Under the amended rules, the City will not provide a physical location for members of the public to participate in the teleconference meeting. CALL TO ORDER Mayor Nagales called the meeting to order at 6:00 p.m. ROLL CALL Councilmember Addiego, present in Council Chambers Councilmember Coleman, present in Council Chambers Councilmember Flores, present in Council Chambers Vice Mayor Nicolas, present in Council Chambers Mayor Nagales, present in Council Chambers PLEDGE OF ALLEGIANCE Mayor Nagales led the pledge. AGENDA REVIEW No changes. ANNOUNCEMENTS FROM STAFF None. PRESENTATIONS 1. Presentation Recognizing Janice Chapman as the 2021 Laboratory Person of the Year Awarded by California Water Environment Association San Francisco Bay Section. (Brian Schumacker, Water Quality Control Plant Superintendent) Mayor Nagales read into the record a recognition to Janice Chapman for being awarded the 2021 Laboratory Person of the Year by the California Water Environment Association San Francisco Bay section. Janice thanked the Council for the recognition and support. 2. Presentation Recognizing the South San Francisco -San Bruno Water Quality Control Plant as the 2021 Medium -Size Plant of the Year Awarded by California Water Environment Association San Francisco Bay Section. (Brian Schumacker, Water Quality Control Plant Superintendent) Mayor Nagales read into the record a recognition to the staff at the South San Francisco -San Bruno Water Quality Control Plant. Plant Superintendent Schumacker accepted the recognition on behalf of his team and thanked the Council for their support and recognition. While the Council cannot respond to public comments, they indicated that they would consider the feedback and comments received when having further discussions with staff. COUNCIL COMMENTS Mayor Nagales attended numerous events in the community, including the South San Francisco Station Improvement Project Ribbon Cutting and the Easter Egg Hunt event. He thanked the speakers, staff, and the community for their support. Vice Mayor Nicolas concurred with Mayor Nagales's recognition of staff, and she also attended several community events, including the city's Spring Cleanup Event. Councilmember Addiego noted the history of the South San Francisco Station Improvement Projects and recognized the importance of the project. He requested to adjourn in member of Samuel "Sam" Mosunic. REGULAR CITY COUNCIL MEETING APRIL 13, 2022 MINUTES PAGE 2 Councilmember Coleman encouraged staff to continue to work towards meeting the city's Climate Action Plan by reducing its carbon footprint. Councilmember Flores noted his attendance at several community events and requested that a Spanish-speaking outreach event be brought to community members in the downtown area. In addition, he requested that staff consider hosting an Annual Cleanup event in the downtown area for those members with mobility challenges in collaboration with South San Francisco Scavengers. City Manager Futrell informed the Council and the community that his office has vouchers that the community can solicit to dispose of garbage. For more information, call (650) 877-8502. CONSENT CALENDAR The City Clerk duly read the Consent Calendar, after which Council voted. 3. Motion to approve the Minutes for the meetings of March 9, 2022, and March 16, 2022. 4. Report to accept the construction improvements of the Linden Ave Phase 2 and Spruce Ave Traffic Calming Improvements Project (stl602) (Angel Torres, Senior Civil Engineer). 5. Report regarding adoption of Resolution No. 47-2022 approving the first amendments to professional services agreements with JobTrain, and Renaissance Entrepreneurship Center, and accepting and appropriating funding contributions from a Congressional Federal Earmark and Genentech towards services offered at the Economic Advancement Center in South San Francisco. (Ernesto Lucero, Acting Deputy Director Economic and Community Development Department) 6. Report regarding Resolution No. 48-2022 authorizing the acceptance of $18,267 in grant funding from the San Mateo County Summer 2022 Enrichment Grant Program to support Community Learning Center's Summer Program, and approving Budget Amendment 22.057. (Karla Bourdon, Literacy Program Manager) 7. Report regarding Resolution No. 49-2022 extending learning summer program offered by the City of South San Francisco for students enrolled in the South San Francisco Unified School District's Big Lift Summer School program at Spruce Elementary School and amending the Parks and Recreation Department's Fiscal Year 2021-22 and 2022-23 Operating Budgets pursuant to budget amendment #22-058. (Greg Mediati, Director of Parks, and Recreation) 8. Report regarding adoption of Ordinance No. 1633-2022 amending Title 8, Chapter 8.72 to the South San Francisco Municipal Code regulating the use of disposable food service ware by food facilities. REGULAR CITY COUNCIL MEETING APRIL 13, 2022 MINUTES PAGE 3 ADMINISTRATIVE BUSINESS *The items were heard of out of order due to community input and attendance. 