Box 711 (City Hall, • 400 Grand Avenue) South San Francisco, CA • City Council Resolution: 124-2022 File Number: 22-615 Enactment Number: RES 124-2022 RESOLUTION APPROVING BUDGET AMENDMENT 23.009 APPROPRIATING $250,000 IN THE CITY OF SOUTH SAN FRANCISCO'S LOW AND MODERATE INCOME HOUSING FUND IN FISCAL YEAR 2022-2023 FOR EMERGENCY RENTAL ASSISTANCE FOR SOUTH SAN FRANCISCO RESIDENTS FACING FINANCIAL HARDSHIP DUE TO HOUSING INSECURITY, WITH AN ADDITIONAL $37,500 FOR THE ADMINISTRATION OF THE PROGRAM, TOTALING $287,500. WHEREAS, on April 8, 2020, City Council adopted a resolution appropriating $220,000 to the existing Emergency Rental Assistance Program through the City's Low and Moderate Income Housing Fund (also known as Fund 241) in Fiscal Year 2019-2020 (FY 19-20) for the purpose of South San Francisco residents facing financial hardship due to the COVID-19 Pandemic and $22,000 for associated administration; and WHEREAS, on June 24, 2020, City Council adopted a resolution appropriating an additional $250,000 with an additional $37,500 for the program's administration, totaling $287,500 as demand for the program continued; and WHEREAS, on March 15, 2021, the CA COVID-19 Rent Relief Program began accepting applications for rental and utility assistance, helping Californians hit hardest by the Pandemic, where affected tenants were able to request up to 18 months in assistance for rent and utility support covering the time between April 1, 2020, and March 31, 2022, for qualifying applications received by March 31, 2022. By applying for this program, State law extended eviction protections until June 30, 2022; and WHEREAS, due to the expiration of the State protections on June 30, 2022, housing insecurity in South San Francisco remains high and demand for the South San Francisco Emergency Rental Assistance Program will be heavily needed in FY 22-23 for the community's most vulnerable residents; and WHEREAS, the guidelines for eligibility of emergency rental assistance is for one-time use, residents of South San Francisco that are considered low and moderate income households (consistent with HUD income limits for 2022), and can request rental assistance up to $4,500 for rent over $1,200, or $2,500 for rent below the $1,200 threshold. In addition, FY 22-23 funds can also be used for a security deposit, combined with rental assistance, as long as it is under the described thresholds; and WHEREAS, emergency rental assistance programs have played a key role for low-income renters as local jurisdictions recognize that renters are highly vulnerable to debt, homelessness, and displacement; and City of South San Francisco Page 1 File Number: 22-615 WHEREAS, in South San Francisco, YMCA, the City's primary agency for providing such assistance, has seen five to six times the average amount of requests per month due to the financial strain of the Pandemic; and WHEREAS, SB 341 allows the City to spend up to $250,000 annually from Fund 241 on homeless prevention and rapid rehousing and up to $200,000 on administrative expenses. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco that the City Council does hereby approve budget amendment 23.009 appropriating $250,000 for emergency rental assistance and $37,500 for associated administrative expenses from Fund 241. BE IT FURTHER RESOLVED that the City Council hereby takes the following actions: 1. The foregoing recitals are true and correct and incorporated herein as part of this Resolution. 2. Appropriates $250,000 towards the South San Francisco Emergency Rental Assistance Program, with an additional $37,500 for the administration of the program from Fund 241, with Budget Amendment #23.009. 3. Authorizes the Finance Director or their designee to take all necessary budgetary actions to carry out the intent of this Resolution. 4. Authorizes the City Manager to implement the program consistent with this Resolution, to execute any related documents or Agreements, and to take any other related actions necessary to carry out the intent of this Resolution, subject to approval as to form by the City Attorney. At a meeting of the City Council on 7/27/2022, a motion was made by Vice Mayor Nicolas, seconded by Councilmember Addiego, that this Resolution be approved. The motion passed.
