Morton Steve Carlson Dick Chiozza Ray Van Dohren Richard Harmon Mike Baird Mike Dickson Dave Parenti Jim Fitzpatrick Assistant City Attorney Engineering Division Building Division Police Department Fire Department CHAIRMAN COMMENTS APPROVAL OF MINUTES of May 7, 1992 Commissioner Boblitt stated that in the motion to approve the minutes of the April 16, 1992, at the May 7, 1992 meeting, Commissioners Zellmer and Wendler were shown as abstaining from voting because they were absent. It was Commissioners Boblitt and Mantegani who were absent from the April 16, 1992 meeting. The change was duly noted. Motion-Boblitt/Seconded- Wendler: To approve the May 7, 1992 Planning Commission minutes. It was unanimously approved by voice vote. ORAL COMMUNICATIONS AGENDAITEMS-CONSENTCALENDAR 400 Forbes Boulevard. C. Chue Limited Partnership. PM-92-291 1 Page 1 of ti Pages 5/21/92 PC Meeting Tentative Parcel Map to create a single-lot subdivision for the purpose of creating an office/warehouse condominium project for a building under construction in the P- I Zone District in accordance with provisions of SSFMC Title 19 and the State Map Act. Motion-Boblitt/Second Wendler: To approve Tentative Map PM-92-291 based on the findings and subject to the conditions. It was unanimously approved by voice vote. AGENDA ITEMS - PUBLIC HEARINGS 136-142 Lucca Drive. Standard Builders. UP-92-910 Use Permit to designate rear yards for through lots on Lucca Drive in the Foothill Estates subdivision in the R-l Zone District in accordance with provisions of SSFMC Section 20.73.020. Commissioner Mantegani stated he could not vote on this item due to a conflict of interest resulting in a lack of quorum. Motion-Wendler/Second-Boblitt: To continue UP-92-910 to June 4, 1992 meeting due to a lack of quorum. It was unanimously approved by voice vote. 451 Airport Boulevard (120 & 140 Belle Air Road). The Price Company (City of SSF & Louis Flasko. owners). UP-85-729/Mod 2. Negative Declaration No. 735. Use Permit Modification, design review approval and environmental determination of same to allow an addition to an existing retail building with related modifications to the parking and landscaping and to provide two additional retail building pads with related parking and landscaping in the P-C Zone District in accordance with provisions of SSFMC Chapter 20.91. Planner Maureen K. Morton presented the May 21, 1992 staff report. Representing the applicant: Lois Miller Price Company Vice President, Planning 4649 Marina Blvd. San Diego Ms. Miller presented the elevation drawings to the Commission and described the proposed project. She explained that the front wall would move out about 50 feet thus changing the main entry. All the food service would be inside and enclosed and a pharmacy will be added. A storage building will be added to the existing tire center. T Page 2 of ~ Pages 5/21/92 PC Meeting Commissioner Wendler asked why the drawing did not include the cart and boxes which would be a more realistic picture as to how the Price Club usually looks. She said that the Commission was concerned about the lack of cleanup of boxes and carts that are left in the parking lot. Ms. Miller explained that more cart collection locations will be added. She further stated that an effort is being made to clean up the lot and if there were specific questions regarding their procedures, the warehouse manager was present to address the issue. Once a day the lot is swept and cleaned but during the day it is difficult to maintain absolute cleanliness. She claimed that this site was unique due to the amount of wind. Ms. Miller had one major comment on Engineering Condition 3(b) regarding a pedestrian activated crosswalk. Ms. Miller was told this condition was going to be modified to allow the crosswalk to remain as is. The traffic situation would be studied in six months to see if there were any problems. Ms. Miller commented on Engineering Condition C which refers to Belle Air Road as a public street but during research of staff it was found that Belle Air Road was never dedicated and was not a public street. Ms. Miller stated that, otherwise, the conditions were basically acceptable. Commissioner Boblitt expressed pleasure with the 9 ft. parking stalls. She requested clarification on the comment regarding the Escalona trees. Ms. Miller explained that there has been a change in species because the trees that were there froze during the winter and died and that they will all be replaced a with a species more tolerant of the weather. Commissioner Wendler asked to add a condition prohibiting tables or chairs outside the restaurant. Representing the applicant: Scott Anderson Warehouse Manager Price Club 140 Belle Air Road South San Francisco Mr. Anderson explained that there was a daily cleanup and that the Price Club hired a company that comes overnight to sweep up the lot. He further stated that more of an effort would be made to keep the lot clean. The Commission added conditions as follows: No table or chairs outside the restaurant; add bay edge interpretive signage to the kiosk; the repair of any existing on site furnishings related to the BCDC trail head; litter and boxes shall be picked up on a regular basis throughout the day. Motion-Wendler/Second-Boblitt: To approve the Design Review and Use Permit Modifications based on the attached findings and subject to modified conditions. It was unanimously approved by voice vote. 451 Pt. San Bruno Boulevard. Genentech. Inc.. UP-84-682/Mod 3 Use Permit Modification and design review approval to allow the addition of stair/elevator towers, expansion of the site, and the addition of utility building/structures to a research and development facility in the P-I Zone District in accordance with provisions of SSFMC Section 20.32.030. Planner Carlson presented the May 21, 1992 staff report. Representing the Applicant: Peter Yee Genentech, Inc. 460 Pt. San Bruno Blvd. Sou th San Francisco Mr. Yee advised the Commission that several architects were present to answer any questions. He briefly explained the