ORAL COMMUNICATIONS AGENDAITEMS-CONSENTITEMS 2238 Westborough Boulevard. Walgreens (American National Insurance Co.. owner). UP-93-944 Use Permit to allow an existing retail facility to operate 24 hours a day in the C-1 Retail Commercial Districts in accordance with provisions of SSFMC Section 20.22.070( a). Chairman Warren opened UP-93-944 to a public hearing due to the request of the applicant. Assistant Planner Padovan presented the staff report. Page 1 of 4 Pages PC Meeting of 9/16/93 Applican t: Dave Marcus 332 Phelp Drive, # 104 Daly City Mr. Marcus, Manager of Walgreens, stated that there will be a pharmacist on duty and that no alcoholic beverages will be sold past midnight. He further stated that Walgreens will install a gate with a lock to secure the liquor sales area and that he would be happy to answer any questions the Commission might have. Motion-DeZordo/Seconded-Zellmer: To approve UP-93-944 based on the findings and subject to the conditions of approval. It was unanimously approved by voice vote. AGENDA ITEMS - PUBLIC HEARINGS Robert and Julie Strupeni. ZA-93-84. Negative Declaration No. 755 Zoning Amendment to amend SSFMC Chapter 20.68 "Development Standards and Criteria" to allow minor encroachments into the required rear yard setback in R-1 Single-Family Residential Districts. Assistant Planner Padovan presented the staff report. Applicant: Julie Strupeni 399 Forestview Drive SSF Mrs. Strupeni stated that she owns a reverse corner lot. She wants to bring her existing home up to code. She explained her reasons and why she thought the Commission should recommend approval to the City Council. She did state other cities such as San Jose and Sunnyvale allow for encroachment into the rear yard set back by five (5) feet or more. At Commissioner Zellmer's request, staff explained the difference between a corner lot and reverse corner lot. Commissioner DeZordo stated that the applicant had a good argument. The Commission concurred with Commissioner Lucchesi's suggestion to limit the encroachment of the backyard and only to substandard lots (60 feet or less). Motion-Zellmer/Seconded-Lucchesi: To recommend to the City Council approval of Negative Declaration No. 755. It was unanimously approved by voice vote. Motion-Zellmer/Seconded-Lucchesi: To recommend to the City Council adoption of ZA-93-84. It was unanimously approved by voice vote. Page 2 of 4 Pages PC Meeting of 9/16/93 205 Shaw Road. Italfoods. Inc.. UP-93-943 Use Permit to allow the conversion of a single-tenant building to a multi-tenant building and related improvements in the M-1 Industrial District in accordance with the provisions of SSFMC Section 20.30.040(h). Assistant Planner Padovan presented the staff report. Representing the applicant: Paul Hockett TSH Architects 32 Valley View Court San Mateo Mr. Hockett agreed with all conditions except for Engineering Condition II "Site Access Section A" and the condition regarding Off-Site Drainage Improvements. He would also like to have an opportunity to further discuss these conditions with the Engineering Division. Dennis Chuck, Engineering Division, commented on these conditions. As far as the sight line was concerned, if this was approved by the Traffic Engineer, Dennis Chuck would have no problem with this condition. Chairman Warren advised the applicant that they had a fifteen-day appeal period to the City Council if they did not agree with the conditions. Motion-DeZordo/Seconded-Zellmer: To approve UP-93-943 based on the findings and subject to the conditions of approval. It was unanimously approved by voice vote. East of 101 Area Plan and Draft Environmental Impact Report. EIR-93-17 Senior Planner Carlson explained why the comment period had been extended to October 14, 1993. He further stated that City Council would like to conduct a joint meeting on October 5th. He then presented the staff report. David Early, Brady and Associates, provided brief responses to key concerns. He eXplained Policy A.1 LU-20 "Drive-thru Food Restaurants"; A.3 "The Koll Site'" A.6 "F.A.R." Mr. Naphtali Knox, Knox and Associates, representing the Haskins site, stated that his clients would like to change the land use designation from "Coastal CommerciallPlanned Industrial" to "Mixed Coastal Commercial/Light IndustIy". He further stated that David J. Powers of San Jose was analyzing the EIR and their comments will be presented within the next week or two. Mr. Dan Hillmer, a Landscape Architect representing the Haskin property, explained that they would like to make minor changes in the plan to accommodate the development of the Haskin's site for Avis' Western regional offices. He further explained why the light industrial use would Page 3 of 4 Pages PC Meeting of 9/16/93 enhance the changes for Avis. He showed photographic slides of the property and the Avis plans. Mr. David Baldwin, Real Strategies, representing Homart, stated that they will submit written comments in the near future. Mr. Louis Poletti, 333 EI Camino Real, SSF, told the Commission that he has handled all vehicle rental agencies in the City of South San Francisco for many years and thought that they are velY good uses for the land east of 101. The Commission then went through the Plan Goals and made discussed comments and concerns. Vice-Chairman Mantegani called for a ten-minute recess at 10:25 P.M. He readjourned the meeting at 10:35 P.M. Motion-Lucchesi/Seconded-Zellmer: To continue EIR-93-17 to October 7, 1993. It was unanimously approved by voice vote. Items from Staff Chief Planner Solomon said he would update the Commission on interesting projects that will be coming before the Commission. 1) Four-acre site near Summit for 36 units (PUD, RZ, GP); Twenty-five acre site on north face of Sign Hill for 184 unit project (PUD, RZ, GP); 150 units on East of 101; anticipating 10 applications to amend General Plan (State law limits amendments to the General Plan to 4 times a year). He stated that the City would be exploring ways of grouping these different applications. Motion-Zellmer/Seconded-DeZordo: To adjourn the meeting to October 7, 1993. It was unanimously approved by voice vote.
