ORAL COMMUNICATIONS None CONSENT CALENDAR Approved 1. Approval of Regular Meeting Minutes of August 15, 2002. Motion Meloni/Second Sim Chairperson Romero abstained Unanimous voice vote PUBLIC HEARING - AGENDA ITEMS 2. City of South San Francisco-owner/applicant Approved Citywide P02-0072 and Categorical Exemption Class 5 Section 15305(a) Minor Alterations in Land Use Limitations. Text Amendment to modify Footnote "q" of Table 20.71.030 of the Zoning Ordinance to allow for a reduction of the required rear yard setback on Substandard Reverse Corner Lots in the R-1 Zoning District to not less than 10 feet subject to the approval of a Minor Use Permit in accordance with SSFMC Chapter 20.87. Associate Planner Kowalski gave staff report. Commissioner Meloni asked how the 220 substandard lots are distributed in the City. Chief Planner Sparks answered that there tend to be more, older residential neighborhoods. Commissioner Meloni commended staff for a job well done. Motion Meloni/Second Honan to approve Unanimous voice vote PLANNING COMMISSION MINUTES Approved September 19, 2002 3. Realm of Blessings-applicant Continued N ecati Ergur-owner 713 Linden Avenue P02-0054 and Categorical Exemption Class 1 Section 15301 Leasing of Existing Facility. Use Permit Modification to convert an office building to a church within 200 sq. ft. of a residential area in accordance with SSFMC 20.22.030 and 20.81. Associate Planner Kowalski gave staff report and mentioned a phone call in opposition and a letter in opposition. The following spoke in opposition to the project: Rafael Huerta Rosa Gianna 223 Pine Avenue 216 Pine Avenue Their concerns were: · Too many churches in the area . Not enough parking · Too much traffic already on Linden Avenue · Concerned about the daycare Chief Planner Sparks noted that staff recommended having a community meeting. Staff was not notified of meeting but the Vice Mayor did attend. The Commission's concerns were: · Community meeting not coordinated with the city staff · Regular meeting notification-apparently some neighbors did not receive notification. . Traffic issues · Parking for church members and the use of neighboring businesses and tenants . Hours of operation . Layout of the building . Potential noise · Future proj ected growth and if staff can keep this under control Mary Uberti 241 Aspen Those who spoke in favor of the project were: Pastor Esop Winston, applicant 2654 Sunset Oakland, CA Renee Winston-Pastor's wife Lisa DeMattei-owner Morning Brew Coffee Kory Ergur-property owner 713 Linden Nicole Shaw-Owens Pastor Philips Elvie Gonzales 804 Olive Gina Holmes, applicant Lisa DeMattei, Old Town Homeowners Association President, brought back concerns addressed at the community meeting: · Supports Church because it will bring participation into the community. · There is enough private parking to meet the City's parking requirement. · Designated meeting times and shuttling from current church in San Francisco if necessary. Gina Holmes, applicant, clarified · The hours of operation · Size of congregation, 40 members with 28 adults and 12 vehicles being used . Will shuttle members ifnecessary · Daycare was suggested when asked what would help the community Commissioners indicated they wanted clarification on parking and noise issues. Project 101!Huntsman Architectural Group-applicant Elbert Bressie -owner 600-790 Dubuque Avenue (APN 015-021-090 and SBE 135-41-14 PAR 1) UP 00-024, V AR 00-024, PTDM 00-024, DR 00-024 & MND 00-024 Break at 8:50 p.m. Back 9: 03 p.m. Continued (Recommend continuance to September 19, 2002) Mitigated Negative Declaration assessing environmental impacts associated with the proposed project, in accordance CEQA. Use Permit allowing a multi-tenant mixed-use commercial center comprised principally of office and R&D with retail uses generating in excess of 100 average daily vehicle trips, with 24 hour operation and off-site parking, in accordance with SSFMC Sections 20.24.060,20.74.120 and Chapter 20.81. Variance allowing a reduction in parking from the required parking rate of 3.3 spaces per 1,000 square feet to a rate of 2.64 spaces per 1,000 square feet in conjunction with a TDM Plan in accordance with SSFMC Chapters 20.82 and 20.120. Transportation Demand Management Plan reducing traffic impacts, in accordance with SSFMC Chapter 20.120. Design Review of a conversion of an existing commercial development from a multi-tenant mixed-use facility comprised primarily of warehouse, distribution, office and retail to a multi-tenant mixed-use facility comprised primarily of office and R&D with retail, in accordance with SSFMC Chapter 20.85. Genentech Inc. - applicant & owner 1 DNA Way Approved (Continued from to August 15, 2002) Genentech Research and Development Overlay District Annual Report Senior Planner Lappen gave staff report and PowerPoint presentation. Peter Yee, Genentech representative, answered questions following Senior Planner Lappen's presentation. He mentioned the partnership Genentech has with the City of South San Francisco. Commissioners indicated satisfaction with the presentation and Genentech's performance. They were complimentary about Genentech's TDM efforts. Commissioners asked about the possibility of ferry service. Chief Planner Sparks mentioned that the biotech community is active in getting the ferry service started. Motion Honan/Second Sim to approve Unanimous voice vote Chief Planner Sparks announced Genentech Goes to Town for 10 days beginning September 16th, Day in the Park on September 21 st , the Boards and Commissions Appreciation Brunch on September 29th. 6. Items from Commission · Vice Chairperson Ochsenhirt announced the Cultural Arts Commission and the City's dedication of the Sculpture Art Garden at Orange Park on Saturday at 10 a.m. · Commissioner Honan September 28th -the Citywide Garage sale. · Commissioner Meloni announced he would not be at next the meeting. · Chief Planner Sparks announced that the cutoff is tomorrow, September 20th for any members of the public wanting to be included on the map for the citywide garage sale. 7.
