ORAL COMMUNICATIONS Item #3, UP-94-973, was taken off the consent calendar. AGENDA ITEMS - CONSENT CALENDAR 124 Linden Avenue. Giorgi Bros.. UP-94-965. Negative Declaration No. 772 Use Permit to allow construction of a commercial parking lot within 200 feet of a residential zone on vacant property in the D-C-L Downtown Commercial Zone District in accordance with provisions of SSFMC Sections 20.26.025 and 20.26.030(c). Motion-WarrenlSecond-Lucchesi: To continue UP-94-965 and Negative Declaration No. 772 to October 6, 1994. It was unanimously approved by voice vote. Page 1 of 4 Pages PC Meeting of 9/15/94 451 So. Negative Declaration No. 770 The Use Permit Modification involves the construction of a new open at-grade parking lot containing 126 parking spaces and landscaping, situated at southeasterly corner of Belle Aire Road and South Airport Boulevard. The proposed parking lot will serve the existing 139,600 square foot Price Club facility and will increase the total parking for the store to 966 spaces in accordance with the provisions of Section 20.24.030. Motion-Warren/Second-Lucchesi: To continue Negative Declaration No. 770 and UP-85-729/Mod 3 to October 6, 1994. It was unanimously approved by voice vote. 440 No. Canal Street. Aramark. SC-94-21 Type "C" Sign Permit to allow the installation of signage in excess of 100 sq. ft. on an existing industrial building in the P-I Planned Industrial Zone District in accordance with the provisions of SSFMC Table 20.76.130. Motion-Lucchesi/Second-Warren: To approve SC-94-21 based on the findings and subject to conditions of approval. It was unanimously approved by voice vote. 336-393 El Camino ReaL Poletti Realty. PM-94-309 Parcel Map to relocate a lot line between two existing parcels in the C-1 Retail Commercial Zone District in accordance with the provisions of SSFMC Title 19 and the State Subdivision Map A.ct. Motion-Lucchesi/Second-Warren: To approve PM-94-309 based on the findings and subject to conditions of approval. It was unanimously approved by voice vote. PUBLIC HEARINGS - AGENDA ITEMS 147 Southwood Center. Poplar Center (G. W. Williams. owner). UP-94-973 Use Permit for the establishment of a community learning center for the developmentally disabled within 200 feet of a residential zone district in an existing tenant space at the Southwood Shopping Center in the C-1 Retail Commercial Zone District in accordance with the provisions of SSFMC Section 20.22.030. Assistant Planner Padovan presented the staff report. Applicant: Kathy Costello 1766 El Camino Real Burlingame Ms. Costello explained the project briefly. She said that there would be three clients to one staff person. Also the Mayflower Co. would be providing transportation; dropping them off at 9:00 A.M. and picking them up at 3:00 P.M. Page 2 of 4 Pages PC Meeting of 9/15/94 Speaking against the project: John Falsarella OwnerlManager 148 Southwood Center South San Francisco Mr. Falsarella stated he is concerned about the traffic impact and students from the local school b.eing a disruptive factor. Speaking against the project: Maxine Falsarella OwnerlManager 148 Southwood Center . South San Francisco Mrs. Falsarella stated she is concerned about traffic on Southwood which is a narrow street and also about the parking impact. Chairman Mantegani read a letter from Nello Lovie, 2405 Easton Drive, Burlingame, into record speaking against the project. Sgt. Petrocchi, Police Department, stated that he did not see a significant traffic problem at that site. He said a passenger loading white zone could be requested by the applicant where the driveway cut is now. Richard Harmon, Engineering Division, agreed and said the applicant is welcome to make a request concerning the loading zone. Motion-Warren/Seconded-Romero: To approve UP-94-973 based on the findings and subject to the conditions of approval. It was unanimously approved by voice vote. 229 Littlefield Avenue. Nippon Express. UP-94-972. Negative Declaration No. 775 Assistant Planner Padovan presented the staff report. Applicant: John Herr Simeon Properties 655 Montgomery St., Ste. 900 San Francisco Mr. Herr stated he was in concurrence with the staff report. Motion-Warren/Second-Lucchesi: To approve Negative Declaration No. 775. It was unanimously approved by voice vote. Motion-WarrenlSecond-Lucchesi: To approve UP-94-972 based on the findings and subject to modified conditions of approval. Add Planning condition #8 to read: "The City's Landscape Architect shall review the placement of the 24" box trees to ensure the maximum benefit of screening." It was unanimously approved by voice vote. Page 3 of 4 Pages PC Meeting of 9/15/94 Items from Staff- Chief Planner Solomon advised the Commission that the BART EIR should be out in about two weeks and said that BART had advised that undergrounding could be a possibility without any City funds. He further advised that the City Council had requested an ordinance to control institutional uses in the whole City. Mr. Solomon stated that Mr. Mora had appealed his denial to the.. City Council and would be heard on October 1, 1994. Items from Commission - Commissioner Romero stated that the Heat Transfer Company on Linden was now for sale and. he asked if the permit approval goes with the sale. Staff advised that the permit runs with the land. . He was concerned with cases where the applicant is granted a PUD because of the applicant's desire to expand his business then turns. around and sells it. Commissioner Romero was advised by Assistant Chiozza that it would be a real problem to rescind the PUD. Motion-WarrenlSecond-Lucchesi: To adjourn the meeting to October 6, 1994. It was unanimously approved by voice vote.
