AN ORDINANCE OF THE CITY OF SOUTH SAN
FRANCISCO AMENDING ORDINANCE NO. 491,
AS AMENDED, AND ESTABLISHING REGULATIONS
FOR HANDICAPPED PERSONS' PARKING ZONES
THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO DOES ORDAIN AS
FOLLOWS:
SECTION 1.
SECTION ll.17 IS HEREBY ADDED TO ORDINANCE 491, AS AMENDED,
ADOPTED THE 7TH DAY OF OCTOBER 1963, ENTITLED "AN ORDINANCE
OF THE CITY OF SOUTH SAN FRANCISCO ESTABLISHING TRAFFIC
REGULATIONS AND REPEALING SUPERSEDED ORDINANCES.
Section 11.17 - Parking for Physically Handicapped Persons (On and
Off-Street, Public and Private Property.
No person shall park or stand any vehicle in a disabled persons' parking
zone as designated pursuant to Subsection (a) and (b) below unless said vehicle
bears a special license plate or displays a special placard issued under the
provisions of Section 9105 or Section 22511.5 of the California Vehicle Code.
Any person violating the provisions of this section is guilty of an infraction
and subject to being cited for said violation and/or having the vehicle removed
from the stall or space designated for Physically Handicapped Persons, to the
nearest garage at the vehicle owner's cost and expense.
(a) On-Street Parking
1. The City Traffic Engineer may designate special on-street parking
spaces for exclusive use by physically handicapped persons. Such spaces will
be operative 24 hours a day, Sundays and holidays included, except when temp-
orary parking prohibitions are established by the assigned Traffic Engineer or
Chief of Police.
2. Such spaces shall be indicated by blue paint on the curb edge
of the street. A profile view of a wheelchair with occupant in whi~te followed
by the word "only" may be painted on the blue curb.
3. A sign consisting of a profile view of a wheelchair with occupant

in white followed by the word "only" on a blue background shall be posted in
addition to the blue curb. In addition, a sign not less than 17" x 22" with
lettering not less than one inch in height may be posted stating:
"Unauthorized vehicles not displaying distinguishing license
plates or placards issued for physically handicapped persons
will be towed away at the owner's expense. Towed vehicles
may be reclaimed at the South San Francisco Police Department
or by telephoning the South San Francisco Police Department,
877-8900."
(b) Off,Street/Publicly Owned Facilities.
1. The City Traffic Engineer may designate parking spaces in pub-
licly owned, leased, or controlled off-street parking facilities for exclusive
use by physically handicapped persons. Such spaces will be operative 24 hours
a day, Sundays and holidays included, except when temporary parking prohibitions
are established by the assigned Traffic Engineer or Chief of Police.
2. Desgination of such spaces shall be made by posting immediately
adjacent to, and visible from same, a sign consisting of a profile view of a
wheelchair with occupant in white on a blue background. In addition a sign not
less than 17" x 22" in size with lettering not less than one inch in height
shall be posted immediately adjacent to and visible from the reserved space(s),
which states:
"Unauthorized vehicles not displaying distinguishing license
plates or placards issued for physically handicapped persons
will be towed away at the owner's expense. Towed vehicles
may be reclaimed at the South San Francisco Police Department
or by telephoning the South San Franicsco Police Department,
877-8900."

(c) Off-Street/Privately Owned Parking Facilities.
1. The owner or person in lawful possession of an off-street park-
ing facility may designate stalls or spaces in an off-street/privately owned
parking facility for the exclusive use of vehicles, which display a distinguish-
ing license plate or placard issued pursuant to Section 22511.5 or to disabled
veterans, as specificed in Section 9105. Such designation shall be made by
posting immediately adjacent to, and visible from each stall or space, a sign
consisting of a profile view of a wheelchair with occupant in white on blue
background.
2. The owner or person in lawful possession of an off-street pri~-
vately owned parking facility, after notifying the Police Department may cause
the removal, from a stall or space designated for physically handicapped per-
sons in such facility to the nearest public garage, of any vehicle not display-
ing one of the distinguishing placards or license plates specified in this
section if there is posted immediately adjacent to, and visible from, such stall
or space, a sign not less than 17" x 22" in size with lettering not less than
one inch in height, which clearly and conspicuously states the following:
"Unauthorized vehicles not displaying distinguishing license
plates or placards issued for physically handicapped persons
will be towed away at the owner's ~expense. Towed vehicles may be
reclaimed at the South San Francisco Police Department or by
telephoning the South San Francisco Police Department, 877-8900."
The owner or person in lawful possession of an off-street parking facility may
cause the removal of such vehicle after notifying the Police Department of
intention to do so, or may cause said removal by authorizing the Police Depart-
ment to dispatch a towing truck to the parking facility for said purpose.
3. Any Police Officer observing a vehicle parked in a space so designated
for handicapped persons, which does not display the required license plate or

placard, may obtain authorization from the owner or the person in lawful
possession of the off-street parking facility to dispatch a tow truck to the
site for the purpose of towing the vehicle from the facility at the vehicle
owner's cost and expense.
SECTION 2. PUBLICATION AND EFFECTIVE DATE.
This ordinance shall be published once in the Enterprise-Journal, a news-
paper of general circulation in the City of South San Francisco, as required
by law, and shall become effective thirty (30) days from and after its adoption.
