RESOLUTION APPROVING THE FISCAL YEAR
2022-23 MASTER FEE SCHEDULE.
WHEREAS, best management practices recommend that the City complete a fee study every
three to five years, and apply the change in the Consumer Price Index (CPI) in the intervening years; and
WHEREAS, application of CPI provides a reasonable benchmark for the City to keep pace
with the cost to provide the service associated with the fees listed in the Master Fee Schedule; and
WHEREAS, the Bureau of Labor Statistics calculated the change in CPI for All Urban
Consumers for the San Francisco - Oakland - Hayward area between February 2021 and February 2022
to be 5.2 percent; and
WHEREAS, deposits currently charged by Economic and Community Development -Planning
Division represent the reasonable cost of providing the services related to each charge, based on the
estimated cost of providing corresponding services in the 2017 user fee study. The amendment to the
Master Fee Schedule approved by this resolution converts the deposit into a flat fee and applies a CPI
adjustment to the flat fee; and
WHEREAS, the City Council approved adjustments in fees levied by the Engineering Division
of the Public Works Department for FY 2022-23 on March 23, 2022 via Resolution #37-2022; and
WHEREAS, increasing inflated -adjusted fees in the Master Fee Schedule by 5% for FY
2022-23 except for the Engineering Division of Public Works Department would result in fees being
equal to the estimated reasonable cost of providing the services funded by the fees.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San
Francisco does hereby approve the FY 2022-23 Master Fee Schedule with an effective date of July 1,
2022 or 60 days after City Council adoption date whichever is later.
