HomeMy WebLinkAboutStudy Session 03/12/1998 (2) CITY OF SOUTH SAN FRANCISCO PLANNING COMMISSION STUDY SESSION MINUTES MUNICIPAL SERVICES BUILDING 33 ARROYO DRIVE March 12, 1998 CALL TO ORDER / PLEDGE OF ALLEGIANCE The meeting was called to order 6:40 p.m. ROLL CALL / CHAIR COMMENTS l\1EMBERS PRESENT: Vice Chairman Teglia, Commissioner Romero (conflict), Commissioner Baldocchi, Commissioner Sim MEMBERS ABSENT: Chairman Barnett, Commissioner Masuda, Commissioner Honan R~iQ.t4.i\t::mj~mqit~QnrQliiN!:!MR~t:PQ~~!p~i:!:QPit4.tQt::!iWQf Staff Report: Presented by Steve Carlson Questions: Commissioner Sim raised questions regarding the landscape strip adjacent to Orange Park, the linear park design and its relationship to Orange Park, and widening the landscaped strip next to Orange Avenue. He also noted that the site is very important, and at the center of the community . Commissioner Baldocchi raised questions regarding the wall along Orange Avenue, the need for closely reviewing the traffic at the intersections of Baden/Grand/Railroad with Orange Avenue, the color palate, and scattered setbacks for the project. Commissioner Honan arrived 7: 10 p.m. Vice Mayor Teglia raised questions regarding zoning density, the importance of the project given that it is in the heart of the city, the reliance on a PUD, he also raised the issue of going to a lower density while still being sensitive to applicant's concerns. Dave Egan, the applicant for Summerhill Homes, 777 California, Palo Alto, CA, summarized the history of the project to date, he described the linear park, discussed reasons for ,smaller lots and the selling price in the mid $300' s. He also stated that setbacks will be scattered and they will work with the Commission on installing trees and the color palate. He stated that they will have more details at next meeting. C:\working\minutes\1998\031298ss. wpd Page 1 of 2 PUBLIC COMMENTS Jim Claar, 717 Circle Court expressed a concern about the need for a signal at the intersection of Railroad and Orange. John Gorostiague, of the Basque Cultural Center, had a concern with the wall between project and the Basque Cultural Center. Mr. Egan provided details on the 3 foot retaining wall, 8 feet on top would be a split face, attractively designed wall. Commissioner Masuda arrived at 7:30 p.m. Commissioner Honan asked whether there are any plans for 5,000 square foot lots. Mr. Egan responded that there are not. Commissioner Masuda asked whether there are other similar projects at which the Commission can look. Mr. Egan indicated that there are several in Fremont including Vintage Grove, Laurel Glen, and Los Gatos Glen. He committed to providing the Commission with a detailed listing of the projects. Vice Chairman Teglia asked whether the projects were similar to the Southpark proposal. Mr. Egan indicated that there were both similarities and differences. Commissioner Baldocchi raised a concern regarding lot sizes. She indicated that she would like to see some larger 5,000 square foot lots, and wanted to see compliance with existing city ordinances. Commissioner Sim requested more information about surrounding uses. He also would like to see larger land strip adjacent to Orange Park.
