They were unanimously approved by voice vote. Motion-DeZordo/Seconded-Padreddii: To approve the April 15, 1993 minutes as presented. They were unanimously approved by voice vote. Commissioner Zellmer abstained from voting because he was not present at the April 15, 1993 Planning Commission meeting. Motion-Zellmer/Seconded-DeZordo: To approve the May 6, 1993 minutes as presented. They were unanimously approved by voice vote. ORAL COMMUNICATIONS AGENDAITEMS-CONSENTITEMS 205-217 E. Grand/329-337 Roebling. Grand/Roebling Investment Company. PM-93-301 Tentative Parcel Map to combine three parcels into one 6.7 acre parcel in the P- I Zone District in accordance with provisions of SSFMC Title 19 and the State Map Act. It was unanimously approved by voice vote. 246 South Spruce Avenue. Spruce Street Car Wash (P. Pappageorge. owner). UP-93-937 Use Permit and Design Review modifying the original Use Permit to allow exterior modifications and the installation of new equipment at an existing gasoline service station with an accessolY car wash in the P-C Zone District in accordance with provisions of SSFMC Sections 20.24.030( c) and 20.91.020. Motion-Zellmer/Seconded-DeZordo: To approve UP-93-937 based on the findings and subject to the conditions of approval. It was unanimously approved by voice vote. 415-417 Grand Avenue. Church of Christ (M. & D. Cvitanovic. owners). UP-93-934 Use Permit to allow church services in an existing assembly hall in the D-C Zone District in accordance with provisions of SSFMC Section 20.26.030(b). This item was continued from the May 20, 1993 Planning Commission meeting. Chief Planner Solomon stated that the question that was raised was the nature of the building's parking exception and if this application was consistent with that original exception. The applicants requested this continuance off-calendar. Motion-Zellmer/Seconded-DeZordo: To continue UP-93-934 off-calendar. It was unanimously approved by voice vote. AGENDA ITEMS - PUBLIC HEARINGS 3759 Cork Place. Edmond S. Chun. PUD-93-24 Planned Unit Development Permit and Design Review for a second-story addition and exterior modifications to the front of an existing two-story townhouse in the Westborough area in accordance with provisions of SSFMC Chapter 20.84. This item was continued from the June 3, 1993 Planning Commission meeting. Assistant Planner Padovan presented the staff report. Applicant: E. Chun 3759 Cork Place SSF Mr. Chun stated that the main issue seems to be the obtaining of a design approval from the Westborough Homeowners' Association. He maintained that he had presented a letter to the Page 2 of 6 Pages PC Meeting of 7/1/93 Commission explaining that the Association had been defunct for about 12 years and could not understand why the Commission was still seeking approval from an association that no longer operates. Commissioner DeZordo expressed his admiration for this type of project and that it would enhance the neighborhood. He also apologized for the inconvenience of having to appear before the Commission several times. Motion-DeZordo/Seconded-Padreddii: To approve PUD-93-24 based on the findings and subject to conditions of approval. It was unanimously approved by voice vote. 140 Produce Avenue. Shell Station (L. & N. Poletti. owners). UP-93-935 Use Permit and Design Review to establish a 24-hour mini-market at an existing gasoline service station including modifications to the building exterior in the P-C Zone District in accordance with provisions of SSFMC Sections 20.32.030( c) and 20.32.070( a). Assistant Planner Padovan presented the July 1, 1993 staff report. Commissioner Zellmer asked for a clarification between the proposed floor plan and the newly submitted revised floor plan. Assistant Planner Padovan stated that the only difference was the location of the main entIy door. The applicant indicated to Planning that the original plans were incorrect and that the revised plans show the correct elevation and floor plan. The applicant did not wish to speak. Commissioner DeZordo stated that this was the right project in the right place and that he supported the application. Motion- Padreddii/Seconded- DeZordo: To approve UP-93-935 based on the findings and subject to the conditions of approval. It was unanimously approved by voice vote. 1511 Grandview Drive. Rolling Pin Manufacturing (D. Rogers. owner). UP-93-938 Use Permit and Design Review to allow an accessory structure to exceed the 20 foot height limit for an industrial use in the P- I Zone District in accordance with provisions of SSFMC Section 20.70.030. Assistant Planner Cahill presented the July 1, 1993 staff report. Applicant: Steve Lefczik, Plant Mgr. Rolling Pin Manufacturing 1511 Grandview Drive SSF Page 3 of 6 Pages PC Meeting of 7/1/93 Mr. Lefczik explained that there were 46 parking spaces and since they no longer had a retail outlet at this site they were no longer required to maintain these parking spaces. Mr. Lefczik further explained that the silo is a step toward automation and a much cleaner operation. Commissioner DeZordo stated he had a concern with the overall height of the silo in relationship to the building. The applicant stated that the difference in height is 7'"3" between the top of the parapet and the top of the building. Commissioner DeZordo wanted this issue addressed. A fourth Planning condition was added which reads, "4. The applicant will show on the plans that the silo will project no more than 8 feet from the parapet". Motion-Zellmer/Seconded-Lucchesi: To approve UP-93-938 based on the findings and subject to the modified