RESOLUTION AFFIRMING COMPLIANCE WITH
CEQA FOR THE GENERAL PLAN AMENDMENT
BATCH AMENDING THE 1999 GENERAL PLAN
LAND USE AND SUB -AREAS ELEMENTS AS A
SINGLE BATCH TO ALLOW FINAL APPROVAL OF:
580 DUBUQUE AVENUE TO ALLOW AN
EIGHT -STORY OFFICE/R&D BUILDING; 900
GATEWAY BOULEVARD FOR PHASE 4 OF THE
GATEWAY OF THE PACIFIC TO TRANSFER
DEVELOPMENT CAPACITY FROM ADJACENT RAIL
SPUR PROPERTIES TO THE GATEWAY OF PACIFIC
PHASE 4 NORTH BUILDING; AND ESTABLISHING
REGULATIONS FOR A 28.5 -ACRE SITE KNOWN AS
SOUTHLINE FOR AN OFFICE/R&D CAMPUS, AND
40 AIRPORT BOULEVARD TO ALLOW A
MULTI -FAMILY RESIDENTIAL DEVELOPMENT
CONSISTING OF 292 UNITS (IF THE UNDERLYING
PROJECT IS APPROVED BY CITY COUNCIL BY
SEPARATE ACTION), BASED ON APPROPRIATE
ENVIRONMENTAL ANALYSIS COMPLETED FOR
EACH CONDITIONALLY APPROVED PROJECT
WHEREAS, the City Council has considered proposals for development at 580 Dubuque
Avenue (P21-0037 and EIR22-0002), 900 Gateway Boulevard (P21-0084 and ND21-0003), Southline at
30 Tanforan Avenue, 40 Tanforan, 50 Tanforan Avenue, 54 Tanforan Avenue, 80 Tanforan Avenue, 315
S. Maple Avenue, 319 S. Maple Avenue, 325 S. Maple Avenue, 347 S. Maple Avenue, 349 S. Maple
Avenue, 160 S. Linden Avenue, 180 S. Linden Avenue, and 240 Dollar Avenue (P19-0087 and
EIR19-0006) and 40 Airport Boulevard (P20-0082); and
WHEREAS, approval of the General Plan Amendment (GPA22-0004) is considered a
"Project" for purposes of the California Environmental Quality Act, Pub. Resources Code §21000, et
seq. and the California Code of Regulations Title 14, Section 15000 et seq. [CEQA Guidelines]
("CEQA"); and
WHEREAS, the Project would approve amendments to the 1999 General Plan Land Use and
Sub -Areas Elements for proposals to allow expanded or new office and life science development and
multi -family residential (if the underlying 40 Airport Boulevard project is approved by City Council by
separate action); and

WHEREAS, the City Council has initiated a "batch" approach to bundle the items so that the
General Plan Amendments include more than one change, as in this case; and
WHEREAS, the City Council's action on this Project includes all proposed General Plan
Amendments as shown in the Associated Entitlement Resolution's attached Exhibits for GPA22-0004;
and
WHEREAS, the City Council has considered and adopted appropriate environmental
documents for each proposal as incorporated into associated CEQA documents for EIR22-0002,
ND21-0003, EIR19-006, and ND20-0002 which consider and analyze the effects of the Project; and
WHEREAS, in accordance with CEQA, the City has determined that no further environmental
analysis beyond that already reviewed and adopted for EIR22-0002, ND21-0003, and EIR19-006 is
required for the Project (EIR22-0006); and
WHEREAS, the City Council has reviewed and carefully considered the information in the
associated Resolutions for EIR22-0002, ND21-0003, EIR19-006, and ND20-0002 at a duly noticed
public hearing and has determined that the documents are objective and accurate documents that reflect
the independent judgment of the City in the identification, analysis, discussion, and mitigation of the
Project's environmental impacts, and considered all testimony and evidence presented at the hearing and
in the record before it.
NOW, THEREFORE, BE IT RESOLVED that based on the entirety of the record before it,
which includes without limitation, the California Environmental Quality Act, Public Resources Code
§21000, et seq. ("CEQA") and the CEQA Guidelines, 14 California Code of Regulations § 15000, et seq.;
the South San Francisco General Plan and General Plan EIR; the South San Francisco Municipal Code;
the Project applications for P22-0077, GPA22-0004, P21-0037, P21-0084, P20-0082 and P19-0087; the
associated CEQA documents for EIR 22-0006, EIR22-0002, ND21-0003, ND20-0002, and EIR19-006
and all appendices thereto; the CEQA Findings, Statement of Overriding Considerations and Mitigation
Monitoring and Reporting Program; all site plans; all reports, minutes, and public testimony submitted as
part of the Planning Commission's and the City Council's duly noticed public hearings, and any other
evidence (within the meaning of Public Resources Code §21080(e) and §21082.2), and as recommended
by the Planning Commission, the City Council of the City of South San Francisco hereby finds as
follows:
SECTION 1 FINDINGS - EIR22-0006
A. General Findings
1. The foregoing recitals are true and correct and made a part of this Resolution.
2. That the City followed all procedural requirements for the associated CEQA documents prior to the
City Council's certification of EIR22-0002, ND21-0003, ND20-0002 (if approved by separate City
Council action), and EIR19-006.

