Ho person driving, or in control of, or tn c~rse of, · ~or vehicle s~ll pemi~ iC co 8~nd on any public s~reeC, ~a7 or his~y unattended when upon any srade exceedinS ~hree percent (3%) within any business or resida~ill district wi~uC blockin~ ~he wheels of s, id vehicle by ~unin~ them eSiins~ ch curb so ~ they toe in~o chi curb in such · mnner as ~o prevent fo~ard or bac~rd ~vemn~ o~ such vehicle, or so blockinS the wheels by oChe~ ~ans.
