Absent: Planning Commissioner Evans. AGENDA REVIEW None. PUBLIC COMMENTS None. MATTERS FOR CONSIDERATION Motion to approve the Minutes from the meeting on May 29, 2019. Motion — Planning Commission Shihadeh / Second — Planning Commissioner Faria to approve the Minutes from the meeting of May 29, 2019. Unanimously approved by roll call vote. 2. Report regarding Housing Standing Committee study session of the proposed residential development at 428 Baden Avenue. (Adena Friedman, Senior Planner) Senior Planner Friedman stated the proposed development was for 18 rental units, consisting of studios, one- and two-bedroom units. Parking was located in the ground -floor garage, using parking stackers. Senior Planner Friedman reported that the project was applying for a State density bonus of 35%, by providing 15% of the project's units targeting very low-income (VLI) households. The base maximum density in the Downtown Residential Core (DRC) district was 80 dwelling units/acre (du/ac), or 12.86 units on the 7,000 sq. ft. lot. By applying a 3 5% density bonus to the base allowable 12.86 units, the maximum yield is 17.36 units - which rounded up to 18 units, in accordance with State density bonus law. The 18 units equated to a density of 113 du/ac. She stated the project will provide 15% of the base density of 13 units or 2 units (1.93, rounded to 2) as VLI targeted. The applicant would be required to execute an Affordable Housing Agreement (AHA) with the City, memorializing the terms of affordability program. Senior Planner Friedman informed Council that in August 2019, the Design Review Board (DRB) reviewed the project. The DRB recommended approval of the design, with some minor design changes incorporated, including creating a more prominent entryway with landscaping or architectural features, and suggested changes to the color scheme. DRB members also suggested ideas for the mural on the western elevation of the building, to ensure that it captured the character and history of South San Francisco. Senior Planner Friedman introduced Rocky Shen, Galen Ma and Victor Lo from DNA Architectural and Design and stated they were available for any questions committee members may have. Councilmember Addiego was concerned regarding the residents on the roof deck of the building and wind characteristics in South San Francisco. Mr. Shen advised that they had not done a wind analysis yet but agreed that the analysis was important to incorporate any necessary elements to the structure. Planning Commissioner Faria inquired whether the developer would handle trash pickup at the site. Mr. Shen stated they added an additional 5 feet of space on the lane side of the building which would be enough space to stage the bins on pick up day. Planning Commissioner Shihadeh was concerned there would not be a trash compactor on site as that would require a larger trash bin to accommodate the trash from the tenants and believed the site would not accommodate the larger bins. Planning Commissioner Shihadeh requested clarification on how parking would work on the site. Mr. Shen presented a video highlighting the parking lot and how it was designed to work on the site. Mr. Shen advised the parking stackers would easily accommodate Sport Utility Vehicles (SUV). He added that there would be an application the tenants could download on their smartphones, which would allow them to summon their vehicle ahead Qf time so their vehicle would be ready by the time they made it to the parking lot. Mr. Shen advised the parking stackers would also have a manual override in case of a power outage. Planning Commissioner Faria inquired why the building looked taller than one story from the building next door. Mr. Shen advised the reason it was taller than one story was because the first floor was slightly taller than the building next door. She mentioned the building had no articulation, very boxy and no curvatures. Senior Planner Friedman advised the Design Review Board commented on the colors, materials and mural. She advised that one of the members from the Design Review Board suggested that the mural design go to the Cultural Arts Commission to get feedback. She stated that the Design Review Board also had concerns about the dark colors, which felt heavy. Mayor Matsumoto recommended having different shaped windows including adding arches to improve the design. Mr. Shen thanked the Committee Members for providing feedback on the design. He advised he would use the feedback provided at the meeting and get together with his team to come up with a design to better match the design of the Committee. He stated he would work with The Scavengers Company and come up with a plan that better suits the site.
