PLEDGE OF ALLEGIANCE MEMBERS PRESENT: Chairman Warren, Vice-Chairman Mantegani, Commissioners DeZordo, Lucchesi, Padreddii and Zellmer. New Learning Center. (SSFUSD. owner). UP-93-946 Use Permit to establish a private school, grades 6 through 12, for a maximum capacity of 50 students, at an existing closed elementary school site in the R-1 Single-Family Zone District in accordance with SSFMC Section 20.16.030(b). Continued from Planning Commission meeting of November 18, 1993. Assistant Planner Cahill presented the staff report. Applicant: Timothy Halloran 1824 Louvaine Broadmoor Village Page 1 of 4 Pages PC Meeting of 12/2/93 Mr. Halloran stated that they met with the South San Francisco Unified School District and the residents of the community. All issues were answered and if the Commission had any further questions he would be happy to answer them. Commissioner Lucchesi asked staff who would maintain the building and the landscaping. Planner Cahill advised that the South San Francisco Unified School District would. He asked the Commission to add a condition requiring a review after one academic year. Speaking in favor of the application: John Finnegan 305 S. Gellert Blvd. Daly City Mr. Finnegan stated that this project is a tremendous asset to the community and asked the Commission to approve the project. Motion-DeZordo/Seconded-Lucchesi: To approve UP-93-946 based on the findings and subject to modified conditions. Add Planning Commission #9 to read: "The project shall be reviewed after one (1) academic year." It was unanimously approved by the following roll call vote: AYES: Chairman Warren, Vice-Chairman Mantegani, Commissioners DeZordo, Lucchesi, Padreddii and Zellmer. David R. Galli. Richard E. General Plan and Zoning Text Amendment and Environmental Determination of same to amend SSFMC Section 20.24.030 (c) to allow Automotive and Equipment Cleaning (car washes) in the Planned Commercial (P-C) Zone District subject to the approval of a Use Permit and Section 20.24.070 to establish special requirements therefore. Senior Planner Dancy presented the staff report. Applicant: David Galli 336 EI Camino Real San Carlos Mr. Galli stated he had read the staff report and was velY pleased and thanked staff for a job well done. He asked the Commission to approve the General Plan Amendment and the Zoning Text Amendment. Commissioner Zellmer stated he had visited one of their other sites and it was extremely clean and well maintained. Page 2 of 4 Pages PC Meeting of 12/2/93 Motion-Zellmer/Seconded-Mantegani: To adopt the resolution recommending that the City Council approve Negative Declaration No. 756. It was unanimously approved by voice vote. Motion-Zellmer/Seconded-Mantegani: To adopt the resolution recommending that the City Council approve GP-93-49 and ZA-93-85. It was unanimously approved by voice vote. Study Session Southeast corner of Sunset and Stonegate. Mark Robson/Santa Clara Development (Ida Crosariol. owner). GP-93-48. RZ-93-94. SA-93-111. PUD-93-26 General Plan Amendment, Rezoning, Subdivision Map, Planned Unit Development and Design Review for a 36-unit, single family detached residential development on 4.26 acres in the R-1 Single Family Zone District. The project involved changing the land use designation from low to medium density residential rezoning the property from R-1-E to R-2-H, subdividing the property into 36 single-family lots with common area and private streets with related site, elevation, grading and landscaping plans in accordance with the provisions of SSFMC Sections 20.84, 20.87, Title 19 (Subdivision Ordinance) and the State Map Act. Continued from. Planning Commission meeting of November 18, 1993. Assistant Planner Padovan presented the staff report. A discussion ensued and several issues were brought up including elevations, retaining walls, density of the project, useable rear yard area, safety at intersections, slopes of the streets, private or public streets and the type of housing. Commissioner DeZordo requested a fence plan for the project. He further asked the purpose of the PUD process asking that if we grant all 36 units what is the benefit to the City? In response to a question from the Commission, the applicants note that the slope of the driveways is 8 to 10 percent. The Commission suggested that the project fencing be placed at the bottom of the slopes to keep children from harm. When asked about the toxics on the site, the developer noted that the site has DDT and that the property owner has committed to hauling the contaminated soils to a Class 2 dump. Commission Warren asked that the safety considerations of the project intersection be looked into, including the proximity to the intersection with Stonegate and the School's driveway. Page 3 of 4 Pages PC Meeting of 12/2/93 The Commission asked about the substandard, 19" x 19", garage dimensions. The project architect noted that they had designed smaller garages because of the small lot size. The Commission wished that the future submittal contain information regarding the depth of the foundations adjacent to the slope banks. Commissioner Lucchesi suggested that the unit types be related to the lot types; that is, to corner lots, downhill lots, uphill lots. Commissioner Zellmer expressed his concern about the traffic safety of the project. He also suggested that the project streets should be widened and that he was very concerned with the project density, noting that the project be considered within the context of South San Francisco as a whole. He suggested that they consider a single street down the middle of the site. Commissioner DeZordo felt that the density is high and there is a need to increase the open space and project landscaping. An important element of the project was the design of the fencing along the Sunset and Stonegate street frontages. Commissioner Zellmer asked that basic findings be prepared for the granting of PUD projects to be developed. Items from Staff - None. Items from Commission - None. Motion-Zellmer/Seconded-Mantegani: To adjourn the meeting to January 6, 1994. It was unanimously approved by voice vote. Chairman Warren adjourned the meeting at 9:45 P.M.
