STAFF PRESENT: Sailesh Mehra, Planning Manager, Michele Clary, Clerk to the Planning Commission, Stephanie Skangos, Associate Planner, Adena Friedman, Senior Planner, Billy Gross, Senior Planner, Chris Espiritu, Senior Planner AGENDA REVIEW No changes. ORAL COMMUNICATIONS None. CONSENT CALENDAR 1.Master Sign Program and Design Review for the Altitude Apartments residential development at 150-200 Airport Boulevard in the Downtown Transit Core (DTC) Zoning District in accordance with Title 20 of the South San Francisco Municipal Code and determination that the project is categorically exempt from CEQA. 2.Master Sign Program for signage at the Oyster Point Redevelopment Project in the Oyster Point Specific Plan Zoning District in accordance with Title 20 of the South San Francisco Municipal Code and determination that the project is categorically exempt from CEQA. Motion to approve Consent Calendar – Commissioner Murphy Second – Commissioner Faria The question was called and the motion carried 7-0-0. PUBLIC HEARING 3.Report regarding consideration of an Initial Study/Mitigated Negative Declaration (IS/MND) and application for a Conditional Use Permit, Design Review, and Transportation Demand Management ROLL CALL / CHAIR COMMENTS PRESENT: Chair Wong, Vice Chair Evans, Commissioners Bernardo, Faria, Murphy, Tzang, and Shihadeh Attachment 1 - Draft Planning Commission Minutes for September 17, 2020 September 17, 2020 Minutes Page 2 of 3 Plan to construct a new five-story hotel with 95 rooms and two-levels of below-grade parking at 840 El Camino Real in the El Camino Real Mixed Use (ECRMX) Zoning District in accordance with Title 20 of the South San Francisco Municipal Code (SSFMC) and per the requirements of the California Environmental Quality Act (CEQA). (Stephanie Skangos, Associate Planner) Located at 5:43 https://ci-ssf-ca.granicus.com/player/clip/1435?view_id=4&redirect=true MOTION Commissioner Faria moved and Commissioner Tzang seconded a motion to adopt a resolution making findings and (1) adopting the Initial Study/Mitigated Negative Declaration with accompanying Mitigation, Monitoring, and Reporting Program; and (2) approvin g the entitlements request for Project P17-0108, including Conditional Use Permit UP17-0021, Design Review Permit DR17-0069, and Transportation Demand Management Program TDM17-0005, subject to the attached draft Conditions of Approval. The question was called and the motion carried 7-0-0. 3. Report regarding consideration of applications for a Use Permit, Design Review, Transportation Demand Management Plan, Waiver and Modification, General Plan Amendment, and Zoning Text Amendment to construct three new buildings containing 338 residential units and 955 square feet of retail space at 410 Noor Avenue and associated CEQA analysis. Commissioner Shihadeh moved and Commissioner Faria seconded a motion to adopt a resolution making findings and recommending that City Council make a determination th at the environmental effects of the proposed project were sufficiently analyzed under the South El Camino General Plan Amendment Program Environmental Impact Report (EIR) per California Environmental Quality Act (CEQA) Guidelines Section 15168 and 15162, and that the proposed project is exempt from CEQA per CEQA Guidelines sections 15183 and 15332, and qualifies for streamlining per CEQA Guidelines sections 15183.3 and 15183.5, and Public Resources Code 21159.28; The question was called and the motion carried 7-0-0. 2. Commissioner Faria moved and Chair Wong seconded a motion to adopt a resolution making findings and recommending that the City Council amend the General Plan and adopt an ordinance amending Section 20.300.010 (Performance Standards) of the Zoning Ordinance to reference the Local Agency Override Process; The question was called and the motion carried 7-0-0. 3. Commissioner Shihadeh moved and Commissioner Bernardo seconded a motion to Adopt a resolution making findings and recommending that City Council approve the entitlements request for Project P18-0013, including Use Permit (UP18-0006), Design Review (DR18-0006), Transportation Demand Management Plan (TDM18-0003), and a Waiver and Modification (WM20-0005). The question was called and the motion carried 7-0-0.
