Mike Massoni Rocque Yballa City Attorney: Engineering: Police Dept.: Bldg./Fire Prevo AGENDA REVIEW Chief Planner Sparks noted that there were no changes to the agenda. ORAL COMMUNICATIONS - None CONSENT CALENDAR 1. Approval of Regular Meeting Minutes of August 3, 2000 and October 19, 2000. 2. Canal Street, Ltd. -owner/applicant 100-106 South Maple and 415-431 South Canal Street UP-00-076 and Categorical Exemption Class 32 Section 15332 (a)(b)(c)(d)(e) Use Permit to redevelop an existing industrial site, comprising a fire damaged structure and three remaining buildings totaling 34,000 s.f., with two new buildings totaling 24,966 square feet, located in the M-I Zone and designated Mixed Industrial in the General Plan. Motion Meloni / Second Honan to approve the Consent Calendar. Approved by majority voice vote with Commissioner Baldocchi abstaining from the October 19, 2000 minutes due to an absence. Phase II & III Meyers Development Corp.-owner/applicant San Bruno Mtn./Terrabay Specific Plan Minor text amendment to the Final Tenabay Specific Plan and the Development Agreement. Consultant Planner Knapp presented the staff report. Public Hearing opened. Public Hearing closed. Commissioner Teglia asked if the rough grading will include the point. Consultant Planner Knapp responded that it would. Commissioner Teglia was concerned with the grading on the Point and thought that this would be covered when the Precise Plan was before the Commission. He added that now there is going to be grading done before the Precise Plan. Consultant Planner Knapp noted that the Specific Plan first needs to be approved, then the Tentative Subdivision Map, then the Precise Plan and then the rough grading. She noted that the Commission will see the plan for the residential, commercial and the Point. She added if that is not approved, then no grading occurs. Commissioner Teglia pointed out that there is some grading being done on the mountain now. Consultant Planner Knapp noted that is exploratory grading and it does not require a grading permit from the City. She stated that the City is aware of it and pointed out that it requires HCP review. She mentioned that she has been out on the site with Thomas Reid, the developer, and Eric McHm"on to delineate the HCP lines to make sure that nothing occurred beyond that line. Motion Teglia / Second Meloni recommending approval of the Specific Plan amendment to the City Council. Approved by unanimous voice vote. Motion D'Angelo I Second Romero adopting Resolution 2606 recommending approval of the first amendment to the Development agreement to the City Council. Approve by unanimous voice vote. ADMINISTRATIVE BUSINESS 4. Items from Staff a. East of 101 Traffic Study briefing Senior Planner Lappen gave a brief presentation on the East of 101 Traffic Study. Recess called at 7:43 p.m. Recalled to order at 7:48 p.m. b. Design Review Board Interviews The Planning Commission interviewed William Harris, Robert Mowat, David Nelson, Michael Nilmeyer, Aris Ruiz, and Bob Williams. Mark Horton was not present for an interview. The Commission reappointed Michael Nilmeyer. Aris Ruiz. and Bob Williams and appointed William Harris and David Nelson to the Design Review Board. Recess called at 9:20 p.m. Recalled to order at 9:25 p.m. c. Chief Planner Sparks noted that the Commission bylaws show that the Commission should reorganize S:\Minutes\010401 RPC.doc Page 2 of 3 at its first meeting in January. He pointed out the Council has not completed Commission interviews, therefore the Commission may chose to not reorganize until they know who will appointed. He added that it is the Commission's discretion if they want to reorganize or if they want to continue the reorganization until there is a new Commission. Motion Teglia / Second Meloni to continue the reorganization until the City Council has appointed a full Commission. Approved by unanimous voice vote. 5. Items from Commission - None 6. Items from the Public - None 7. Adjournment Motion Meloni / Second Honan to adjourn the meeting. Approved by unanimous voice vote.