10. Report regarding adoption of Resolution No. 51-2022 creating an updated Citywide Fagade and Tenant Improvement Grant Program in South San Francisco, and approval of Budget Amendment Number 22.062 appropriating $500,000 for the program. (Ernesto Lucero, Acting Deputy Director Economic and Community Development Department) Acting Deputy Director Lucero presented the report and indicated that grants of up to $25,000 were available for qualified applicants. Commercial tenant upgrades would also be eligible for grant funding, including expenses associated with identifying any ADA violations. The program's initial budget is set to $500,000, which would support approximately 20 local businesses. Applications will be available at www.ssf.net/EAC on Wednesday, April 20, 2022, and will conclude on Friday, May 13, 2022. The lottery will take place on Wednesday, May 18, 2022. Mayor Nagales requested clarification of the approval process and a final summary of applicants. Acting Deputy Director Lucero provided an overview of the process and funding. City Manager Futrell indicated that staff would provide a report to the Council once the application period closes. Councilmember Addiego acknowledged the concerns of local businesses facing legal ramifications and requested clarification as to the approval process. City Attorney Woodruff provided an overview of the proposed program to ensure that all local businesses have funding opportunities, encouraging those businesses affected to apply before the deadline. He noted the efforts of cities like San Francisco and Los Angeles that have filed lawsuits against the firm and said that his firm would follow the outcome of those cases and apprise the Council. Councilmember Flores requested clarification on the lottery process and expressed his concern about local businesses seeking immediate assistance. Acting Deputy Director Lucero provided an overview of the existing process and encouraged businesses to visit the city's Economic Advancement Center downtown. He indicated that the staff was open to suggestions and said no other city in San Mateo County supports the local business community like the City Council. He clarified that landlords and business owners could both apply for the program. Vice Mayor Nicolas discussed the proposed timeline and business needs. City Attorney Woodruff stated that due to the funding urgency, the city would make efforts to deliver funds in a meaningful timeframe but indicated that funds would only help with improvements and could not be used for legal fees. City Manager Futrell said that the city proposed to waive all city fees. Councilmember Coleman inquired about the number of businesses that would benefit from the program and acknowledged the comments of local businesses that have requested assistance from the city. Acting Deputy Director Lucero indicated that there are approximately 20 businesses that have expressed an interest, an increase from last year's applicants. City Attorney Woodruff provided an overview of the program and indicated that general fund dollars must have a public purpose, such as public improvements to the downtown business community. The program ensures that all businesses have a funding opportunity. Mayor Nagales recessed the meeting at 7:53 p. m. Mayor Nagales resumed the meeting at 8:02 p. m. 9. Report regarding Resolution No. 50-2022 authorizing the City Manager to execute of a professional services contract with CSG Consultants, Inc. of Foster City, California for construction management and inspection services for the 2022 West Pavement Rehabilitation Project (Project No. st2204) in an amount not to exceed $804,920 for a total budget of $924,920. (Angel Torres, Senior Civil Engineer) Principle Engineer Ruble presented the Pavement Management program 2022 West Pavement Rehabilitation Projects. He provided an overview of the Curb Ramp Replacement and Pavement Rehabilitation projects. Mayor Nagales encouraged staff to perform work during school closures to alleviate traffic congestion and ensure residents are not impacted significantly and requested large signage with contact information. Councilmember Coleman suggested that staff utilize social media to reach a broader audience with outreach efforts and inquired about bike lanes in the Junipero Serra Boulevard corridor. Principle Engineer Ruble provided an overview of social media outreach and indicated staff would explore Facebook advertisements to target specific neighborhoods. The South San Francisco Pedestrian Master Plan includes improvements to Junipero Serra Boulevard, including a bikeway and other pedestrian improvements. Councilmember Flores requested clarification on selecting city streets for the paving program in specific areas of Old Town and Sign Hill neighborhoods. Principle Engineer Ruble provided an overview of the city's Pavement Management Program. Vice Mayor Nicolas requested clarification on the city's pavement condition index. Principle Engineer Ruble provided an overview of the city's current pavement condition index of 70, defined as good by the Metropolitan Transportation Commission, and indicated that staff targets a PCI of 85. Councilmember Addiego thanked staff for their hard work and requested clarification on how community members can submit concerns such as potholes to the Department of Public Works. Public Works Director Kim provided an overview of the city's SeeClickFix app, a request and work management app, which reports concerns instantly to assigned members of the department. Mayor Nagales apprised Council and the community that the South San Francisco Hillside Boulevard Road Diet Improvements project was awarded $400,000 by the City/County Association of Governments of San Mateo County.
