HomeMy WebLinkAboutMinutes 2022-06-08 @601CALL TO ORDER MINUTES SPECIAL MEETING CITY COUNCIL CITY OF SOUTH SAN FRANCISCO WEDNESDAY, JUNE 8, 2022 6:01 p.m. Virtual via Zoom The City Council will meet by teleconference, consistent with the Brown Act as amended by AB 361 (2021. Under the amended rules, the City will not provide a physical location for members of the public to participate in the teleconference meeting. Mayor Nagales called the meeting to order at 6:23 p.m. ROLL CALL Councilmember Addiego, present Councilmember Coleman, present Councilmember Flores, present Vice Mayor Nicolas, present Mayor Nagales, present AGENDA REVIEW No changes. PUBLIC COMMENTS - Comments are limited to items on the Special Meeting Agenda. The following individuals provided public comments: Via Zoom: Rebecca Hernandez Alan Patrick Nate Pisani Ben Valdez Tom O'Connell Tristan Kent Josue Gonzalez Kristin Pierotti Rod Palmquist Alex Lehrer ADMINISTRATIVE BUSINESS 1. Report regarding Resolution No. 91-2022 approving budget amendment number 22.071 to appropriate $2,147,000 in funds for a one-time payment of additional compensation to City of South San Francisco employees and authorizing the City Manager to execute related Letters of Agreement with recognized employee bargaining units. (Leah Lockhart, Human Resources Director) Director Lockhart presented the budget amendment to appropriate $2,147,000 in funds for a one- time payment of additional compensation to City of South San Francisco employees. At the direction of the City Council, staff met and conferred with the City's recognized bargaining units regarding the amount, terms and conditions of a one-time payment of additional compensation to City employees. Staff reached a tentative agreement with American Federation of State, County, and Municipal Employees (AFSCME) Local 829, Teamster Local 856 (Mid -Management and Confidential Units), International Union of Operating Engineers (IUOE) Local 39. The agreements provide for a one-time $4,800 payment for each current employee, provided that they are on the City's payroll as of June 1, 2022. Councilmember Addiego inquired whether the one-time payment included department heads and the City Manager. Director Lockhart advised that the agreements did not include unrepresented employees, including executive management/department heads and the City Manager. Councilmember Addiego stated that he did not support and would not support the amount other than the $3,000 that had initially been agreed upon by all of the City Council. He congratulated Rod Palmquist and stated the public comments submitted over successive meetings turned out to be very effective in moving a majority of the City Council. Councilmember Addiego disagreed with how negotiations took place. Vice Mayor Nicolas disagreed with the process and believed the rules of engagement were breached. Mayor Nagales appreciated everyone involved in the process and was glad that the item was moving forward. Motion — Councilmember Coleman /Second – Councilmember Flores: To approve Resolution No. 91-2022, by roll call vote: AYES: Councilmembers Coleman, and Flores, Vice Mayor Nicolas, and Mayor Nagales; NAYS: Councilmember Addiego; ABSENT: None; ABSTAIN: None.