3. That the associated CEQA documents for EIR22-0002, ND21-0003, ND20-0002 (if approved by
separate City Council action), and EIR19-006 comply with CEQA and the applicable state and local
environmental guidelines and regulations.
4. That approval of the Project (EIR22-0006) does not result in any changes to or inclusion of
additional information in the associated CEQA documents for EIR22-0002, ND21-0003, ND20-0002 (if
approved by separate City Council action), and EIR19-006 such that recirculation of the associated
CEQA documents for EIR22-0002, ND21-0003, ND20-0002 (if approved by separate City Council
action), and EIR19-006 would be required.
5. That the final mitigation measures applicable to the associated CEQA documents for EIR22-0002,
ND21-0003, ND20-0002 (if approved by separate City Council action), and EIR19-006 are included in
the Mitigation Monitoring and Reporting Program. The impacts of the proposals have been mitigated to
the maximum extent feasible by the mitigation measures identified in the MMRP and contained in the
associated CEQA documents for EIR22-0002, ND21-0003, ND20-0002 (if approved by separate City
Council action) and EIR19-006.
6. The exhibits and attachments for the associated CEQA documents for EIR22-0002, ND21-0003,
ND20-0002 (if approved by separate City Council action), and EIR19-006 are each incorporated by
reference and made a part of this Resolution for EIR22-0006, as if set forth fully herein.
7. No further environmental analysis beyond that already reviewed and adopted for EIR22-0002,
ND21-0003, ND20-0002 (if approved by separate City Council action), and EIR19-006 is required for
approval of the Project (EIR22-0006).
8. The documents and other material constituting the record for these proceedings are located at the
Planning Division for the City of South San Francisco, 315 Maple Avenue, South San Francisco, CA
94080, and in the custody of the Chief Planner, Tony Rozzi.
SECTION 2 CEOA DETERMINATION FOR PROJECT
BE IT FURTHER RESOLVED that the City Council of the City of South San Francisco
hereby approves and adopts the findings contained in this Resolution and affirms that the associated
CEQA documents for EIR 22-0006, EIR22-0002, ND21-0003, ND20-0002 (if approved by separate City
Council action), and EIR19-006 appropriately evaluated the environmental impacts of the proposed
Project and no further environmental analysis is required.

BE IT FURTHER RESOLVED that the provisions of this Resolution are severable. Each
provision and application to each development project should be interpreted to be complete in itself, and
functionally and grammatically separate. The City Council declares that it would have adopted this
Resolution, and each portion of it, and would have included each development project within this
Resolution, irrespective of whether any other portion or development project, or application to any
situation, be held invalid. Any portion of this Resolution that can lawfully be implemented should be
implemented, even if doing so would not permit implementation of one or more of the development
projects referenced, even if doing so would otherwise appear trivial or inconsequential, and even if the
valid portion appears intertwined with the invalidated portion.
BE IT FURTHER RESOLVED that this Resolution shall become effective immediately upon
its passage and adoption.
At a meeting of the City Council on 7/27/2022, a motion was made by Councilmember Flores,
seconded by Vice Mayor Nicolas, that this Resolution be approved. The motion passed.
