Lagomarsino ALSO PRESENT: Planning Division CHAIRMAN COMMENTS APPROVAL OF MINUTES of September 15, 1994 Motion-Lucchesi/Second- Warren: To approve the minutes of September 15, 1994 as presented. They were unanimously approved by voice vote. PUBLIC HEARING - AGENDA ITEMS 270 E. Grand Avenue. Tularik. Inc.. PUD-94-38, Negative Declaration No. 781 Planned Unit Development for the construction of a two-story 51,382 sq. ft. research and development building on a 2.88 acre parcel at t~ePointe Grand Business Park with related parking and landscaping improvements in the P- I Planned Industrial Zone District in accordance with the provisions of SSFMC Chapter 20.84. Assistant Planner Steve Padovan presented the staff report. The applicant was not present so the application was tabled. The public hearing was kept open. UP-94-978 Use Permit to allow for the construction ofa 48-foot high starch silo at the rear of an existing industrial building in the P-I Planned Industrial Zone District in accordance with SSFMC Chapters 20.70.020 and 20.32.070(a) and the East of 101 Area Plan. Assistant Planner Padovan presented the staff report. Applicant: Terrence HalVey Georgia Pacific 249 E. Grand Avenue South San Francisco Mr. HalVey stated he agreed with all the conditions. Motion- Warren/Second- Romero: To approve UP-94-978 based on the findings and subject to the conditions of approval. It was unanimously approved by voice vote. 399 EI Camino Real. Walgreens. UP-94-971/Mod 1. Negative Declaration No. 774 (approved 11/94 ) Use Permit Modification for the construction of a 14,850 sq. ft. retail commercial building with a drive-thru pharmacy with related parking and landscaping in accordance with the provisions of SSFMC Chapter 20.91. Senior Planner Kalkin presented the staff report. Applicant: Michael Scott Project Architect 74 Langton Street San Francisco Mr. Scott said he had no comments but was available to answer any questions. The Commission agreed it was a better design. Motion- Warren/Second-Lucchesi: To approve UP-94-971/Mod 1 based on the findings and subject to conditions of approval. It was unanimously approved by voice vote. 637 Grand Avenue. Eugene Gonzales. UP-94-979 Use Permit and design review approval to allow construction of a 15-bed residential care facility for the elderly in the R-3 Zone District in accordance with the provisions of SSFMC 20.20.030( a). Box 1118 San Mateo Representing the Applicant: Harold Bexton Architect 640 Santana Road N ovato Mr. Vasquez advised the Commission that he was available to answer any questions they might have. He briefly explained the project and stated he did not believe there would be a traffic impact because the residents are older and most are not able to drive. He then introduced the architect, Mr. Bexton, who described the building design. Speaking with concern: Mr. Addiego 329 Evergreen Drive So. San Francisco Mr. Addiego expressed concern about the parking since he owns the apartment building next door. He questioned the distance between the building and the adequacy of the line of sight for drivers existing the garage. Mr. Bexton stated that the garage is below grade and is 3.7 feet from the property line. However, the first floor of the structure is 5 feet from the property line. Chairman Mantegani advised that he had received a call from a neighbor, Mr. Royce, 555 Magnolia Avenue, with concerns similar to Mr. Addiego's. Mr. Royce claimed that he had not been notified of tonight's meeting. Senior Planner Kalkin asked the applicant for clarification regarding the "caretaker." Mr. Vasquez said there was no "live-in" worker but there is a worker who was there overnight to make sure there was no problems. Senior Planner Kalkin advised the Commission that the records showed that Mr. Royce had been mailed a notice of the hearing. Commissioner Warren said she understood the concerns of the neighbors but she agreed that the residents of this type of home usually did not drive. Commissioner Lucchesi expressed his concern about the ratio of parking spaces required for apartments vs residential care facilities. He also questioned the adequacy of the backup space for the garage. Page 3 of 5 Pages PC Meeting of 1/5/95 Chairman Mantegani related the