Mayor Addiego called the meeting to order at 6:00 p.m. ROLL CALL Councilmember Coleman, present in Council Chambers Councilmember Flores, present in Council Chambers Councilmember Nicolas, present in Council Chambers Vice Mayor Nagales, present in Council Chambers Mayor Addiego, present in Council Chambers PLEDGE OF ALLEGIANCE Mayor Addiego led the Pledge of Allegiance. AGENDA REVIEW City Manager Futrell requested to pull Administrative Business Item No. 17 from the agenda to a future date. Agenda Item No. 18 Items from Council moved after Presentation Item No. 4. ANNOUNCEMENTS FROM STAFF None. PRESENTATIONS 1. Proclamation recognizing October as Breast Cancer Awareness Month. (Mark Addiego, Mayor) Councilmember Nicolas read into the record a proclamation recognizing October as Breast Cancer Awareness Month. 2. Proclamation recognizing October as National Italian Heritage Month. (Mark Addiego, Mayor) Vice Mayor Nagales read into the record a proclamation recognizing October as National Italian Heritage month. 3. 2020 Final Census Data presentation for the City of South San Francisco. (Kristen Parks, NDC and Rosa Govea Acosta, City Clerk) Shalice Tilton, NDC Consultant, presented the 2020 final census data for South San Francisco. She indicated that the district maps adopted in 2018 used data from the 2010 census noting that District 4 is split due to the city's unincorporated areas. All districts are well balanced and below the 10% requirement. She provided an overview of the mapping tools, such as paper maps, District R, and Maptitude tools. Vice Mayor Nagales expressed concern with the proposed second hearing scheduled on December 22, 2021, due to holiday conflicts and requested to change the date to allow more public participation. Shalice clarified the timeline and indicated that they would review the schedule and determine a possible change. Councilmember Flores inquired about scheduling a second community workshop in a different part of town to expand community participation and mapping tools. Shalice indicated that the city is already doing more than required, and an additional meeting is not mandated. The Council will be given all maps from NDC for their consideration. City Clerk Govea Acosta indicated that the city would add tools to the Redistricting website to assist community members in drawing maps. Councilmember Nicolas inquired about the "anticipated population growth" and the use of data. Shalice indicated that NDC was required to use the data presented in the Census reports; therefore, anticipated growth data was not considered. Councilmember Coleman inquired about the mapping process and if the system would alert residents if the population were not balanced. Shalice indicated that DistrictR and Maptitude Mapping tools would show unbalanced data, but it would not reject the map. 4. Presentation by the San Mateo County 2021 Supervisorial District Lines Advisory Commission on their redistricting process. (Justin Mates, San Mateo County Deputy County Manager, Commissioner Monzon) Justin Mates, San Mateo County Deputy County Manager, Commissioner Monzon, provided an overview of the San Mateo County 2021 Supervisorial District Lines Advisory Commission on the redistricting process. Mayor Addiego thanked Deputy County Manager Mates and Commissioner Monzon for reaching out to the community. Councilmember Flores requested clarification on outreach efforts for South San Francisco and map selection. He noted his disappointment with the process. Deputy County Manager Mates indicated that the Census data identified hard -to -reach communities, which allowed staff to increase outreach efforts to those areas. He provided an overview of the process and said that the Board of Supervisors would adopt the final map. Councilmember Flores indicated that the Community of Interest surveys in Spanish and Tagalog requested district information and suggested providing a map for easy reference. Deputy County Manager Mates stated that a tool was available for residents and noted that this information was optional. He also indicated that translation services were available for all meetings without an additional request. Councilmember Coleman requested clarification on social media outreach efforts. Deputy County Manager Mates indicated that staff has weekly messaging and social media postings through the county's website and partners. Councilmember Coleman suggested utilizing social media ads to reach different geographical areas and audiences. Commissioner Monzon encouraged the community to participate and shared the importance of public input. REGULAR CITY COUNCIL MEETING OCTOBER 13, 2021 MINUTES PAGE 2 ITEMS FROM COUNCIL — COMMITTEE REPORTS AND ANNOUNCEMENTS 18. Proposed letter to the County of San Mateo District Lines Advisory Commission requesting that South San Francisco be designated in its entirety within a single Supervisorial District. (Mark Addiego, Mayor) Assistant to the City Manager Fernandez presented the report and provided an overview of the city's request to minimize the city's division to ensure more equity and equal representation. Vice Mayor Nagales expressed his concern about having the city split into two supervisorial districts. He requested the Council's support to read into the record a letter to the County of San Mateo District Lines Advisory Commission Chair on October 21, 2021, requesting that the city be designated as one entire district. Councilmember Coleman expressed concern about equitable representation at the county levels and encouraged the Council to review maps and provide proper direction to staff. PUBLIC COMMENTS None. COUNCIL COMMENTS/REQUESTS Vice Mayor Nagales informed the community of a ribbon -cutting event for the new Caltrain Station in November 2021. He thanked the