CITY COUNCIL cqL/FOR��P CITY OF SOUTH SAN FRANCISCO TUESDAY, JULY 27, 2021 6:00 p.m. Hybrid In-PersonNirtual Meeting City Council conducted this meeting in-person and remotely via the ZOOM virtual meeting platform in accordance with California Governor Newsom 's Executive Orders N-29-20 and N-63-20 and COVID-19 pandemic protocols. CALL TO ORDER Mayor Addiego called the meeting to order at 6:00 p.m. ROLL CALL Present: Councilmember Coleman, present in Council Chambers Councilmember Flores, participated via Zoom Councilmember Nicolas, present in Council Chambers Vice Mayor Nagales, present in Council Chambers Mayor Addiego, present in Council Chambers AGENDA REVIEW No changes. Presentation on Proposed State Legislation SB 9 and SB 10. (Niccolo De Luca, Townsend Public Affairs, Inc., Tony Rozzi, Chief Planner, and Nell Selander, Deputy Director of Economic Development and Housing) Senior Director De Lucca provided a presentation on Senate Bill 9 and 10. He provided an overview and status of both bills. The following individuals provided public comment during the meeting in person or during the meeting via Zoom: • Marc Hershman, Director of Government Affairs at Peninsula Clean Energy • Rich Garbarino • Cory David • Darryl Yip • Marty Romero • Erin Chazer • Cathy Rosaia • Mike Sutter • Tasso Mavroudis • Salim Damerdji • Kelsey Banes, Executive Director at Peninsula for Everyone • Denton Murphy Vice Mayor Nagales provided an overview of the Regional Housing Needs Allocation numbers and inquired about average home/duplex prices. Economic and Community Development Deputy Director Selander stated that a single-family home's average price ranged between $1.3 million and $1.1 million for a duplex. Vice Mayor Nagales requested clarification on the number of units and parking requirements. Chief Planner Rozzi indicated that three units are the current maximum build on a single-family lot, and parking would not be required. Councilmember Coleman requested staff provide an overview of the findings from the Terner Center report mentioned by a public comment speaker. Chief Planner Rozzi provided a summary of the findings.