proposed modification of the Use Permit. Commissioner DeZordo requested an explanation of the design changes and the modifications. Representing the applicant: Lee Van De Kerchove 246 First St., Suite 301 San Francisco Mr. Van De Kerchove described the addition of a new stair tower to improve the internal circulation of the building. The design of the stairtower is intended to match the existing building with a generous amount of glazing using the same materials and colors and upgrading the entry with new landscaping and hardscaping. Additional land on the west side of the building adjacent to the existing utility yard is for new utility equipment tanks to service the manufacturing process. Landscaping is to be provided to screen that equipment from the street. Motion- Wendler/Seconded-Boblitt: To affirm as adequate previous Negative Declaration No. 710 and to approve UP-84-682/Mod 3 based on the findings and subject to modified conditions. Chief Planner Solomon revised Planning Condition #5 - "The appearance of the Page 4 of l Pages 5/21/92 PC Meeting building shall be improved by providing score lines at the parapet level of the tower elements, painting the exterior white and coordinating the ribbon mullions with the expansion joints. The exterior treatment shall closely match the appearance of neighboring buildings. The exterior tower entries shall provide shelter during inclement weather and shall include design elements which provide smaller scale details. The final design shall also incorporate v/rapping the parapet around the prey..1ous expansion 3L^"', if feasible, and adding windows at the third story, if feasible. The final design shall be subject to the review and approval of the Chief Planner." It was unanimously approved by voice vote. 221 South Spruce Avenue. Jesus Ontiveros. Appeal of Decision regarding UP-86-769. Appeal of Chief Planner's decision to require a Use Permit Modification of an existing eating and drinking establishment to add 300 square feet, create a dance floor and entertainment area occupyjng more than 30% of the public floor area, revise approximately 50% of the existing floor plan and to add a new entrance, situated at 221 South Spruce in the Planned Commercial (P-C-L) Zoning District. Planner Carlson presented the May 21, 1992 staff report. Representing the applicant: Richard Camponuevo 431 Baden Ave. So. San Francisco Mr. Camponuevo explained the reason for the appeal. He felt it was due to a misunderstanding in the calculation of the building's existing public area. He explained that the owner expanded 7.5 percent of the building for entertainment and 7.2 percent to the back of the building for storage and stated this did not constitute a big change. He further stated that the kitchen was moved to the comer of the building illegally (7.7 percent of the total area of the building). Mr. Camponuevo said this was a minor change inside and that the restaurant was still a restaurant. He thought that it was primarily interpretational; that the additions are minor in nature and that they should be within the discretion of staff to approve. He went on to say that the expansion of the kitchen area was not visible from the street and, therefore, does not present a design issue. He explained the interior alterations and stated that the expansion of the public area was not significant, in his opinion. Commissioner DeZordo commented that he thought the staff report was correct and he would vote to deny the appeal. Commissioner Wendler stated that the Commission had "bent over backwards" in the past to accommodate the current owner but that problems still persisted. The issue that bothered her the most was the compromising of the structural integrity of the building and the safety of the patrons. She expressed her support for denial. She further explained that the original Use Page 5 of 1 Pages 5/21/92 PC Meeting Permit was for a restaurant not a dance hall and that she was very concerned because it was so close to a residential area. Commissioner Boblitt reiterated Commissioner Wendler's concerns and stated that the owner, Jesus Ontiveros was aware that the original Use Permit allowed only a restaurant and to do anything else would require a modification of that Use Permit. Motion- Wendler/Seconded-Boblitt: To uphold the Chief Planner's decision to require a Use Permit modification. It was unanimously approved by voice vote. City of South Francisco. ZA-92-69. Negative Declaration No. 736 Modification to the Design Guidelines and Amendments to Tit~e 20 of the South San Francisco Municipal Code to provide design standards for residential decks. Motion-Boblitt/Seconded-Wendler: To continue ZA-92-69 to the June 4, 1992 Planning Commission meeting. It was unanimously approved by voice vote. ITEMS FROM STAFF Chief Planner Solomon advised the Commission of the status of the St. Francis Heights project. He also discussed the Fuller O'Brien site stating that Fuller O'Brien was in the process of developing a master plan for the site. He further addressed the "Student Painter" signs saying that staff had picked up the signs that were in the public right-of-way and had contacted the company, which is headquartered in Los Angeles, to advise them not to erect these signs. Chief Planner Solomon explained, in response to a previous Commission inquiry, that the asphalt in the median of Hillside was a temporary measure to be replaced when the Oyster Point Overpass and the permanent streets were completed. ITEMS FROM COMMISSION Commissioner Mantegani expressed his concern regarding the landscaping at Terrabay. Planner Carlson believed that Park and Recreation Department could address his concerns. Richard Harmon, Engineering, advised the Commission that he understood that Terrabay was still under the jurisdiction of the County and the County maintenance contract was still effective for another 18 months. Commissioner Mantegani talked briefly about the overnight parking of semi-trucks and stated he would like to talk about this further at a future Planning Commission meeting.
