Report regarding a resolution authorizing the use of Development Impact Fees in an amount not to exceed $22,194.49 to upgrade three air compressors used to refill self-contained breathing apparatus (SCBA) equipment;and approving budget amendment 21.023 amending the Fire Department’s operating budget for fiscal year 2020-2021. (Jesus Magallanes, Fire Chief) RECOMMENDATION It is recommended that the City Council adopt a resolution authorizing the use of Development Impact Fees in an amount not to exceed $22,194.49 to upgrade three air compressors used to refill self-contained breathing apparatus (SCBA) equipment and approving budget amendment 21.023 amending the Fire Department’s operating budget for fiscal year 2020-2021. BACKGROUND/DISCUSSION Fire Department staff have recently identified new self-contained breathing apparatus (SCBA)equipment to replace the aging SCBA cache in use today.With new industry and regulatory mandates,the selected replacement SCBA equipment is filled at a higher air pressure than the department’s current units.Due to safety standards,the department’s three air compressors are unable to meet these higher fill pressures without upgrades.In anticipation of the new SCBA equipment,and to enhance operational capability,the department is requesting upgrades on all three air compressors. Fire Department staff have selected Bauer Compressor Inc.to perform the upgrades as they have manufactured all three of the department’s air compressors.Bauer Compressor Inc.provided the compressors and maintains them,and it is certified to perform the upgrades.Additionally,the purchase aligns with City of South San Francisco Municipal Code §4.04.080,Open market procedures for purchases and sales exclusive of public project,which allows for “open market procedures to be dispensed with if a commodity can only be obtained from one vendor.” The department’s three current air compressors were purchased over the past 15 years and remain in good operational condition.Through regular maintenance,Fire Department staff do not anticipate the need to replace any of the units in the near future.Based on manufacturer dates,each of the three compressors require varying amounts of upgrade work to meet the new SCBA fill pressure requirement.The upgrades provide backwards compatibility and allow the air compressors to fill both new and legacy SCBA units. The Fire Department recommends approving budget amendment 21.023 to upgrade three air compressors used to refill SCBA.With approval of this request,the fire department will receive valuable upgrades to its three air compressors used to refill SCBA cylinders.These upgrades will allow the department to efficiently refill new SCBA units while retaining the ability to refill older ones.Having the capability to address both current and future needs provides a health and operational benefit for the foreseeable future. FISCAL IMPACT This request includes the use of Development Impact Fees to fund the entire project.This project benefits all areas of the City as the three air compressors have been strategically placed throughout the Fire Department’s response area.Approval of this resolution will result in the decrease of fund balance in Fund 270 (Developer Deposit Fund). RELATIONSHIP TO STRATEGIC PLAN This request is in alignment with Priority #3,Public Safety;skilled police,fire,emergency medical and disaster management programs. CONCLUSION Fire Department staff recommends that City Council adopt a resolution authorizing the use of Development Impact Fees in an amount not to exceed $22,194.49 to upgrade three air compressors used to refill SCBA equipment;and approving budget amendment 21.023 amending the Fire Department’s operating budget for fiscal year 2020-2021.By authorizing this purchase,and approving the use of Development Impact Fees,the Fire Department will be able to make valuable upgrades that will meet current SCBA refilling needs while planning for future requirements.These three upgraded air compressors will better prepare the Fire Department to safely and effectively carry out its mission.
