CHAIR COMMENTS AGENDA REVIEW Chief Planner Sparks noted that the Commission has been asked to appoint two members to a Library Committee for discussions on a new library project. ORAL COMMUNICATIONS None REORGANIZATION Chairperson Teglia thanked the Commission for their confidence in him as Chair throughout the last year. a. Nominations for Chairperson, close of Nominations; appointment Commissioner Teglia nominated Commissioner Zemke for Chairperson. Motion Tealia I Second Prouty to appoint Commissioner Zemke as Chairperson for 2006. Chairperson Zemke was honored to be serving as Chairperson on the Planning Commission and presented a plaque to Commissioner Teglia for his service as Chairperson for 2005. b. Nominations for Chairperson, close of Nominations; appointment Commissioner Teglia nominated Commissioner Prouty. Commissioner Sim nominated Commissioner Honan. Ballot vote: Commissioner Honan was nominated as Vice Chairperson for 2006 by a majority ballot vote. Richardson/Applicant 249 East Grand Ave. P05-0019: DA05-0004, DR05-0043, EIR05-0001, PM05-0002, PUD05-0001, TDM05-0001 & UP05-0005 (Continue Off Calendar) Use Permit and Preliminary TDM Plan to construct a phased development consisting of four office/R&D buildings totaling approximately 534,500 SF, 5,500 SF of ancillary commercial space, and related landscaping improvements on a 15.75 acre site at 249 East Grand Avenue in the Planned Industrial (PI) Zone District in accordance with SSFMC Chapters 20.32, 20.81, 20.84, 20.85, 20.120 and 19.60 Tentative Parcel Map to resubdivide a 15.75 acre lot into 5 parcels with reciprocal parking and access easements throughout, and a Planned Unit Development to allow creation of lots which do not abut a dedicated public street. Development Agreement (DA05-0004) Motion Honan I Second Tealia to approve the Consent Calendar. Commissioner Sim and Commissioner Prouty abstained from item the minutes for which they were absent. PUBLIC HEARING 9. Arrow Signs/applicant Tom Keane/owner 168 Marco Way P05-0164: Signs05-0056 Type "C" Sign Permit allowing a sign program consisting of three wall signs totaling 140 square feet, situated at 168 Marco Way in the Planned Commercial (P-C-L) Zoning District, in accordance with SSFMC Chapters 20.24, 20.85 & 20.86 Public Hearing opened. Chief Planner Sparks presented new Associate Planner Gerry Beaudin to the Commission. Associate Planner Beaudin presented the staff report with a PowerPoint presentation. Arrow sign Company Architect, pointed out that they are present to answer questions and do not agree with staff in regards to sign B because there is a viewing corridor to highway 101. Commissioner Prouty and the architect discussed the location of sign "A". The architect pointed out that the signage would be shifted to the north and panel two and three would give better visibility from southbound traffic. Commissioner Giusti questioned if there were signs on the building. The Architect noted that the old signs have been removed and the parapet wall was patched in preparation for the new signage. Public Hearing dosed. Commissioner Prouty noted that sign "B" was recommended for denial and asked what the allowable square footage is in comparison to the proposed square footage. Associate Planner Beaudin noted that the allowable square footage based on the frontage is 140 square feet. He pointed out that with the removal of sign "B" the permit required would be a Type B but the applicant wanted to proceed with all three signs. Commissioner Romero question if the existing pole sign would be removed or replaced. Associate Planner Beaudin noted that all Fry signage would be removed and replaced on all three elevations but staff is recommending that it be replaced on 101 and Marco Way elevations only and that the South elevation not have any signage. Motion Tealia I Second Prouty approving P05-0164: Signs05-0056 as recommended by staff. Approved by unanimous vote. 10. Type "e" Sign - Sun Graphics Marcia Pereira/Owner Nancy Farrar/Applicant 245 S Spruce Ave P05-0163: Signs05-0054 Type C Sign Permit allowing a master sign program consisting of existing building fac;ade sign, and new signs consisting of a double faced monument sign, and a directory sign and building fac;ade logo address signs, situated at 245 So. Spruce Avenue in the Planned Commercial (P-C-L) and Industrial (M-1) Zone Districts in accordance with SSFMC Chapters 20.24, 20.30, 20.85 & 20.86. Public Hearing opened. Senior Planner Carlson presented the staff report. Nancy Ferrar with Sun Graphics was present to answer any questions the Commission might have. Public Hearing closed. Commissioner Prouty noted that the signs one thru four are necessary but does not see any need for five thru seven. Senior Planner Carlson noted that staff recommends eliminating signs six and seven and allowing three and four or three and five. Approved by unanimous voice vote. ADMINISTRATIVE BUSINESS 12 Appointments to the Library Committee. Commissioner Giusti and Commissioner Teglia were appointed to the Library Committee. Vice Chairperson Honan stepped down from the dais at 8:15 p.m, 11 Genentech Bay Trail Update Shar Zamanpour, Genentech Inc, and Michael Painter gave an update of the Bay Trail through a PowerPoint presentation. They noted that the first phase of the Bay Trail was completed in 2005. The new trail will provide landscaping and plants without irrigation and benches will be provided every one to two minutes apart. They pointed out that the project is expected to be complete by May 2006 with a ribbon cutting ceremony. ITEMS FROM STAFF Chief Planner Sparks noted that the appeal for 344 Victory was referred back to the Commission with direction that the applicant should apply for a Use Permit and will be on the February 2nd Planning Commission agenda. ITEMS FROM COMMISSION Commissioner Prouty noted that sewer system at the Myers Development site is at its maximum. He noted that if there is going to be more construction on the site the pipe needs to be increased. Chief Planner Sparks noted that the EIR called for the current capacity to be tested per the City Engineers specifications and if the capacity is insufficient, the applicant is required to provide adequate capacity. Commissioner Teglia asked Assistant City Manager Van Duyn that audio visual system in the room be reevaluated for the benefit of the viewing audience. Assistant City Manager Van Duyn noted that he would pass the information onto the appropriate individual.
