Adminstrative Business – None 2. OWNER OCI San Fran LLC APPLICANT Phase 3 Real Estate Partners, Inc. ADDRESS 121 East Grand Avenue PROJECT NUMBER P20-0064: UP20-0008, DR20-0027, ND21-00001, EIR20-0003, GPA20-0002, TDM20-0010 & ZA20-0002 PROJECT NAME New R&D Campus (Case Planner: Billy Gross) DESCRIPTION General Plan Amendment, Zoning Ordinance Amendment, Use Permit, Design Review, Transportation Demand Management Program, Parcel Map and Environmental Impact Report to construct a seventeen-story office/R&D buildings totaling approximately 942,000 square feet, with podium parking structure, and other on- and off-site improvements, on a 3.2- acre site at 121 E Grand Ave. The Board had the following comments: 1. The Board supported the overall proposed project as a nice gateway into the East of 101. 2. The Board recommends revising the building architecture as follows: a. The board liked the articulation on the east and south faces and the ends facing east and south but felt the north and west faces required more articulation to reflect some of the detail of the east and south faces. Consider revisions to the building articulation. This may include the incorporation of unifying vertical movements or similar measures. b. Better integrate the rooftop mechanical screening into the building architecture. 3. The Board recommends revising the site planning as follows: a. Consider if the ramping system in the Confluence Plaza area can also meet the street level at the southeast corner of the plaza (in addition to the southwest corner of the plaza). b. Consider incorporating movable site amenities to allow for larger event capacity on the main plaza level. c. Revise the Poletti Road frontage to incorporate seating areas and better visual access from the Caltrain station. w 4. The Board recommends revising the landscape plan as follows: a. Carpinus Betula does not grow well in windy conditions, be aware of the Venturi effect in the site planning. b. Consider Ginkgo Autumn Gold at this location. 5. Select species that will not drop any flowers onto the sidewalk. Recommend resubmittal 3. OWNER Charmaine Wong & Daniel Kim APPLICANT Michael Atias ADDRESS 223 Arroyo Drive PROJECT NUMBER P22-0001: DR22-0002 PROJECT NAME 2nd Story Addition (Case Planner: Christopher Espiritu) DESCRIPTION Design Review to construct a 2nd Story addition and rear addition at 223 Arroyo in the Low Residential Density (RL-8) Zoning District in accordance with Title 20 of the South San Francisco Municipal Code and determine that the project is categorically exempt from CEQA. The Board had the following comments: 1. The Board liked the design concept with the proposed roof changes. The sloped roofs defines the design. 2. The design of the structure helps reduce a popup addition. 3. On the right elevation, the applicant needs to provide detail information on the exterior door. What does the door lead too? Clarify this on the plans – show a landing. 4. Consider adding a window around the new proposed staircase. 5. The plans are lacking a grading plan as the site could have some water issues that could affect the adjacent neighbor’s property.Run off water should be contained on-site. 6. The plans are lacking downpouts and glutters. 7. Japanese Maple is a medium to high water species, use a low water tree species for the new tree in the front yard such as Swan Hill Olive, Crape Myrtle or Chinese Pistache, all of which are low or very low water tree species. The Board recommends approval with conditions. 4. OWNER Ma Victoria Joutain APPLICANT Ying Chen ADDRESS 1200 Douglas Avenue PROJECT NUMBER P21-0116: DR21-0116 & MUP21-0004 PROJECT NAME 2nd Story Addition (Case Planner: Stephanie Skangos) DESCRIPTION Design Review and Minor Use Permit for a front, rear, and new 2nd-story addition to an existing single-family dwelling unit at 1200 Douglas Way in the Low Density Residential (RL-8) Zoning District in accordance with Title 20 of the South San Francisco Municipal Code, and determination that the project is exempt from CEQA. The Board had the following comments: 1. The Board felt that the bold and modern design of the residential structure will not fit with the existing neighborhood; however, the overall massing, layout, and look of the proposal works well with the site itself. Consider making some minor design and material changes that will help the modernness of the residential structure better fit in with the surrounding area. 2. The applicant needs to submit a more detailed material board that includes the types and specifications of all proposed finishes. 3. Where there are changes in material in the proposed design, the applicant needs to define the material change and show the transitions. Will the proposed material wrap around the structure? 4. Consider adding a solid element to the glass barrier deck on the second floor to help screen the area, as the deck will be highly visible from and exposed to the street. 5. Redesign the landscaping plan to incorporate some low water tree species, taller green elements, and appropriate plantings in keeping with the architecture, as the proposed gravel alone is an inappropriate ground cover. Consider adding low water species accent planters and succulents to both frame and soften the overall look of the project. 6. Provide a grading and drainage plan that shows the locations of drains and down spouts and how water will be drained from the roof and second floor deck areas Resubmittal required. 5.