conditions of approval. It was unanimously approved by voice vote. 2211-2239 Gellert Boulevard. Gellert Square (T. & G. Callan. owners). UP-93-939 Use Permit modifying Condition 12 of the original Use Permit (UP-79-493) limiting the amount of restaurant area permitted in the Gellert Square Shopping Center in the C-1 Zoning District in accordance with provisions of SSFMC Section 20.91.010. Assistant Planner Padovan presented the staff report. Applicant: Manton Wong 1995 45th Avenue San Francisco Planner Padovan stated that the applicant is requesting a six-month extension from the date of approval to complete the conditioned improvements. Mr. Wong agreed with all the conditions. Commissioner Zellmer asked what kind of leverage we would have if we approved the project before the repavement. Assistant Planner stated that the applicant needed 18 months to repave. Commissioner Zellmer was concerned about this and stated that this was not necessarily consistent with what had been done in the past. Chief Planner Solomon stated that the Commission could require a performance bond. Commissioner DeZordo thought this was excessive for such a small project. Commissioner Lucchesi stated that they could also condition the project so that the repaving is done before the issuance of the Certificate of Occupancy. Chief Planner Solomon stated that this could be done either way. Page 4 of 6 Pages PC Meeting of 7/1/93 Mr. Wong eXplained that the restriping is rather straightfolward and the replacing of the curb and trash enclosure would not be a problem. He further explained that the landscaping may take a little longer since he has to submit a landscaping plan. Mr. Wong stated that this application had already taken three months and that the tenant was upset and wanted to move in right away. Chief Planner Solomon stated that building permits could be issued but not the Certificate of Occupancy before all the work was done. Applicant: Joanna Wong 1995 45th Avenue San Francisco Mrs. Wong stated that because of the problems with the adjacent City Heights Center and the connecting driveway, this application was encountering trouble. She stated that they had always complied with all City regulations. Commissioner Zellmer stated that this project was not a problem even though the City did have previous problems with the connecting drive between the two projects. He further explained that the owners of Gellert Square were always velY cooperative but that the time extension for the required improvements was a technical issue and that they could not give up their leverage. Further, the Commission has a responsibility to be consistent and they typically require improvements to be completed before occupancy. He said that they were trying to find a compromise that would benefit the Wongs. Motion-/ZeIImer/Seconded- Padreddii: To approve UP-93-939 based on the findings and subject to modified conditions of approval. Planning Condition No.7 was deleted and replaced with the following. "All conditions of this Use PerIuit IUust be coulpleted to the satisfaction of the Planning Division prior to the Certificate of Occupancy for any future tenant iIuproveulents or the posting of a bond for 150% of the cost of the iUlproveulents." It was unanimously approved by voice vote. Items from Staff Chief Planner Solomon asked for the Commission's selection of the Design Review Board member. Commissioner Zellmer stated that he missed most of the interview of the first applicant (John Murphy). It was decided to continue this item to the next Planning Commission meeting when Chairman Warren would be present. Motion-Zellmer/Seconded-DeZordo: To cancel the July 15, 1993 Planning Commission meeting. It was unanimously approved by voice vote. Items from Commission Page 5 of 6 Pages PC Meeting of 7/1/93 Commissioner Padreddii stated that he has been receiving quite a few complaints about the Design Review Board. He further stated that he had talked to Council about it and that they also had received complaints. Commissioner Padreddii thought that the two meetings he had attended were unproductive and that the Design Review Board was overly qualified for this City. He sympathized with Genentech and suggested that instead of inviting all of the Planning Commission and Design Review Board members to the study session, it would be more productive to select two Commissioners and two Design Review Board members to a su bcommittee. Commissioner Zellmer stated he understood much of the frustration of Commissioner Padreddii. However, he thought that the Commission had tried very hard to get the very best and were very careful who they selected to the Design Review Board. Commissioner Zellmer did not think they were overly qualified for this City but agreed that they should examine how to make the Genentech Master Plan meetings more productive. Vice-Chairman Mantegani stated, in response to Commissioner Padreddii's concern that all Design Review Board members should live in the City, that it was very difficult to get a Design Review Board member who lived in South San Francisco. Commissioner Lucchesi said he did not think that the boardmembers were overly qualified and thought that the complaints were probably from single-family owners. He agreed that they should have a subcommittee for the Genentech Master Plan to make the meetings more workable and a little bit more intimate. Commissioner Lucchesi stated that he would like to be on the subcommittee and Commissioner Zellmer also volunteered. Motion- Lucchesi/Seconded- DeZordo: To adjourn the meeting to August 5, 1993.
