RESOLUTION APPROVING THE CAPITAL
IMPROVEMENT PROGRAM FOR FISCAL YEAR
2022-23, APPROVING THE APPROPRIATIONS
REQUEST OF $121,187,051, AND AUTHORIZING
CITY STAFF TO PREPARE PLANS AND
SPECIFICATIONS TO ADVERTISE FOR
CONSTRUCTION BIDS FOR THE PROJECTS UNDER
THIS PROGRAM.
WHEREAS, it is recommended that the City Council of the City of South San Francisco adopt
the Capital Improvement Plan (CIP) for fiscal year (FY) 2022-23 and also authorize city staff to prepare
plans and specifications for projects under this program in order to advertise for construction bids and/or
related requests for proposals; and
WHEREAS, the program includes funding for FY 2022-23 and any additional project funding
in future years will be appropriated and approved in future budget cycles; and
WHEREAS, the Planning Commission has reviewed this CIP pursuant to Government Code
Section 65401 and adopted a resolution as to its consistency with the City's adopted General Plan; and
WHEREAS, upon adoption of the CIP, City Council is also authorizing city staff to prepare the
plans and specifications for projects within this program and further authorizing the solicitation of
construction bids; and
WHEREAS, this CIP is consistent with the requirements of Government Code Section 66002,
and includes the approximate location, size, time of availability and estimates of cost for the facilities or
improvements to be financed with those fees imposed pursuant to Government Code Section 66001, et
seq.; and
WHEREAS, the adoption of the CIP is not a "project" subject to review under the California
Environmental Quality Act ("CEQA") pursuant to Section 15378(b)(4) of the State CEQA Guidelines;
and
WHEREAS, the CIP budget for this fiscal year will include $121,187,051 in new
appropriations.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of South San
Francisco that the City Council hereby approves the Capital Improvement Program for FY 2022-23 with
expense budget in the following funds:

Fund 510 Capital Improvement Fund $ 47,832,051
Fund 516 Capital Improvement - Civic Campus Phase 1 $ 4,455,000
Fund 522 Capital Improvement - OMP Ballfield $ 12,300,000
Fund 523 Capital Improvement - OMP Playground Replacement $ 2,200,000
Fund 524 Capital Improvement - OMP Aquatic Center $ 49,000,000
Fund 525 Capital Improvement - OMP Colma Creek Bridge Replacement $ 1,500,000
Fund 710 Sewer Enterprise Fund $ 2,350,000
Fund 740 Storm Water Fund $ 1,550,000
BE IT FURTHER RESOLVED, by the City Council of the City of South San Francisco that
the City Council hereby approves appropriations of $121,187,051 for the Capital Improvement Program
for FY 2022-23 as listed in the CIP Document, and authorizes city staff to prepare plans and
specifications for projects under this plan and advertise for construction bids and/or related requests for
proposals for projects under the plan.
BE IT FURTHER RESOLVED, by the City Council of the City of South San Francisco that
the City Council hereby authorizes the City Manager, City's Finance Director, or their designee to take
any action necessary consistent with the intent of this resolution and associated staff report.

At a meeting of the City Council on 6/22/2022, a motion was made by Vice Mayor Nicolas,
seconded by Councilmember Coleman, that this Resolution be approved. The motion passed.