Council and staff for their efforts in completing the project. Councilmember Nicolas expressed her appreciation to staff for their participation in the Flu Clinic and noted that over 200 members of the community received their vaccine. She invited the community to attend the upcoming clinic on Saturday, October 16, 2021, from 9:00 a.m. to 1:00 p.m. Volunteers are needed for the upcoming food drive on Monday, November 22, 2021. Those interested are encouraged to email [email protected]. She shared that Peninsula Clean Energy launched a program that provides income -qualified homeowners with home repairs and energy efficiency upgrades at no cost. Visit https://www.peninsulacleanenergy.com/home-upgrade- program for more information. She requested to adjourn the meeting in memory of South San Francisco residents Giuseppina and Lando Baldocchi. Councilmember Coleman informed the community that Flows to Bay is launching a pilot rain barrel program to encourage County residents and businesses to save money and water by offering low- cost, high-quality 50 -gallon rain barrels. He requested that staff follow up on possible rebates for South San Francisco Calwater clients. Mayor Addiego requested to adjourn the meeting in honor of Doug Butler, a South San Francisco resident and educator. During World War II, he served in the Navy and was an active volunteer with the Save San Bruno Mountain campaign. He also requested to adjourn in memory of South San Francisco resident Omar Ivan Cureno Rayon. Report regarding Resolution No. 169-2021 approving a Third Amendment to the Raimi + Associates Consultant Services Agreement to expand the scope of work to include a comprehensive benchmarking analysis of the City's energy and water usage and greenhouse gas emissions for all city municipal buildings and increasing the contract in an amount not to exceed $20,000. Report regarding Resolution No. 170-2021 authorizing the City Manager to execute a second Sublease Agreement with Milk Tea Lab to extend the lease at 630 El Camino Real for five years, with an additional five-year extension. Report regarding Resolution No. 171-2021 authorizing the acceptance of $30,250 from the California State Library to support Project Read through the Family Literacy Services (FLS) program and amending the Library Department's Fiscal Year 2021 - 2022 Operating Budget and approving Budget Amendment 22.020 (Valerie Sommer, Library Director) 9. Report regarding Resolution No. 172-2021 approving the change of administrator for the Medical After Retirement Account ("MARA") Plan to Educators Benefit Consultants, LLC d/b/a Aviben ("Aviben" or `BBC") and authorizing the City Manager to execute the necessary plan documents to effect this change (Leah Lockhart, Human Resources Director) 10. Report regarding Resolution No. 173-2021 approving and executing the Second Amendment to and Restatement of the Joint Powers Agreement Establishing the Peninsula Traffic Congestion Relief Alliance (Ashley Crociani, Policy Analyst) 11. Report regarding Resolution No. 174-2021 determining the continued existence of an emergency and the need to continue emergency repairs in response to the Sign Hill Diamond Fire. Report regarding adoption of Resolution No. 175-2021 approving MidPen Housing Corporation's recapitalization and renovation plans for the Greenridge and Willow Gardens affordable housing communities, designate reimbursed property tax payments for reinvestment into the project, and authorize the City Manager to execute agreements and loan documents necessary to consummate such loan and fee payments on behalf of the City of South San Francisco. Report regarding Resolution No. 177-2021 awarding a construction contract to "O K Construction" of Antelope, California for tenant improvements needed at the City -leased facility at 366 Grand Avenue (Project No.102203; Bid No. 2659) in an amount not to exceed $210,550.00 and authorizing a total construction budget of $260,550.00. ADMINISTRATIVE BUSINESS 15. Report regarding Resolution No. 178-2021 approving a consulting services agreement for Construction Management Services with Swinerton Management & Consulting of San Francisco, California for the Orange Memorial Park Sports Field Renovation (Project No. pk1402) in an amount not to exceed $377,690. (Philip Vitale, Deputy Director of Capital Projects) Deputy Director of Capital Projects Vitale presented the report and indicated that a stormwater collecting, and purification project managed by the Department of Public Works presented a possibility for funding in 2018, which prompted a discussion of the future use of the Orange Memorial Park Sports Field. Staff and the Verde Design team created Preliminary Design Documents for the Sports Field project following community discussions in 2019 and early 2020. Close collaboration with Engineering and their consultant team was necessary to guarantee that the sports field and stormwater capture projects were in sync. Both state and municipal laws apply to the City's procurement procedure. Construction contracts must be competitively bid according to state legislation. The City must award construction contracts to the "lowest responsible bidder." 20162, 20164.) (Pub. Contract Code) State law requires the City to enact regulations and procedures to control such service and supply procurement. Still, it also allows the city to determine relevant standards if they comply with applicable state law. (See 54202 in the Government Code.) The City's purchasing policies and contract procurement processes are governed by Chapter 4.04 of the Municipal Code and the Purchasing Procedures (Administrative Instruction Section IV, No. 1). Jim Rendler with Future Housing thanked the Council for their support and clarified the project acquisition lenders.
