HomeMy WebLinkAboutOrd 596-1969ORDINANCE NO. 596 AN ORDINANCE PROVIDING FOR THE INSTALLATION OF FIRE ALARM SYSTEMS, ANNUNCIATOR BOARDS, FIRE HOSES, HOSE PACKS AND OVERRIDING ELEVATOR SWITCHES IN CERTAIN BUILDINGS. THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO DOES 0RDAIN AS FOLLOWS: SECTION I. FIRE ALARM SYSTEMS AND ANNUNCIATOR BOXES. Every apartment house three (3) stories or more in height and containing more than fifteen (15) apartments, and every hotel three (3) stories or more in height containing twenty (20) or more guest rooms, and every other building or structure four (4) stories or more in height, shall have installed therein (1) an approved automatic or manually-operated fire alarm system designed to warn all occupants of the building simul- taneously in the event of fire, and (2) an annunciator board installed at the locations designated by the Chief of the Fire Department and which shows the location of all auxiliary fire alarm boxes within the building or structure. (a) Connection to City Fire Alarm System. The said fire alarm system shall be connected to the City fire alarm system, unless an exception is issued by the Chief of the Fire Depart- ment. (b) EXclusive Use. The said fire alarm system shall not be. used for any other purpose than that of fire warning. (c) Installation Standards. Installation, inspection and maintenance of the fire alarm system shall be according to the - 1 - standards of Table Number 1-A and Article 72 of Title 19, California Administrative Code. (d) Locations. Stations for operating any manually-operated fire alarm system shall be placed immediately adjacent to the telephone switchboard in the building, if there is a switch- board and/or at such other locations as may be required by the Chief of the Fire Department. SECTION II. FIRE HOSE AND HOSE PACK. Every apartment, hotel and other building or structure as described in Section I shall be equipped with two and one-half inch fire hose and a hose pack or packs of one and one-half inch fire hose with an attached fog nozzle and a leader line wye connection. The length and quantity of two and one-half inch fire hose and one and one-half inch fire hose packs shall be in accordance with the standards of the Fire Department of the City of South San Francisco. The fire hose and hose packs shall be contained in a locked cabinet with a break-glass door fitted with a cylinder lock and internal release bar. The.cabinet shall be installed near each dry standpipe on each floor and shall be marked in letters one and one-half inch in height as follows: "For Fire Department use only". ~The quality, strength, performance, effectiveness and durability of the two and one-half inch hose and one and one-half inch hose packs shall meet the standards of the Fire Department of the City of South San Francisco. SECTION III. ELEVATOR, OVERRIDING SWITCH. Every apartment house, hotel and other building or structure as described - 2 - in Section I in which elevatoPs ate installed, shall have at least one automatic elevatoP equipped with an ovePPiding elevatoP switch located neap the elevatoP shaft on the g~ound flooP so that said elevatoP may bypass all cat and coPmidoP calls and PetuPn to the main flooP. The PetuPn to the main flooP shall be initiated by the opePation of a keyed switch. The key shall be kept on the p~emises by the person Pesponsible fop the maintenance and opePation of the elevatoPs in a location readily known and accessible to qualified emeP- gency sePvices pePsonnel~ but whePe it is not available to the genePal public. If an elevatoP must stop and PevePse in oPder to PetuPn to the main flooP~ the dooms at the PevePsal flooP shall not open. Upon retuPn to the main flooP~ the elevatoP cat and dooPs shall remain undeP the individual opePation and eontPol of emePgency sePvices pePsonnel until Peleased for PestoPation to its normal opePating functions. SECTION IV. VIOLATIONS~ MISDEMEANOR. Any person violating any of the pPovisions of this 0Pdinance shall be guilty of a misdemeanoP and shall be punishable thePefoP by a fine of not mope than Five HundPed DollaPs ($500.00) om by impPisonment in the City Jail fop a pePiod of not mote than six months or by both such fine and imprisonment. SECTION V. PUBLICATION AND EFFECTIVE DATE. This 0Pdinance shall be published once in the "EnterpPise-Journal", a newspaper of genePal circulation in the City of South San - 3 - Francisco, as required by law, and shall become effective thirty (30) days from and after its adoption.
