Hybrid In-PersonNirtual Meeting
City Council conducted this meeting in-person and remotely via
the ZOOM virtual meeting platform in accordance with
California Governor Newsom 's Executive Orders N-29-20 and
N-63-20 and COVID-19 pandemic protocols.
CALL TO ORDER
Mayor Addiego called the meeting to order at 6:00 p.m.

ADMINISTRATIVE BUSINESS
1. Presentation on Proposed State Legislation SB 9 and SB 10. (Niccolo De Luca, Townsend
Public Affairs, Inc., Tony Rozzi, Chief Planner, and Nell Selander, Deputy Director of
Economic Development and Housing)
Senior Director De Lucca provided a presentation on Senate Bill 9 and 10. He provided an overview
and status of both bills.

Vice Mayor Nagales provided an overview of the Regional Housing Needs Allocation numbers and
inquired about average home/duplex prices. Economic and Community Development Deputy
Director Selander stated that a single-family home's average price ranged between $1.3 million and
$1.1 million for a duplex. Vice Mayor Nagales requested clarification on the number of units and
parking requirements. Chief Planner Rozzi indicated that three units are the current maximum build
on a single-family lot, and parking would not be required. Councilmember Coleman requested staff
provide an overview of the findings from the Terner Center report mentioned by a public comment
speaker. Chief Planner Rozzi provided a summary of the findings.
ADJOURNMENT
Being no further business Mayor Addiego adjourned the meeting at 8:11 p.m.
