LETTER OF AGREEMENT
Between
THE CITY OF SOUTH SAN FRANCISCO
And
INTERNATIONAL UNION OF OPERATING ENGINEERS, LOCAL 39
The City of South San Francisco (“City”) and the International Union of Operating
Engineers, Local 39 (“Local 39”), collectively referred to as the “Parties,” hereby enter into the
following agreement regarding a one-time recognition bonus:
1. In recognition of the extraordinary and ongoing efforts of Local 39-represented
employees, every bargaining unit employee shall receive a one-time only, non-
pensionable, lump-sum recognition bonus of four thousand eight hundred dollars
($4,800).
2. This payment shall be provided following ratification by Local 39 and approval of the
City Council, which shall be paid in full by the City to all Local 39-represented
employees with the first full pay period following City Council approval.
3. To be eligible for payment, the bargaining unit employee must be employed by the
City as of the date of Local 39 ratification, as confirmed to the City in writing by
Local 39.
4. In the event the City agrees to pay an employee or employee group not represented by
Local 39 a one-time recognition bonus, COVID-19 hazard pay, or any other COVID-
19-related premium in an amount greater than that set forth in this Letter of
Agreement, the City agrees to pay Local 39-represented employees the same amount
by paying the difference no less than two pay periods after the City’s agreement to
the greater bonus or premium amount. This provision shall not apply to lump-sum
payments granted in lieu of a wage increase, or in direct exchange for other non-
COVID-19-related benefits, that have been duly bargained and agreed to through
successor MOU negotiations.
5. Upon execution of this Letter of Agreement, the City and Local 39 shall craft a mutually
agreed upon joint email communication, sent by the City but signed by both Parties,

sharing a copy of this agreement with all affected employees, in order to inform
employees of this agreement’s terms, including the timing of payments.
This agreement is effective upon signature of the City, and both the signature and ratification of
the Union.

TEAMSTERS LOCAL 856 CONFIDENTIAL UNIT
The City of South San Francisco (“City”) and Teamsters Local 856 Confidential Unit
(“Teamsters Confidential Unit”), collectively referred to as the “Parties,” hereby enter into the
following agreement regarding a one-time recognition bonus:
1. In recognition of the extraordinary and ongoing efforts of Teamsters Confidential
Unit-represented employees, every bargaining unit employee shall receive a one-time
only, non-pensionable, lump-sum recognition bonus of four thousand eight hundred
dollars ($4,800).
2. This payment shall be provided following ratification by Teamsters Confidential Unit
and approval of the City Council, which shall be paid in full by the City to all
Teamsters Confidential Unit-represented employees with the first full pay period
following City Council approval.
