Call to Order Roll Call 5:31p.m. Present: Councilmembers Felnekes, Green and Matsumoto* and Mayor Pro Term Gonzalez Planning COlnmissioners D' Angelo, Honan, Meloni and Sim, Vice Chairman Oschsenhirt and Chairn1an Romero Absent: Mayor Mullin and Connnissioner Teglia *Councilwoman Matsumoto arrived at 5:44 p.m. Staff present: City Manager Wilson, Assistant City Attorney Johnson, E&CD Director Van Duyn, H&CD Manager Fragoso, Chief Planner Sparks, Senior Planner Lappen Mr. Derek DiManno, Mintier & Assoc., Ms. Lucina Velnazza, V emazza Wolfe Assoc. Consultants: 3.Public COlnlnents None. 4. Joint Study Session with Planning Commission - Review of Draft South San Francisco General Plan Housing Elelnent Staff report and visual presentation given by Chief Planner Sparks, Senior Planner Lappen, and project consultants, Mr. DiManno and Ms. Vemazza. A print-out of the presentation was distributed to Council. Mayor Pro Teln Gonzalez opened the discussion to the Planning Commission for questions and comments. Con1missioner Meloni questioned residential second units being designated below lnarket housing. He felt title restrictions being placed on properties lnight tie property owners' hands to develop second units. He suggested this area be further studied. Commissioner Honan voiced her concern that tandeln parking be considered as an alternative to meet off- street parking requirements for bedroOln addition applications. Although noting difficulty in overseeing s: \Minutes\03 - 20-02.doc Page 1 of 3 Approved April 18, 2002 the process, she advised caution with the developn1ent of second units (in-law units) and recOlnmended they be closely monitored as illegal units are usually not up to code. Chairman Romero suggested the time frame for the Zoning Ordinance be expedited and completed by the end of the year. He recommended a better word be used than "shall strive" in Policies 2-5, 2-10, and 2-11, and suggested "strongly discouraged". Commissioner Ochsenhirt reviewed each of the policies and stated his concerns have been addressed. COlnmissioner D' Angelo stated atmosphere and infrastructure must also be considered in the preservation of a neighborhood. He voiced his support for creating more residential second units and stated that the City's current off-street parking requirements have deterred the development of residential second units. ill reference to the State Recomlnended Funding Approaches for First Time Homebuyers (page 54 of handout), Councilman Green suggested that the City negotiate with the South San Francisco School District to waive their developer fees or a percentage of it. Councilman Fernekes stated his support for this recommendation and that the item be put on the next School Liaison Committee n1eeting agenda. Councilman Fernekes stated support for second units, but expressed concern regarding parking. He concurred with the Planning COlnmission that tandem parking be considered. Councilwoman Matsumoto stated her support for tandem parking, and mentioned that she observed parking problems in neighborhoods due to multiple families living in single units. She stated support for a Housing Element policy on apartments as it provides work force housing. Councilwoman Matsumoto discussed with staff the deterioration of the Treasure Island Mobile Home Park, noting that a majority of residents are senior citizens, and reasons why it was excluded from the El Cmnino Redevelopment Plan. Mayor Pro Tern Gonzalez asked if there are incentives for property owners to provide affordable second units and staff responded that there is no formal program but one can be developed. Mayor Pro Tern Gonzalez noted parking problems in his neighborhood and stated concern that garages are being converted to living units or used for storage purposes. He further commented that mixed-use developments and home occupations are escalating neighborhood parking problems. He felt the business license process should monitor this type of repercussion. Chief Planner Sparks summarized the cOlnments, as follows: . Replace the word "shall strive" in a number of policies with a word that reflects a stronger position; . Explore incentives for affordable second units; and . Negotiate with the South San Francisco School District the School Facility Fee. He stated that off-street parking is a regulatory issue covered under the Zoning Ordinance. 5.
