File No. 509] ORDINANCE NO. 407 AN ORDINANCE OF THE CITY OF SOUTH SAN FRANCISCO AMENDING ORDINANCE NO. 150 OF SAID CITY, WHICH WAS PASSED AND ADOPTED BY THE CITY COUNCIL OF SAID CITY ON THE 1ST DAY OF APRIL 1929 AND WHICH IS ENTITLED: 'tAN ORDINANCE OF THE CITY OF SOUTH SAN FRANCISCO ESTABLISHING REGULATIONS FOR THE ACCUMULATION, COLLECTION, AND REMOVAL OF GARBAGE". The City Council of the City of South San Francisco does ordain as follows: Section 1. Section 19 of the ordinance designated in the title hereto is hereby amemded so that the provision establishing fees for the collection of garbage from private dwellings shall read as follows: "For private dwelling houses (dry garbage only): (1) Where the containers have a capacity not exceeding thirty (30) gallons and the weight of the contents of which, when filled, does not exceed fifty (50) pounds, the charge for col- lections made once each week shall be $1.20 per month (2) Where the containers have a capacity not exceeding thirty (30) gallons and the weight of the contents of which, when filled, does not exceed fifty (50) pounds, the charge for col- lecti0ns made only once each month shall be - - $0.65 per month (3) Where a larger container Shall be used, there shall be allowed for each ten (10) gallons, or fraction thereof, that the capacity of the container shall be in excess o£ thirty (30) gallons, a surcharge as follows: (a) In the case of weekly collections, an additional twenty cents (20~) per month; (b) in the case of monthly collections, an additional ten cents (10~) per month." Section 2. This ordinance is hereby declared to be an urgency measure, and as such shall take effect immediately upon adoption, a statement of the urgency being as follows: The present schedule of rates for garbage collection in residential areas, which schedule was established in the year 1947, is wholly inadequate because of the greatly diminished purchasing power of the dollar and because of the further fact that the scavenger company now obligated to make collections of garbage within the City of South San Francisco is required to commence immediately a fill-and-cover garbage disposal operation, which is considerably more expensive than the method that is now, and for a number of years heretofore has been, employed for such purpose. Unless this ordinance shall become effective immediately upon its adoption, so as to place into effect at once the garbage collection rates hereby established, the commencement of the fill-and-cover garbage disposal operations may be delayed and thus place in jeopardy the health and welfare of the community. Section 3. This ordinance shall be published once as required by law and, being an urgency measure, shall become effective immediately upon its adoption. Introduced this 15th day of October 1956.
