RESOLUTION AUTHORIZING THE ACCEPTANCE
OF $95,643 SB 1383 LOCAL ASSISTANCE GRANT
PROGRAM FUNDING FROM THE CALIFORNIA
DEPARTMENT OF RESOURCES RECYCLING AND
RECOVERY ("CALRECYCLE") TO SUPPORT THE
CITY OF SOUTH SAN FRANCISCO'S
IMPLEMENTATION AND PROCUREMENT
REQUIREMENTS PER CALIFORNIA SENATE BILL
1383 AND APPROVING BUDGET AMENDMENT
WHEREAS, in September 2016, Governor Edmund Brown Jr. set methane emissions
reduction targets for California (SB 1383 Lara, Chapter 395, Statutes of 2016) in a statewide effort to
reduce emissions of short-lived climate pollutants (SLCP); and
WHEREAS, the targets must reduce organic waste disposal 50 percent by 2020 and 75 percent
by 2025 and rescue for people to eat at least 20 percent of currently disposed surplus food by 2025.
WHEREAS, CalRecycle administered a one-time grant program meant to provide aid in the
implementation of regulations adopted by CalRecycle pursuant to Chapter 395, Statutes of 2016 and
SB 170 Budget Act of 2021; and
WHEREAS, this non-competitive grant program provides $57,000,000 of funding to local
jurisdictions to assist with the implementation of regulation requirements associated with SB 1383,
including but not limited to Capacity Planning, Edible Food Recovery, Education and outreach,
Enforcement and Inspection, Program Evaluation/Gap Analysis, Procurement Requirements, and Record
Keeping; and
WHEREAS, the City of South San Francisco submitted a grant application for this program on
January 28, 2022 and was awarded funding on April 27, 2022 for the amount of $95,643, and
WHEREAS, acceptance of the grant is responsive to the City's strategic initiatives toward
building and maintaining a sustainable city as it addresses state legislation related to reducing methane
emissions into the environment in consideration of climate change; and
WHEREAS, funding will be used towards the City of South San Francisco's SB 1383
community outreach and education and procurement requirements; and

WHEREAS, City Council wishes to accept the grant in the amount of $95,643 to support the
City of South San Francisco's implementation and procurement requirements per California Senate Bill
1383; and
WHEREAS, the grant funds will be used to amend fiscal years 2021-22, 2022-23 and 2023-24
operating budgets of the Public Works Department via Budget Amendment 22.070.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San
Francisco does hereby accept $95,643 from the California Department of Resources Recycling and
Recovery support the City of South San Francisco's implementation and procurement requirements per
California Senate Bill 1383 and amend the Public Works Department's 2021-2024 operating budgets to
reflect an increase of $95,643 via Budget Amendment 22.070.
At a meeting of the City Council on 6/22/2022, a motion was made by Councilmember Coleman,
seconded by Councilmember Addiego, that this Resolution be approved. The motion passed.
