and advised the Commission that the primary way of cleaning up the air in our region would be to control vehicular trips and the manner that the Air Quality Control district expects to accomplish this is to require that the City balance housing and employment. Commissioner Warren asked Chief Planner Solomon to find out if there were any groups that could give the Commission legislative updates on a regular basis; what is available and the cost. Chief Planner Solomon then took the Commission through Chapters II and IV of the Housing Element page by page. Many changes were suggested by the Commission and Chief Planner Solomon. Mr. Knox agreed with all of the suggested changes and advised the Commission that it would take approximately four weeks to revise these chapters. He was hopeful that Chapters I and III would also be ready by that time. Motion-Warren/Seconded-Mantegani: To continue the Housing Element off-calendar. Unanimously approved by voice vote. ABSENT: Commissioner Boblitt. Mr. John Briscoe, Washburn, Briscoe & McCarthy, 55 Francisco Street, Suite 600, San Francisco, CA 94133, requested that he be put on a mailing list to be notified when the PAGE 2 OF 4 PAGES 2/20/92 PC MEETING Commission would again review the Housing Element. Selection of Design Review Board Member Assistant City Attorney Chiozza advised the members of the Commission who were not at present at the February 6, 1992 meeting when the five DRB candidates were interviewed that if they wanted to vote for the new member they would have to be advised of all the information on each candidate and the selection could be postponed to the next Commission meeting in order for these Commissioners to listen to the tape of the February 6th meeting. The Commission decided to go ahead and select the applicant. Chief Planner Solomon suggested the new member be a Landscape Architect. He explained Robert Mowat had skills that would compliment the existing Landscape Architect rather than duplicate them. The Commission discussed the various candidates. Commissioners DeZordo and Zellmer expressed their support for J acki Stavi. They were very impressed with her qualifications and her portfolio. Motion-DeZordo/Seconded-Zellmer: To appoint Jacki Stavi to the Design Review Board. It was unanimously approved by voice vote. ABSENT: Commissioner Boblitt. Commissioners Mantegani, Warren and Wendler did not vote since they were not present at the February 6th meeting. Items from Staff Chief Planner Solomon briefly discussed the East of US 101 project. He also advised the Commission that Commissioner Boblitt had phoned him and expressed her desire to have the Commission discuss the letter which was sent to Council from the Commission which pertained to staff recommendations vs Commission recommendations to Council. Chief Planner Solomon stated that he had had a meeting with the people from the Grovesnor Hotel regarding electronic reader boards. Items from Commission Commissioner Mantegani discussed the letter received from staff regarding Shearwater and the rezoning of this site. The Commission asked staff to advise the Shearwater proponent that they would be willing to meet with him at a Commission hearing but not individually. Commissioners Wendler and DeZordo discussed the letter about staff and Commission recommendations. Commissioner Warren discussed the higher level of noise out of SFO. Chairman Matteucci asked staff to inquire about two potholes on the 300 or 400 block of 3rd Lane.
