AN ORDINANCE OF THE CITY OF SOUTH SAN FRANCISCO
REQUIRING A PRELIMINARY SOILS REPORT OF SUB-
DIVISIONS AND SPECIFYING THE CONDITIONS UNDER
W~ICH A SOIL INVESTIGATION OF EACH LOT IS REQUIRED
The City Council of the City of South San Francisco does or-
dain as follows:
SEC. 1. PURPOSE:
The City Council declares that this Ordinance is enacted
pursuant to the requirements of Chapter lOO1 of the Statutes of
1965.
SEC. 2. PRELIMINARY SOILS REPORT:
Prior to the submission of the final subdivision map, the sub-
divider shall file with the Buildin§ Department a preliminary soils
report, prepared by a civil engineer who is registered by the State
of California, based upon adequate test borings or excavations of
every subdivision, as defined in Sections 11535 and 11535.1 of the
Business and Professions Code. The preliminary soils report .may
be waived if the Building Department shall determine that, due to
the knowledge of such department as to the soil qualities of the
subdivision, no preliminary analysis is necessary.
SEC. 3. SOIL INVESTIGATION:
If the preliminary soils report indicates the presence of
critically expansive soils or other soil problems which, if ,or cot-
rected, would lead to structural defects, a soil investigation
of each lot in the subdivision shall be prepared by a civil
gineer who is registered by the State of California. The soil
~nvestigation shall recommend corrective action which is likely
to prevent structural damage to each dwelling proposed to be con-
structed on the expansive soil. The report shall be filed with
the Building Department.
SEC. 4. APPROVAL OF SOIL INVESTIGATION:
The Building Department shall approve the soil investigation
if it determines that the recommended corrective action is likely
to prevent structural damage to each dwelling to be constructed
on each lot in the subdivision. Appeal from such determination
shall be to the City Council. The building permit shall be con-
ditioned upon the incorporation of the approved recommended cor-
rective action in the construction of each dwelling.
SEC. 5. NOTE ON FINAL MAP REGARDING SOILS REPORT:
When a soils report has been prepared, this fact shall be
noted on the final map, together with the date of the report and
the name of the engineer making the report.
SEC. 6. PUBLICATION AND EFFECTIVE DATE:
This Ordinance shall be published once in the "Enterprise-
Journal", a newspaper of general circulation in the City of South
San Francisco, as required by law, and shall become effective
thirty (30) days from and after its adoption.
