HomeMy WebLinkAboutOrd 502-1964 ORDINANCE NO. 502 AN ORDINANCE OF THE CITY OF SOUTH SAN FRANCISCO AMENDING ORDINANCE N0.396 ENTITLED "AN ORDINANCE OF THE CITY OF SOUTH SAN FRANCISCO PROVIDING FOR SEWER RENTALS AND CHARGES IN SAID CITY; PROVID- ING THAT SUCH SEWER RENTALS AND CHARGES SHALL BE COLLECTED ON THE MUNICIPAL TAX ROLL AND SHALL BECOME A LIEN UPON THE RESPECTIVE PARCELS OF REAL PROPERTY The City Council of the City of South San Francisco does or- dain as follows: SECTION 1: AMENDMENT OF SECTION 2. OF ORDINANCE N0.396: Section 2. of Ordinance No.396 is amended to read as follows: Section 2: For the purposes of this Ordinance, the following definitions shall be applicable: (a) The expressions "commercial concern" (or "commercial establishment"), "industry", "industrial concern" (or "industrial establishment") shall apply to, and refer to, manufacturing, produc- ing and processing operations of every kind or nature. (b) The term "suspended solids" shall mean solids and mater- ials which, upon dilution with water or sewage, either float on the surface of or are in suspension in water, sewage or otherhliquids, and which are removable by laboratory filtering. As used herein, "suspended solids" shall be expressed in terms of dry weight and in parts per million by weight. (c) The expressions "commercial concern" (or "commercial establishment~') and "industrial concern" ~r "industrial establish- ment'') shall apply to, and include, individuals, partnerships, co- operatives, corporations, or other type of organization or firm en- gaged in the conduct of a commercial or industrial establishment. (d) ~'Grease" shall mean grease, oil, fat or other ether- soluble matter and shall be expressed in parts per million by weight. SECTION 2: AMENDMENT OF SECTION 3. OF ORDINANCE NO.396: Section 3. of Ordinance No.396 is amended to read as follows: Section 3: The amounts to be assessed as rentals and charges for the use of the municipal sewerage facilities of said City are hereby established to be, and the same shall comply with, the rates and charges set forth in the following table: (The rates as set forth herein shall be reviewed by the City Council prior to the certification of said rates to the County Tax Collector as herein- after provided. Such review shall be made bi-annually following the adoption of this Ordinance.) The volume charge specified in the above table shall be based upon the quantities of water consumed upon particular premises, such quantities to be ascertained by reference to the readings of the water meters presently used for determining the water con- sumption of the various industrial and commercial concerns. The volume charge for commercial or industrial establishments which ob_ tain water from sources other than regularly metered water supply systems shall be based upon the quantities of water supplied from all sources, which shall be determined by either of the following methods: (a) By use of a m~ter installed at the expense of the tax- payer and approved by the Superintendent of Sanitation of the City. (b) By an estimate prepared by the Superintendent of Sani- tation and recomputed by said Superintendent once every twelve (12) months. The taxpayer shall, upon demand, pay the entire cost of preparing said estimate, and in no event shall such charge be less than Twenty-Five Dollars ($25.00) for each computation. SECTION 3: EFFECTIVE DATE. This Ordinance shall take effect and be in force thirty days from and after its adoption. SECTION 4: PUBLICATION. The City Clerk shall certify to the passage of this Ordinance and cause the same to be published in the Enterprise-Journal, a newspaper of general circulation, published and circulated in said City, as required by law, fifteen days after passage.
