Purpose of the meeting:
1. Housing Element Study Session Held
City of South San Francisco-owner/applicant

a. Study session - Housing Element Presentation of background report and discussion of the inventory
of housing financing alternatives.
Senior Planner Lappen and Chief Planner Sparks gave a presentation on the Housing Element Background
Report.
The Planning Commission discussed the possibility of changes to the second unit ordinance being incorporated
into the Housing Element. They also discussed possible residential sites such as a vacant piece of land behind the
Corporation yard, the old Praxair site on South Linden, and the East of 101 area.
Staff replied that the second unit ordinance will not be included in the Housing Element and that it will be part of
the Zoning Code update that will be before the Commission in the future. Staff also noted that Cal Water owns
the vacant site behind the Corporation yard. The old Praxair site, although it is zoned for potential loft housing,
has a new company in the building that is the same use of the previous building. Housing is not permitted in the
East of 101 area now because of a binding agreement with San Francisco illternational Airport. This idea can be
explored in the future Housing Element updates after the contract expires in 2006. Senior Planner Lappen added
that some areas can be developed that do not conflict with industrial uses and the Lindenville area may also be
able to have housing in it.
Chairperson Romero notified the TV audience that the Planning Commission was conducting a Study Session on
the Housing Element Background Report and the Commission will not take action.

Commissioner Meloni questioned if the State looks at land costs as part of the consideration with the numbers.
Senior Planner Lappen noted that the State looks at the cost as constraints.
Direction was given to staff to schedule a joint Planning Commission I City Council meeting in mid-March
