ADDRESS 121 East Grand Avenue PROJECT NUMBER P20-0064: UP20-0008, DR20-0027, ND21-00001, EIR20-0003, GPA20-0002, TDM20-0010 & ZA20-0002 PROJECT NAME New R&D Campus (Case Planner: Billy Gross) DESCRIPTION “Resubmittal” - General Plan Amendment, Zoning Ordinance Amendment, Use Permit, Design Review, Transportation Demand Management Program, Parcel Map and Environmental Impact Report to construct a seventeen-story office/R&D building totaling approximately 942,000 square feet, with podium parking structure, and other on- and off-site improvements, on a 3.2-acre site at 121 E Grand Ave. The Board had the following comments: 1. The Board liked the design concept with the proposed changes, including the roof oculus. 2. The Board preferred Scheme 1 for the proposed façade and Single Ramp Option 2: Site Midpoint for the ramp option. 3. The board commends the applicant for their studies and minor, though critical changes to the main plaza for group seating capacity. 4. Previous Board comments related to landscape species can be addressed in the Planning Commission submittal. Recommend approval with conditions and can proceed to Planning Commission. 3. OWNER LPGS Tanforan LLC APPLICANT LPGS Tanforan LLC ADDRESS 30 Tanforan Avenue PROJECT NUMBER P19-0087: UP19-0021, TDM19-0009, SA19-0004, PP19-0002, EIR19-0006, DR19-0045 & DA19-0003 PROJECT NAME New Office / R&D Campus (Case Planner: Adena Friedman) DESCRIPTION “Resubmittal” – New Parking Garage for Phase 1”- Use Permit, Design Review, Development Agreement, Specific Plan, Parcel Map, Precise Plan, Transportation Demand Management Program, and Environmental Impact Report to construct six office / R&D buildings ranging in heights up to seven-stories and totaling approximately 2,659,000 square feet, development of a parking garage, below-grade parking, site amenities, open space and landscaping on a 26-acre site in accordance with Title 20 of the South San Francisco Municipal Code and per the requirements of the California Environmental Quality Act. The Board had the following comments: 1. The Board liked the design concept with the proposed changes. 2. The Board preferred a nature based art theme versus the previously proposed abstract theme in the attached art screens. Recommend approval with conditions and can proceed to Planning Commission. 4. OWNER Genentech, Inc. APPLICANT Genentech, Inc. ADDRESS 350 DNA Way PROJECT NUMBER P22-0025: UP22-0004, DR22-0008 PROJECT NAME B38- New Single Story Office Bldg (Case Planner: Adena Friedman) DESCRIPTION Design Review to construct a new single story office building and apparatus bay at 350 DNA Way in the Genentech Master Plan (GMP) Zoning District in accordance with Title 20 of the South San Francisco Municipal Code. The Board had the following comments: 1. The Board liked the proposed project. Recommend Approval with Conditions and can proceed to Planning Comission. 5. OWNER Alcira Adela APPLICANT Hawk Lee ADDRESS 81 Calvert Avenue PROJECT NUMBER P21-0129: DR21-0046 PROJECT NAME Rear addition (Case Planner: Stephanie Skangos) DESCRIPTION Design Review for a rear addition to an existing single-family residence at 81 Calvert Avenue in the Low Density Residential (RL-8) Zoning District in accordance with Title 20 of the South San Francisco Municipal Code, and determination that the project is categorically exempt from CEQA. The Board had the following comments: 1. The Board liked the proposed design. 2. Review the proposed roof design, as the new valley connecting the existing roof and new roof could have some potential water issues. Consider mitigating any potential issues with a cricket design. 3. Review the foundation plan with the Building Divisionto confirmcompliance with the Building Code. 4. Determine if the garage door will need to be 1-hour rated. 5. The landscaping plan is lacking location/s and size/s of the proposed plantings. Include this information in the plan set for the Building Permit submittal. 6. The proposed tree speices are high on water use and sensitive to the SSF climate. Consider using low water tree species, such as:  Swan Hill Olive  Water Gum  Coast Live Oak  Bottle Brush 7. If you are considering planting a cherry blossom tree, consider planting it with the roots in an area shaded from mid to late day hot sun, as this tree does not do well in hot or windy areas. Recommend Approval with Conditions. 6. OWNER The City of SSF APPLICANT Group 4 Architecture ADDRESS 201 Baden Avenue PROJECT NUMBER P21-0128: UP22-0002, DR22-0006 & TDM22-0001 PROJECT NAME 201 Baden Firehouse Work (Case Planner: Stephanie Skangos) DESCRIPTION Design Review, Use Permit, and Transportation Demand Management Plan for the repurposing of the old Firehouse into commercial and office space and to allow a Parking Reduction at 201 Baden Avenue in the Downtown Transit Core (DTC) Zoning District in accordance with Title 20 of the South San Francisco Municipal Code, and determination that the project is categorically exempt from CEQA. The Board had the following comments: 1. The Board liked the proposed design concept and the re-use of the old Firehouse. 2. The Board recommends toning down the proposed dark grey color, as the dark color will attract birds and show bird droppings. 3. Work with the Building Divison to review options for an elevator / lift for the building. 4. Consider incorporating branding, public art, and /or a muralon the tower element to help define the area. 5. Revise the front elevation / renderings in the plan set so that they reflect the actual location of the building in relation to the sidewalk and public right-of- way. 6. Work with the Water Quality Control Plant to confirm if bio-retention will be an issue for the site, as this could affect the proposedlandscaping plan. 7. Consider incorporating street trees along the front façade of the building Ginkgo Autumn Gold will work nice for the site, as this tree is tall and narrow. Consider placing the new trees in the same location as the historic flag poles. 8. Review the planting species, as some of the proposed Manzanita do not do well in shady areas. Consider Arbutus undedo ‘Compacta’, Dwarf Strawberry Tree or Buxus x ‘Green Gem’, or other Boxwood type, all of which grow well in shade and in SSF. Recommend Approval with Conditions. 7. Miscelleanous – David Nelson will be on vacation from June 18th – July 19th.
