CULTURAL ARTS COMMISSION MEETING
CITY OF SOUTH SAN FRANCISCO
Thursday March 18, 2021
Teleconference Meeting
I. CALL TO ORDER: 6:30 p.m.
II. ROLL CALL:

Minutes for February 18, 2021 stand as sent.
Please note that Commissioner Bond arrived after roll call was taken.

VI. UNFINISHED BUSINESS:
1. Caltrain Public Art Display
a. Public Arts Selection Committee Update
Cultural Arts Specialist Santos provides a brief summary of Caltrain Public Arts
Selection Committee (CPASC). The CPASC is comprised of Mayor Mark Addiego,
Councilmember Flor Nicholas, Cultural Arts Commissioners Vice Chair Campagna

and Commissioner Foley, as well as three members from the public. Specialist Santos
informs the commission that the CPASC had their third meeting on Tuesday March, 9
2021 and narrowed down eighteen submissions to five finalists. The five finalists are
Gorden Huether & Partners, Sijia Chen, Sirron Norris, Ride Art LLC, and
WOWHAUS.
Vice Chair Campagna, provided a brief description of the art work submitted by the
five finalists. Specilaist Santos informed the Commission that the interviews for the
Art Finalists will be held on Monday, April 5th, and Thursday, April 8th from 6:00pm
to 9:00pm. Each interview is forty five minutes, broken into a fifteen minute
presentation, twenty minutes for formal questions and ten minutes for additional questions.
Specialist Santos mentioned that these interviews are open to the public and highly
encourages the Commissioners to attend.
VII. NEW BUSINESS
Parks and Recreation Manager Duldulao updated the Commissioners that we are in the
Orange Tier and informed them that we will operate some classes indoors at twenty-
five percent capacity. She mentioned that this would begin in early April, and a lot of
classes would continue to operate outdoors.
Manager Duldulao said that we will be offering drop in classes by registration at our
Magnolia and Terrabay Center, and that lap swim would resume at Orange Park Pool.
Manager Duldulao also mentioned that life factors may impact how quickly we are
able to provide more in person services and that the Recreation Department has taken
1.7 million dollars in budget reductions. She also said that there is not direct impact to Cultural Arts, although the part-time staff reductions in other program areas and some
other supply costs that are used to pad the Cultural Arts budget are not there and does
take away from some of the operational flexibility.
Manager Duldulao said that the City had begun its budget process and staff have
submitted the restoration budget but are still working on the personnel budget plan.
She asked the commission to keep in mind that the restoration of the budget may
impact certain special events in the future.
VIII: SUBCOMMITTEES:
a. Future Public Art Plan
Chair DeNatale stated the subcommittee did not have an update at this time. He stated
they have met and are working towards an RFP.

b. Sculpture
N/A
3. Fundraiser
Commissioner Bowen stated staff is working on a finding a platform and she plans to
have an update next month.
c. Youth Art Show
Specialist Santos informed the commission that the call for entries and flyers went out to
the public and are posted on the Cultural Arts page on the website. The exhibit will run
from April 23, 2021 through May 31, 2021 and the theme is Earth Day. There are two
elements of the Art Show, one is the City run Childcare exhibits and the other is for
school age youth, kindergarten through high school. There is no entry fee but there is a
deadline to enter of Friday, April 9th or the first 75 applicants.
5. Jack Drago CAC Youth Art Scholarship 2021
Vice Chair Campagna stated that-committee in April and make decisions. Specialist
Santos informed the commission that the application form and information is available on
the “oppostunities” page on the website and has gone out to the school administrators as
well as, an e-blast, and has provided the Youth Art Counselors the information and this
information will be distributed through Peach Jar. The dead line is Monday, April 12,
2021.
6. Art Shows 2021
a. July 9 & 10
Commissioner Bond stated she will be setting up a meeting with Specialist Santos
to begin working on this.
b. October 8 & 9
Commissioner Boldenweck said she thought they should plan on doing a virtual
show but, need to set up a meeting to discuss the options with Specialist Santos.

X. ITEMS FROM COMMISSION:
Vice Chair Campanga mentioned to the Commission that he would like to re-structure the
sub-committees and requests to have it added to the agenda for next month. Manager Duldulao confirms this can be added to agenda.
Commissioner Foley asked if the 1% for the arts will be earmarked to buy public art or of it
can be used for other art endeavors. Assistant City Manager/Director Ranals informed
Commissioner Foley that the money does not go directly to the commission, it is up to the
developer if they want to use the money for art for their own project. If they elect to give it
to the commission then it could be used for other things than purchasing public art.
Commissioner Boldenweck commented that she reviewed the public’s answers to the
questionnaire and stated she noticed they had interests in the commission and what they are
doing. Chair DeNatale agreed and commissioners had a discussion on how to involve the
residents more in the commission. Manager Duldulaso suggested that community
engagement could be in the art masterplan process. ACM/Director Ranals agreed with
Manager Duldulao.
XI. ITEMS FROM STAFF:
1. Art Review
a. Removal of Library Art Panels on Centennial Way
ACM/Director Ranals discussed the removal of Library Panel from Centennial
Way. She informed the commission that this property will be turned over to the
developers of the new Library and Community Center and this land will become
part of the development in the future. ACM/Director Ranals also mentioned that
the green panel has been damaged, and she wants to know I the commission
would like the green panel repair and if they would like these panels placed
somewhere new.
The commission stated that they would like the panels placed in a new location.
Chair DeNatale suggested the sculpture subcommittee take a look at new
locations. ACM/Director Ranals agreed and informed the committee that they
will remove them and assess their condition to make sure they are in good
condition to be placed somewhere new.
b. “Prometheus Gives Fire to Man” Mural at SSF Caltrain Station

ACM/Director Ranals informed the commission that the mural painted Nikolai
Larson in 1996, located at the Caltrain Plaza had been damaged. She informed
the commission that they are working on locating the agreements in order to
proceed with some type of repair. They have not been able to identify who is
responsible for the damage.
Commissioner Bond asked if security cameras could be part of the Art Masterplan and if there currently were any security cameras now.
ACM/Director Ranals informed her that we have some at Sculpture Garden’s
and thinks it’s a great idea for the Masterplan.
c. Dubuque/Hwy 101 Onramp Mural Opportunity
ACM/Director Ranals displayed a graffiti site on South Airport and asked the
commission on behalf of City Manager Futrell, if they would be willing do some
type of public art or mural at this site. A funding request has been submitted for
next year’s budget.
The commission has a discussion about the art opportunity in the area.
