MINUTES May 19, 2005 CITY OF SOUTH SAN FRANCISCO REGULAR PLANNING COMMISSION CALL TO ORDER / PLEDGE OF ALLEGIANCE ROLL CALL PRESENT: TAPE 1 7:30 D.m. Commissioner Giusti, Commissioner Honan, Commissioner Romero and Vice Chairperson Zemke ABSENT: Commissioner Prouty, Commissioner Sim and Chairperson Teglia STAFF PRESENT: Planning Division: Thomas C. CHAIR COMMENTS None AGENDA REVIEW No Changes ORAL COMMUNICATIONS None CONSENT CALENDAR 1. Approval of Regular Meeting Minutes of May 5, 2005 2. PG& E/Owner Cingular Wireless/Applicant SBE Site (135-41-4A Parcel 2) P05-0039: DR05-0023 & UPM05-0001 Use Permit Modification and Design Review allowing the addition of two panel antennas to an existing wireless communication facility situated on a PG&E power transmission tower in a landscaped open space near the corner of Armour Avenue and Airport Boulevard (SBE 135-41-4A Parcel 2), in the Planned Commercial Zoning District (P-C) in accordance with SSFMC Chapters 20.85 & 20.105 Chair Pro Tem Zemke pulled item #2 off the Consent Calendar. Motion Sim / Second Honan to approve item #1. Approved by majority voice vote. Vice Chair Pro Tem Zemke abstained. PUBLIC HEARING 2 PG& E/Owner Cingular Wireless/Applicant SBE Site (135-41-4A Parcel 2) P05-0039: DR05-0023 & UPM05-0001 Use Permit Modification and Design Review allowing the addition of two panel antennas to an existing wireless communication facility situated on a PG&E power transmission tower in a landscaped open space near the corner of Armour Avenue and Airport Boulevard (SBE 135-41-4A Parcel 2), in the Planned Planning Commission Meeting of May 19, 2005 Commercial Zoning District (P-C) in accordance with SSFMC Chapters 20.85 & 20.105 Public Hearing opened. There being no speakers the Public Hearing was closed. Chair Pro Tem Zemke questioned if there would be any changes to the existing structures, where the landscape screening would be and if the fence color would match the existing fence. Senior Planner Carlson noted that the existing structures will not be moved and that staff recommended the fence height be increased to the original height requested by the Commission. He added that the landscape screening would be along the park's perm iter fence and that the fence would be painted a dark green for the entire site to blend in with the environment. Motion Romero / Second Honan to approve P05-0039: DR05-0023 & UPM05-0001. Approved by unanimous voice vote. 3. Four Star Automotive/Owner Planet Pooch, LLC/Applicant 113 So. Linden Avenue P05-0029: DR05-0016 & UP05-0007 Use Permit and Design Review allowing a dog daycare center and kennel situated at 113 So. Linden Avenue in the Industrial (M-1) Zoning District in accordance with SSFMC Chapters 20.30 and 20.81 Public Hearing opened. Senior Planner Carlson presented the staff report. Ken LeMay, applicant, thanked City staff in helping them through the process. He noted that Planet Pooch will be a full service dog day care. He added that they work with the Peninsula Humane Society with an animal rescue program. There being no speakers the Public Hearing closed. Commissioner Honan asked if there would be dog therapy for ill dogs and if the facility would be open on Saturdays and Sundays. Mr. LeMay noted that there will not be therapy sessions for dogs and that their facility will be available on weekends for dogs from 8:00 to 5:00 p.m. and asked that the Commission allow this change in the Conditions of Approval. Commissioner Giusti asked if there would be a veterinarian onsite. Mr. LeMay noted that there will not be veterinarian services. Commissioner Honan asked why there would be an interview area. Mr. LeMay noted that they need to make sure the animal is comfortable with the facility and that the dog is not aggressive. They make sure that the dog has been vaccinated and is spayed or neutered. Motion Giusti / Second Romero to approve P05-0029: DR05-0016 & UP05-0007 with modification to the hours of operation on the weekends. Approved by unanimous voice vote.
