PLEDGE OF ALLEGIANCE MEMBERS PRESENT: Chairman Warren, Vice-Chairman Mantegani, Commissioners DeZordo, Lucchesi, Padreddii and Zellmer. ALSO PRESENT: Planning Division Steve Solomon Steve Carlson Dick Chiozza Assistant City Attorney CHAIRMAN COMMENTS APPROVAL OF MINUTES of June 24, 1993 Motion-Zellmer/Seconded-Lucchesi: To approve the minutes as presented. They were approved by voice vote. ABSTENTION: Chairman Warren, Vice-Chairman Mantegani and Commissioner DeZordo who were not present at the June 24, 1993 meeting. ORAL COMMUNICATIONS AGENDA ITEMS - PUBLIC HEARINGS East of 101 Area Plan and Draft Environmental Impact Report EIR-93-17 East of 101 Area Plan and Draft Environmental Impact Report. Continued from. the October 7, 1993 Planning Com.mission m,eeting. Commissioner Lucchesi questioned the formula for employed residents and David Early, Brady & Associates) consultant for this project, stated that this would be addressed in the final EIR. It was the consensus of the Commission not to COlnlnent on the Plan's Design Element since they did not have a chance to review it. Doug Thomas, Sierra Point, stated he had submitted comments. The COlnmission said that they had received these comments. Senior Planner Carlson asked the Commission to: Page 1 of 3 Pages PC Meeting of 10/14/93 1) Commission should direct staff to prepare responses to all comments and prepare a final EIR. 2) Introduce working draft of the Design Element. Senior Planner Carlson advised the COlnlnission that the City Council wanted to meet on the 10th of November instead of the 3rd of November. It was the Commission's consensus to discuss the Design Element at a special meeting on October 28, 1993. David Early introduced the Design Element and suggested th~, Commission review it over the next two weeks. Mr. Early presented the Element's outline to orient the Commission. Mr. Knox told the Commission that he thought the Design Element was an excellent document. Motion-Zellmer/Seconded-Mantegani: To direct staff and the consultant to prepare the Final Environmental Impact Report and responses to the comments. It was unanimously approved by voice vote. Motion-Zellmer/Seconded-Mantegani: To direct staff and the consultant to prepare a Final Area Plan based on the Commission's prior comments. It was unanimously approved by voice vote. Motion-ZeIlmer/Seconded-Mantegani: To defer setting the next hearing regarding the East of 101 to the October 21, 1993 lneeting. It was unanimously approved by voice vote. Itel1lS frOl1l Staff - None Itel1lS frOl1l COl1lluission - Commissioner Mantegani asked about the demolition of the Atkinson Building. Chief Planner Solomon stated that the Atkinson Company had applied for a demolition permit and that the Chief Building Inspector would be issuing a Mitigated Negative Declaration. A public meeting on the Negative Declaration will be held in the next two or three weeks. In answer to Commissioner Lucchesi's inquilY, Planner Carlson stated that the Final EIR was due out the middle of December and at this time it would be made public. At the J anualY 6, 1994 Planning Commission meeting, the Commission would be able to review the final Area Plan and EIR. Chairman Warren asked staff to check on a turn light that was obscured. Planner Carlson stated that this was due to the preparation of the Oyster Point Interchange construction. Dick Chiozza, Assistant City Attorney, advised that the interchange was supposed to open on the 18th of October. Motion-Zellmer/Seconded-Mantegani: To adjourn the meeting to October 21, 1993. It was unanimously approved by voice vote.