discussions the Planning Commission had in 1991 when the parking standard for residential care facilities was established. Mr. Vasquez said he could sit down with the Engineering staff to discuss the garage backup maneuver. Richard Harmon, Engineering Division, stated that there is a concern but that many apartments and residences in the area have 20 foot setbacks and have not had any complaints. Commissioner Romero asked if it was possible to raise the age minimum which is 62 years. Steve Mattas, City Attorney, advised that the operational regulations are controlled by the state and that the City has no authority over that. Commissioner Romero was concerned with traffic problems citing that people 62 years old most likely will drive. Mr. Mattas suggested adding a condition requiring a review after two years. Mr. Vasquez was agreeable to an annual review and invited the Commission to visit the property and any other home that they are associated with. Commissioner Zellmer arrived at 8:15 P.M. Speaking in favor of the application: Andrew Rodondi 623 Miller Avenue Sou th San Francisco Mr. Rodondi said the City needed this type of facility. It was the consensus of the Commission to add a 1 and 2 year review as a condition to judge the adequacy of the parking. Motion-Romero/Second- Warren: To approve UP-94-979 based on the findings and subject to modified conditions of approval. It was unanimously approved by voice vote. The next item was Tularik, Inc., PUD-94-38. The applicant did not arrive so the application was continued. Motion-Warren/Second-Lucchesi: To continue PUD-94-38 and Negative Declaration No. 781 to the January 19, 1995 meeting. It was unanimously approved by voice vote. ABSTAIN: Commissioner Zellmer. 460 Pt. San Bruno Blvd.. Genentech Campus. ZA-94-89 and RZ-94-87. Negative Declaration No. 783 ZA 94-89 a Zoning Amendment adding the Research and Development Overlay District to the South San Francisco Municipal Code facilitating the coordinated development of corporate facilities, RZ 94-87 a Reclassification of the Genentech campus to the Research and Development Overlay District and Negative Declaration No. 783 assessing the potential environmental impacts, in accordance with provisions of SSFMC Chapter 20.87. The Genentech Campus Reclassification affects only the Genentech sites situated near the Page 4 of 5 Pages PC Meeting of 1/5/95 intersection of Point San Bruno and Forbes Boulevards and includes the following parcels: APN's 015-092-250, 015-092-260, 015-092-280, 015-093-080, 015-231-410, 015-232-160, 015-232- 180, 015-232-190, 015-232-270, 015-232-400, 015-232-420, 015-232-430, 015-240~250, 015-250- 300, 015-250-310, 015-260-020,015-260-030 and 015-260-040. These parcels are situated in the vicinity of the intersection of Point San Bruno Boulevard and Forbes Boulevard. Motion-Warren/Second-Romero: To continue ZA-94-89, RZ-94-87 and Negative Declaration No. 783 to the January 19, 1995 meeting. It was unanimously approved by voice vote. Items from Staff - Chief Planner Solomon stated that the BART EIR E~;SaJ"page'"E~eeu4;i~~SYmm:m:y~;z;would be distributed in the next few days. He. said there would be a February 15, 1995 meeting at the Conference Center. Chief Planner Solomon advised that the new City Manager, Mike Wilson, would be on board January 23, 1995. He further advised that the City Council approved a revised parking lot for Giorgi and that they also approved the Robson subdivision. He stated that staff is continuing to talk to Terrabay's new owners, Sunchase of Arizona. Chief Planner Solomon advised that there would be a study session next Thursday, January 12th including a meeting with the Parking Place Commission. Items from Commission - Commissioner Lucchesi advised that he had received a call from Tony Shen, DRB, and that he had faxed him a letter regarding his possible resignation from the Design Review Board. It was decided to discuss the matter at the study session. Chairman Mantegani read a proclamation to Commission Zellmer whose term expired December 31, 1994. The Commission and staff thanked him for his hard work and told him he would be missed. Motion-Zellmer/Second- Warren: To adjourn the meeting to January 12, 1995 at City Hall, 400 Grand Avenue.
