Teleconference via Zoom
The City Council may meet by teleconference, consistent with the Brown Act as amended by
AB 361 (2021. Under the amended rules. the City will not provide a physical location for
members of the public to participate in the teleconference meeting.
CALL TO ORDER Mayor Nagales called the meeting to order at 4:47 p.m.
ROLL CALL Councilmembers Coleman, Flores, Addiego, Vice Mayor
Nicolas, and Mayor Nagales.
AGENDA REVIEW
No changes.
REMOTE PUBLIC COMMENTS — comments are limited to items on the Special Meeting Agenda.
None.
ADMINISTRATIVE BUSINESS
1. Report regarding Boards and Commissions interviews and appointments to the Measure W
Citizens' Oversight Committee and Parks and Recreation Commission. (Rosa Govea
Acosta, City Clerk).
a. Interview Applicants for Measure W Citizens' Oversight Committee:
4:50 p.m. Lee Sheldon (Zoom)
5:00 p.m. Jamie Rey (Zoom)
Council interviewed applicant Rey.
Applicant Sheldon did not show up to interview.
b. Interview Applicants for Parks & Recreation Commission:
5:10 p.m. Joshua Aguirre (Zoom)
5:20 p.m. Brittany Burgo (Zoom)
5:30 p.m. Jennifer Garstang (Zoom)
5:40 p.m. Anna Koswara (Zoom)
5:50 p.m. Veronika Espinoza (Zoom)
Council interviewed applicants Burgo, Garstang, Koswara, Rey, and Espinoza.
Applicant Aguirre did not show up to interview.
Mayor Nagales recessed the meeting at 6:06 p.m.
Mayor Nagales resumed the meeting at 9:16 p.m.
C. Discussion and consideration of appointment of applicant to the Measure W
Citizens' Oversight Committee. Council may appoint one (1) applicant to a term
expiring October 17, 2025. Applicant: Jamie Rey.
After discussion and voting, Council appointed Applicant Rey to the Measure W Citizens'
Oversight Committee.
Motion— Vice Mayor Nicolas/Second— Councilmember Flores to appoint Jamie Rey to the Measure
W Citizens' Oversight Committee for a term expiring October 17, 2025. Unanimously approved by
roll call vote.
d. Discussion and consideration of appointment of applicants to the Parks & Recreation
Commission. Council may appoint one (1) applicant to a term expiring December
31, 2026. Applicants: Brittany Burgo, Jennifer Garstang, Anna Koswara, Jamie Rey,
and Veronica Espinoza.
After discussion and voting, Council appointed Applicant Burgo to the Parks & Recreation
Commission.
Motion— Councilmember Addiego/Second— Vice Mayor Nicolas to appoint Brittany Burgo to the
Parks & Recreation Commission for a term expiring December 31, 2026. Approved by the
following roll call vote: AYES: Councilmembers Addiego and Coleman, Vice Mayor Nicolas.
NAYES: Councilmember Flores, Mayor Nagales; ABSENT: None; ABSTAIN: None.
ADJOURNMENT
Being no further business, Mayor Nagales adjourned the meeting at 9:39 p.m.
