REMOTE PUBLIC COMMENTS — comments are limited to items on the Special Meeting Agenda. Members of the public were encouraged to submit public comments in writing in advance of the meeting via eComment. No comments. ADMINISTRATIVE BUSINESS 1. Report regarding Boards and Commissions interviews and appointments to the Bicycle and Pedestrian Advisory Committee (BPAC), Conference Center Authority Community Representative, General Plan Community Advisory Committee (District 5), Housing Authority, Library Board, Measure W Citizens' Oversight Committee, and San Mateo County Mosquito & Vector Control District. (Rosa Govea Acosta, City Clerk). a. Interview Applicants for Multiple Positions: 6:00 p.m. Brandon Chan (In-person) 6:10 p.m. Lee Sheldon (Zoom) 6:20 p.m. Edmund de Guzman (Zoom) 6:40 p.m. Amanda Anthony (Zoom) 6:50 p.m. Anna Koswara (In-person) 7:00 p.m. Katherine Chen (Zoom) 7:10 p.m. Jamie Rey (Zoom) Council interviewed applicants Chan, de Guzman, Anthony, Koswara, Chen and Rey. Applicant Sheldon cancelled his interview. b. Interview Applicant for the San Mateo County Mosquito & Vector Control District (1) seat: 8:40 p.m.: Michael Yoshida (Zoom) Council interviewed applicant Yoshida. *Denotes incumbent. Meeting recessed: 8:09 p.m. Meeting resumed: 8:12 p.m. g. Discussion and consideration of appointment of applicant to the Bicycle and Pedestrian Advisory Committee (BPAQ. Council may appoint one (1) applicant to a partial term expiring July 19, 2024. Applicants: Chan, Sheldon, Anthony, Koswara, Chen, Hollenback and Yip. After discussion and ballot vote, Council appointed Applicant Yip to the Bicycle and Pedestrian Advisory Committee for a term expiring July 19, 2024. h. Discussion and consideration of appointment of applicant to the Conference Center Authority — Community Representative. Council may appoint one (1) applicant to a partial term expiring March 7, 2022. Applicants: Koswara, Chen and Narottam. After discussion and ballot vote, Council appointed Applicant Narottam to the Conference Center Authority — Community Representative for a term expiring March 7, 2022. SPECIAL CITY COUNCIL MEETING OCTOBER 19, 2021 MINUTES PAGE 2 i. Discussion and consideration of appointment of applicant to the General Plan Community Advisory Committee - District 5 Representative. Council may appoint one (1) applicant to term expiring December 17, 2022. Applicant: Chan. After discussion and ballot vote, Council appointed Applicant Chan to the General Plan Community Advisory Committee — District 5 Representative for a term expiring December 17, 2022. j. Discussion and consideration of appointment of applicant to the Housing Authority Commission. Council may appoint one (1) applicant to a partial term expiring March 31, 2024. Applicants: De Guzman, Chen, Chua, and Sharma. After discussion and ballot vote, Council appointed Applicant Sharma to the Housing Authority Commission for a partial term expiring March 31, 2024. k. Discussion and consideration of appointment of applicant to the Library Board. Council may appoint one (1) applicant to term expiring June 30, 2024. Applicants: Anthony, Chen, Rey, Chin*, Koswara and Duri. After discussion and ballot vote, Council appointed Applicant Chin to the Library Board for a term expiring June 30, 2024. Discussion and consideration of appointment of applicants to the Measure W Citizens' Oversight Committee. Council may appoint two (2) applicants to a term expiring October 17, 2025. Applicants: Sheldon and De Guzman. After discussion and ballot vote, Council appointed Applicant DeGuzman to the Measure W Citizens' Oversight Committee for a term expiring October 17, 2025 and extended the recruitment to fill the additional seat. M. Discussion and consideration of appointment of applicant to the San Mateo County Mosquito & Vector Control District. Council may appoint one (1) applicant to a 2 -year term expiring June 15, 2023, or a 4 -year term expiring June 15, 2025. Applicants: Rey and Yoshida. After discussion and ballot vote, Council appointed Applicant Yoshida to the San Mateo County Mosquito & Vector Control District for a 4 -year term expiring June 15, 2025.
