MEMBERS ABSENT: Commissioner Warren. PUD-93-25 and UP-93-947 Planned Unit Development Permit, Use Permit and Design Review for a 380 sq. ft. single- stOIY second unit addition and one additional parking space for an existing twO-stolY detached single-family home in the Westborough area in accordance with provisions of SSFMC Chapters 20.79 and 20.84. This item, was continued from the JanualY 20, 1994 Planning Commission meeting. Assistant Planner Cahill presented the staff report. Representing the applicant: 1. Wangidjaja P. O. Box 1514 ColIna Page 1 of 7 Pages PC Meeting of 2/17/94 Motion-DeZordo/Seconded Lucchesi: To approve PM-92-298 based on the findings and subject to the modified conditions of approval. Add Planning Condition 4 to read: "Two 24" box trees are required per lot; species to be approved by the City Landscape Architect." It was unanimously approved by voice vote. Chairman Mantegani called for a ten-minute recess at 8:25 P.M. The lneeting was reconvened at 8:35 P.M. 151 South Spruce Avenue. Simotas Building (Hany Simotas. owner). V-93-321 and UP-93-949 Use Permit and Variance for the renovation and establishment of a restaurant and dance club in an existing 5,376 sq. ft. two-stolY building with a variance for parking and landscaping in accordance with the provisions of SSFMC Sections 20.24.030(c), SSFMC Chapter 20.73, SSFMC Section 20.74.060(j)(k) and SSFMC Chapter 20.82. Assistant Planner Padovan presented the staff report. Applicant: Lou Dell' Angela 460 Gardenside SSF Mr. Dell'Angela presented a letter from South San Francisco LUlnber endorsing the project. He talked briefly about the flexibility of the Use Permit process then gave a brief background of the building at 151 South Spruce. He further stated that this use is supported by the neighborhood. Mr. Dell' Angela advised that if the mezzanine area was closed during the day they would only need 49 parking spaces. He continued that at night there is ample parking on Starlight. He said he preferred to work out a useable parking plan using angle parking spaces with the Police Department and the Engineering Division. He further questioned conditions including the construction of a new sidewalk, trash enclosure, review of the project evelY 6 months, signage and hours of operation. A discussion ensued regarding the proposed revisions to the Use Permit conditions. Motion-Zellmer/Seconded-Padreddii: To approve UP-93-949 based on the findings and subject to modified conditions of approval. Planning condition #2 changed to read: "The pavement in the existing parking area shall be resurfaced or replaced, if necessalY, and approved by City staff." Planning condition #3 changed to read: "3. Wheelstops shall be installed in the open parking areas and a walkway should shall be placed between the parking lot and the main entrance within one year of the start of business unless the City code is changed to eliminate this regulation." Planning condition #4 changed to read: "4. A trash enclosure designed to City standards shall be provided along thc easterly ....'all of the building in accordance with City requirements. II Planning condition #8 changed to read: "8. The parking area shall be redesigned according to the alternnti'/e parking plan (see Exhibit 1) in accordance with the applicant's 'alternative parking plan' dated 2/17/94 or with another angle parking plan approved by the Police Departm,ent and Engineering Department. There shall be no more than two driveway exits or entrances to the parking lot from South Spruce Avenue. A minimum of 47 parking spaces shall be provided and the site shall maintain a minimum of 7% landscaping. Plant sizes and types are to be approved by the City's Landscape Architect. II Planning Condition #9 changed to read: "9. The hours of operation for the business shall be limited to during those tinles '.vhen 85 parking spaces are proy,ided. Parking on adjacent properties may be used pro'lided that a contract or agreement ....:ith the oV/ner of the adjacent property is subnlitted in a form acceptable to thc City l~ttorney. The mezzanine area of the building shall not be open to the general public before 3:00 P.M from Monday through Friday unless adequate parking is available. It was unanimously approved by voice vote. Motion-Zellmer/Seconded-Padreddii: To approve Variances from SSFMC Sections 20.74.090 and 20.73.050 (V-93-321) based on the findings and subject to modified conditions of approval (as stated above). It were unanimously approved by voice vote. Motion-Zellmer/Seconded-Padreddii: To approve the Design Review approval. It was unanimously approved by voice vote. Motion-Zellmer/Seconded-Lucchesi: To deny Variances fronl SSFMC Sections 20.74.020 and 20.74.060G,k) based on the findings. It was unaninlously approved by voice vote. Motion-Zellmer/Seconded-Lucchesi: To deny Variance from SSFMC Section 20.97.070 based on the findings. It was unanimously approved by voice vote. East of 101 Review and COlnment on the Draft Environlnental Ilnpact Report. Page 5 of 7 Pages PC Meeting of 2/17/94 The Commission opened the public hearing to take public testimony on the East of 101 Draft Environmental Impact Report. Chainnan Mantegani concurred that the public comment period ends on February 27, 1994. Senior Planner Carlson presented the staff report. The Commission was advised that a joint City Council and Planning Commission hearing is scheduled for March 9, 1994. Mr. Don Fox, SSFUSD, submitted a letter from the Superintendent, Mr. G. Riggs. Spoke with concern: Paul Shepherd 402 East Grand SSF Mr. Shepherd discussed the uses for the Planned Industrial Park. Spoke with concern: Halvey Levine Sierra Point (Koll site) 5000 Hopyard Road Pleasan ton Mr. Levine stated that he appreciated the changes in developing the site and that he would be sending further comments to staff. Spoke with concern: David Baldwin (Holnart) 651 Gateway Blvd. SSF Mr. Baldwin stated he would be submitting a letter before the end of the comment period. Comlnissioner Mantegani stated he would be subnlitting his COlnments to staff. Motion-Zellmer/Seconded-Padreddii: Directed staff to prepare responses to comments on the Draft Environmental Impact Report. Unanimously approved by voice vote. Items from Staff - None. Items from Commission - Comlnissioner Lucchesi asked for the status of the Atkinson Building and asked that he be kept informed of the progress of this project. Motion-Zellmer/Seconded-DeZordo: To adjourn the meeting to March 3, 1994. It was unanimously approved by voice vote.
