AN ORDINANCE AMENDING ORDINANCE NO. 538 ENTITLED
"AN ORDINANCE OF THE CITY OF SOUTH SAN FRANCISCO
REGULATING THE ACCUMULATION, COLLECTION AND
DISPOSAL OF GARBAGE, RUBBISH, WASTE MATTER AND
REFUSE; FIXING RATES TO BE CHARGED; AUTHORIZING
~HE ISSUANCE OF PERMITS AND MAKING OF CONTRACTS;
REFUSE ABATEMENT BY CITY AT OWNER'S EXPENSE;
DESIGNATING ENFORCEMENT OFFICERS AND PROVIDING
PENALTIES FOR VIOLATION OF THIS ORDINANCE.
THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO DOES
ORDAIN AS FOLL0WS:
SECTION I. AMENDMENT OF ORDINANCE NO. $38, SECTION XX,
ESTABLISHMENT OF COLLECTION RATES: DUMP
SITE FEES.
Section XX of Ordinance No. 538, passed and adopted the
25th day of October, 1965, is hereby amended to read:
SECTION XX. ESTABLISHMENT OF COLLECTION RATES: DUMP
SITE FEES.
The City Manager shall make the following reports and
recOmmendations:
A. Triennial Report.
The City Manager on or before January 10, 1972, and there-
after triennially on said month and day shall submit a
report to the Council containing an analysis of the refuse
collection service and dump site operation for the preceding
three years, including in said report and recommendation
whether the rates should be continued, increased or decreased.
B. Annual Report.
The City Manager on or before January 10, 1970, and there-
after annually on said month and day shall submit a report

tO the Council containing an analysis of the refuse col-
lection service and dump site operation fop the preceding
year, designed to show whether mope economical procedures
have been used om ape available fop use so as to reduce
the cost of operation in rendering the service.
C. The City Manager shall include in either om both of the
afoPegoing reports recommendations 'regarding the mates
applicable to abatement proceedings.
D. The City Council after reviewing the' reports and other
relevant material, shall establish by resolution refuse
collection rates and dump site fees to be charged by the
"Scavengers". Within fifteen (15) days after its passage,
the City Clerk shall caUse said resolution to be published
once in a newspaper of general circulation published and
circulated in the City of South San Francisco.
SECTION II. PUBLICATION AND EFFECTIVE DATE.
This Ordinance shall be published once as required by law
in a newspaper of general circulation printed and published in
the City of South San Francisco and shall take effect and be
in force thirty (30) days from and after its adoption.
