HomeMy WebLinkAbout03.19.98 Minutes MINUTES PLANNING COMMISSION SPECIAL MEETING MUNICIPAL SERVICES BUILDING 33 ARROYO DRIVE March 19, 1998 CALL TO ORDER / PLEDGE OF ALLEGIANCE Meeting was called to Order at 7:00 p.m. ROLL CALL / CHAIRMAN COMMENTS MEMBERS PRESENT: Vice Chairman Teglia, Commissioner Romero, Commissioner Masuda, Commissioner Teglia, Commissioner Baldocchi, Commissioner Honan, Commissioner Sim MEMBERS ABSENT: Chairman Barnett ALSO PRESENT: Planning Division Jim Harnish, Chief Planner Steve Carlson, Senior Planner Mike Upston, Associate Planner Kat Wellman, Assistant City Attorney Sgt. Mike Massoni Ray Honan City Attorney Police Dept. Water Quality Control 1. Interviews for Design Review Board Members Sr. Planner Carlson presented the report and introduced the first candidate, Mr. Ruiz. Mr. Ruiz: Provided the Commission with his credentials as a professional architect, and other information about his family and work history. He explained his reason for wanting to become a member of the Design Review Board. Commissioner Honan: Requested information on specific projects the candidate has worked on in South San Francisco. Commissioner Sim: Asked the candidate if he has attended a Design Review Board meeting, and what his impression was of the proc.ess. Commissioner Romero: Asked about residency in South San Francisco, his ability to attend meetings on consistent basis, and his primary reason for wanting to become a member of the Design Review Board. WPD Page 1 of 3 Commissioner Masuda arrived 7: 15 p.m. Commissioner Baldocchi: How would candidate deal with a conflict where the applicant's design is not consistent with what the Commission wants for the community? Chairman Pro Tern Teglia: Asked the candidate in what city he currently resides, his familiarity with South San Francisco, and asked his opinion on the design of recent developments. Mr. Carlson introduced the second candidate, Mr. Austria. Mr. Austria: Presented his credentials as an electrical engineer, and spoke of his possible contribution to the electrical design. He asked for consideration to serve as an alternate to fill in for other candidates who are unable to attend meetings, if not selected. Commissioner Sim: Asked if he has ever attended a Design Review Board meeting, and asked for clarification on his residency and registration. Commissioner Honan: Asked him to explain the significance of what of South San Francisco Industrial City means to him. Commissioner Masuda: Asked about his structural design experience. Commissioner Romero Asked if the candidate would encounter problems attending the meetings, and what his motivation is for wanting to become a member. Commissioner Baldocchi: Asked about dealing with an applicant who does not meet required standards for design review to create a win, win situation, and asked for examples of what he thinks is good design in the city, and others with which he is concerned. Mr. Austria: Cited that South San Francisco has a variety in design that appeals to him. He spoke to the need for variety in color, and landscaping and lighting. Mr. Carlson introduced the third candidate, Mr. Marc Horton. Mr. Horton: Started by stating that he is a resident of San Francisco. He is a Harvard graduate, an architect with an office of eight people in San Francisco. He stated his interest for wanting to serve on the design review board stems from having been involved with other design review boards in the bay area, feeling that he could contribute from the architectural design point to help the process of elevating the level of design. Commissioner Sim: Spoke of his respect for Mr. Horton due to some of his published work. C:\working\minutes\1998\031998spec.WPD Page 2 of 3 Mr. Horton: Provided some details on familiarity with the area and explained his decision to seek the position, adding that he is interested in contributing at any level regardless of which city would need, adding that this is in response to his having seen the advertisement through the public process. He alluded to the similarities he felt might be similar to the critics process used his teachings at DC Berkeley and CCSC. Commissioner Baldocchi: Asked what projects he had worked on, and why he is interested in working with the Design Review Board. Mr. Horton: Did work in South San Francisco for Trammel Crow several years ago. Experience with other communities with design review boards, in general they fulfill their charge, they are made up from a broad spectrum, at one end are associated with the building trades, and at the other end are designers and general citizens in between. He feels that he has the outlook to insure a good look at the design level, and has the ability to provide direction without faltering to the general popular sentiment of projects. Commissioner Romero: Asked for his commitment to attend meetings on a consistent basis and explained the reason this is so important to the Commission in that many of the projects they would review would not necessarily come back to the Commission for review. Mr. Horton: Runs his own office, sets his own hours and making a commitment is important to him and being there would be an important part of the process. Chairman Pro Tern Teglia: Did not have any questions, but commented that he was very impressed with the applicant's credentials, and was interested by the fact that he is a teacher who may be able to instill excitement to future applicants for future openings. Mr. Carlson advised the Commission that the applicants have been told that they may be notified as early as two weeks of their decision. Mr. Carlson responded to a question raised by Commissioner Sim regarding the requirement of being a registered voter. Meeting was adj0urned to the Regular Planning Commission Meeting.
