Sparks, Chief Planner Adam Lindgren Sgt. Mike Massoni Tom Ahrens AGENDA REVIEW Chief Planner Sparks noted that there were no changes to the agenda. ORAL COMMUNICATIONS - None CONSENT CALENDAR 1. Approval of Minutes for September 16, 1999, March 16, 2000, April 6, 2000 Regular Meeting, and April 6, 2000 Special Meeting. Commissioner Baldocchi noted that she was abstaining from approving the minutes of April 6, 2000 Regular and Special meetings. Chairperson Sim noted he would also be abstaining from the March 16, 2000 Regular meeting minutes. Motion D' Angelo / Second Romero to approve the minutes with corrections made by Commissioner Teglia and Chairperson Sim. Approved by majority voice vote with the abstentions noted above. PUBLIC HEARING - AGENDA ITEMS 2. Golden State FlooringlRick Coates, Applicant Arthur Gilbert Real Estate Dev.-owner 240 Littlefield Ave. UP-00-OI0 and Categorical Exemption Section 15301 Class 1 Existing Facilities Use Permit allowing a construction sales and material business with hours of operation.(Recommend continuance to May 4,2000) \ \MULD ER\ISHAD D\File Cabinet\O ld PC\working\minutes \2000\04,2000 RPC.doc Approved at the May 4, 2000 Regular Planning Commission Meeting. Oak FarmsOak Farm Ltd., Owner Standard Building Co., Applicant E. side of Oak A ve./SE corner of Oak Ave. and Grand Ave. PUD-99-067, SA-99-067 and EIR-99-067 Planned Unit Development and Tentative Subdivision Map for a 32 unit detached single family residential project on a 2.65 acre site. (Recommend continuance to May 4, 2000 Chairperson Sim asked that the Commission make one motion for items 2 and 3 because they were both being continued. Commissioner Teglia asked why the items were being continued. Chief Planner Sparks noted that Golden State Flooring was being continued because the landscape plans were received on Friday and were taken to the Design Review Board. He added that some issues need to be worked out with the plans and there was not enough time to take the item to the Commission with the revisions. He noted that Oak Farms was being continued because the Environmental Impact Report was more complicated than expected and the item is not ready for the Commission to discuss yet. Motion Teglia / Second Honan to continue the items to May 4, 2000. ADMINISTRATIVE BUSINESS 4. Items from Staff a) Tree Preservation Ordinance City of So. San Francisco, Owner/Applicant Citywide Proposed revisions to the City's Tree Preservation Ordinance. Director of Parks & Recreation Nagel presented the staff report and discussed the corrections made by the Commission. Assistant City Attorney Lindgren noted that as staff was redrafting the ordinance, they were sensitive to the comments that the Commission made. He added that the Commission wanted some clarity with protected trees in an existing structure or new development. He noted that the ordinance breaks this down into three distinctions 1) existing trees, 2) new development, and 3) a statement of recommendations for existing developments. He added that the City grants conditional use permits and the City will make sure that the applicant meets all the existing standards before the permit is granted. He added that this standard could be used as a benchmark for the City if they are granting a conditional use permit. He noted that this is not a mandatory requirement form additions to an existing structure. Commissioner D'Angelo thanked Director of Parks & Recreation Nagel for taking the comments of the Commission and created a softer and less mandated ordinance. Commissioner Romero mentioned that SI3.30.020(g) requires the pruning or removing 1/3 of a crown on an existing tree and noted that this should not apply to all trees. He added that on some species taking a large amount of the foliage away is good for them. He asked if it was prudent to limit the removal of foliage up to 1/3 if it is known that the tree will regenerate the foliage quickly. Director of Parks & Recreation Nagel noted that it is a good point. He added that the ordinance encourages that the cut be done properly. He noted that if the pruning is not done properly it may detrimental to the tree. Commissioner Romero asked if a more severe pruning would be considered if it was done properly. Page 2 of 4 Commissioner Romero questioned SI3.30.060(b), which requires an arborist report, would be at the owners expense or the City's expense. Director of Parks & Recreation Nagel noted that it would be at the owner's expense. He added that there is a certified arborist on staff and a review could be extended to the residents. Commissioner Romero noted that the tasks in the ordinance would be a tremendous amount of responsibility for the Department and asked if Park & Recreation would increase their staff. Director of Parks & Recreation Nagel noted that it would be part of the existing staff's responsibility and there will be a large outreach to the community to bring the residents up to date on the new ordinance. Commissioner Romero noted that the document is good and asked if there could be an incentive to plant trees on the properties that don't have trees. Director of Parks & Recreation Nagel noted that there is a street tree program in place where the City will plant a tree within the right-of-way and maintain the tree. Commissioner Teglia asked if the permit would require a fee. Director of Parks & Recreation Nagel noted that there would be no fee for the permit. Chairperson Sim concurred with the rest of the Commission that the ordinance was very good. Motion D'Angelo / Second Teglia supporting the revisions to the tree ordinance. Approved by unanimous voice vote. Chief Planner Sparks gave updates on the following: . The Antenna Tower Ordinance was adopted by Council. . Master Plan for Dubuque has been submitted. . Study session on housing by City Council and there would be a presentation given to the Commission on housing. Commissioner D'Angelo suggested that the study sessions be taped and the Commissioners could watch them at their convenience. Chief Planner Sparks noted that it can be explored when the meetings are conducted in the Municipal Services Building but the meetings that are held at City Hall probably will not be able to be taped. . A study session on TelTabay is scheduled for April 24th, followed by a City Council and Planning Commission joint meeting. He asked the Commissioners what items they would like on the agenda. Commissioner D' Angelo mentioned that housing in the vicinity of the new Costco densities could be addressed at the meeting. Commissioner Romero noted that he would not be at the meeting on Monday. Commissioner Baldocchi added that they could discuss working together with Council and forming subcommittees. Chairperson Sim asked what the seating arrangement would be like. Director of Parks & Recreation Nagel noted that the City Manager has asked that the City Council and Planning Commission have tables on the floor in a U shape facing the screen. 5. Items from Commission - None Commissioner Honan wished the Commission a Happy Easter. Commissioner D'Angelo thanked the City Council for holding a community meeting at Sunshine Gardens, which was very productive for the community. He encouraged the Council to keep having these meetings on a periodic basis. Chief Planner Sparks added that there would be two more community meetings at different communities. Items from the Public Jackie Williams, 242 Longford Drive, noted that she was at the meeting when the Council discussed affordable housing and there was a handout that was given before the meeting. She added that the City Clerk had an audio taping of the meeting. She noted she would be attending the special meeting on April 24th. 7.
