CALL TO ORDER Mayor Garbarino called the meeting to order at 6:00 p.m.
ROLL CALL Present: Councilmembers Matsumoto, Nagales, and Nicolas,
Vice Mayor Addiego, and Mayor Garbarino.
AGENDA REVIEW
No changes.
REMOTE PUBLIC COMMENTS – comments are limited to items on the Special Meeting Agenda.
Members of the public wishing to participate were encouraged to submit public comments in
writing in advance of the meeting to [email protected] by 3:00 p.m. on Wednesday, September 9, 2020.

ADMINISTRATIVE BUSINESS
1. Presentation on Building Reach Codes by Peninsula Clean Energy (Phil Perry, Chief
Building Official)
Rafael Reyes, Director of Energy Programs of Peninsula Clean Energy, presented the report and
provided an overview of Reach Codes and local enhancements to state code. The Reach Code
addresses Building electrification with reduced use of natural gas. Electric vehicle (EV) charging
with increased EV readiness. He indicated that by adopting Reach Codes, residents would have
safer and healthier homes, the City would advance climate goals, and enables much greater EV
adoption. This Reach Code effort applies only to new construction. He presented Reach Code
options and adoption and implementation resources.
Councilmember Matsumoto inquired about the City’s compliance. Chief Building Official Perry
clarified the cities process and indicated that the City installed electric vehicle charging stations,
including the recent installation of solar panels at the Annex Building. The majority of buildings are
within a reach code to conserve energy.
Assistant City Manager Ranals indicated that facilities staff would provide additional information to
Council via a Thursday memo.

California Governor Newsom’s Executive Orders N-25-20 and
N-29-20 and COVID-19 pandemic protocols.

Councilmember Nicolas thanked Mr. Reyes for the thorough presentation and stated her desire for
the City to be clean energy leaders.
Councilmember Nagales expressed his support and inquired about cost. City Manager Futrell
indicated that staff would explore further and provide the Council with an estimated cost.
2. Update on the South Linden Avenue and Scott Street Grade Separation Planning Study
(Bianca Liu, Senior Engineer/AECOM/Caltrain)
Bianca Liu presented the report and introduced Millette Litzinger with AECOM, who provided an
overview of the project location map and project constraints. Senior Engineer Liu presented design
options to Council and provided a suggestion.
Councilmember Matsumoto expressed her concern with funding availability highlighting very little
funding from the Federal and State government. Councilmember Nicolas requested an overview of
property owner outreach in the potentially impacted areas. Senior Engineer Liu provided an
overview of the outreach process.
Motion— Councilmember Nicolas/Second – Councilmember Matsumoto: To approve by motion
Alternative No. 1 design for the South Linden Avenue and Scott Street Grade Separation Planning
Study, by roll call vote: AYES: Councilmembers Matsumoto, Nicolas, and Nagales, Vice Mayor
Addiego and Mayor Garbarino; NAYS: None; ABSENT: None; ABSTAIN: None.
3. Report regarding Resolution No. 109-2020 awarding a construction contract to Golden Bay
Construction, Inc. of Hayward, California for the Linden Avenue Phase 2 and Spruce
Avenue Traffic Calming Improvements Project (Project No. st1602), Federal Aid Project No.
ATPL 5177(037) in an amount not to exceed $1,094,883.00 and authorizing a total
construction budget of $1,313,883.00. (Angel Torres, Senior Civil Engineer)
Senior Civil Engineer Torres presented the report and indicated that the project was designed to
improve safety for pedestrians and bicyclists at key intersections along Spruce Avenue and along
the Linden Avenue corridor, helping to mitigate conflicts with motor vehicles and encourage
economic development. He indicated that the Linden Avenue Phase 2 and Spruce Ave Traffic
Calming Improvements Project was the culmination of two separate City projects along this
corridor. The projects were designed as one comprehensive project, but would be constructed in two
phases. He provided an overview of funding and bid process.
Councilmember Matsumoto requested clarification on the project rating process. Public Works
Director Kim and Senior Civil Engineer Torres provided an overview of the project funding and
rating.
Motion— Councilmember Nagales/Second – Councilmember Nicolas: To approve Resolution No.
109-2020 awarding a construction contract to Golden Bay Construction, Inc. of Hayward,
California for the Linden Avenue Phase 2 and Spruce Avenue Traffic Calming Improvements
Project (Project No. st1602), Federal Aid Project No. ATPL 5177(037) in an amount not to exceed
