HomeMy WebLinkAboutMinutes 2022-07-27 @500H SAA,F MINUTES SPECIAL MEETING CITY COUNCIL C41IF08*3�� CITY OF SOUTH SAN FRANCISCO WEDNESDAY, JULY 27, 2022 5:00 p.m. TELECONFERENCE MEETING The City Council will meet by teleconference, consistent with the Brown Act as amended by AB 361 (2021). Under the amended rules, the City will not provide a physical location for members of the public to participate in the teleconference meeting. CALL TO ORDER Mayor Nagales called the meeting to order at 5:00 p.m. ROLL CALL Councilmember Addiego, present Councilmember Coleman, present Councilmember Flores, present Vice Mayor Nicolas, present Mayor Nagales, present AGENDA REVIEW No changes. PUBLIC COMMENTS None ADMINISTRATIVE BUSINESS 1. Report regarding Resolution No. 121-2022 authorizing the appropriation of $524,100 to fund the new after school club program, facility improvements, and architectural and programming studies at the Paradise Valley Recreation Center, and $152,648 for the expansion of licensed before and after school programs at Buri Buri Elementary School and amending the Parks and Recreation Department's Fiscal Year 2022-23 Operating Budget pursuant to budget amendment #23.010. (Greg Mediati, Director of Parks and Recreation) Director of Parks and Recreation Mediati presented the report Vice Mayor Nicolas expressed concern about the 5 p.m. closure time for working parents. Director of Parks and Recreation Mediati stated the matter could be studied. Vice Mayor Nicolas suggested a survey on closure time. Councilmember Addiego congratulated staff on moving rapidly following the Boys and Girls Club departure. He expressed concern with work occurring prior to Council approval. Director of Parks and Recreation Mediati provided an overview of the project and noted the urgency of the work. Councilmember Addiego suggested the Council be informed that work was proceeding. Councilmember. Flores concurred with concern that work was done prior to Council approval. City Manager Futrell explained that the minor repairs did not require Council approval because it could be accommodated in the existing budget. Councilmember Addiego reiterated concern with the process. Councilmember Flores inquired about a potential waitlist for prior attendees. Director of Parks and Recreation Mediati indicated the roster of displaced members would be utilized and that some had already enrolled in the REAL program. Councilmember Flores discussed other uses of the building and asked about the proposed budget. Director of Parks and Recreation Mediati indicated staff would return with more details and explained that the subsidy would potentially be modeled on the County of San Mateo. Councilmember Flores concurred with the need to consider the closure time. Mayor Nagales indicated support for extending pickup time to 6:00 p.m. He asked about the Buri Buri waitlist. Director of Parks and Recreation Mediati discussed staffing constraints and efforts to address the waitlist. Mayor Nagales suggested staff be proactive in checking in with other afterschool programs. Report regarding Resolution No. 122-2022 making draft findings and declaring an intent to consider overruling the San Mateo City / County Association of Governments (C/CAG) Airport Land Use Commission's (ALUC) determination of inconsistency with respect to noise policies for the proposed residential portion of the redevelopment project located at 180 El Camino Real and to provide notice pursuant to the Public Utilities Code to the Airport Land Use Commission and the State of California Department of Transportation's Division of Aeronautics regarding such findings and intent to consider overruling (Billy Gross, Principal Planner) Principal Planner Gross presented the staff report. Mayor Nagales inquired about project logistics. Principal Planner Gross discussed airport noise contours and the intent to reduce sound decibels. Councilmember Coleman indicated support for the resolution. Councilmember Addiego expressed support for the resolution. He asked if there were legal implications with overriding the ALUC decision. City Attorney Woodruff indicated that the City would not be liable for noise issues due to override. Councilmember Addiego expressed enthusiasm for the proposed project. Vice Mayor Nicolas expressed her support for the project, particularly the proximity to transit. SPECIAL CITY COUNCIL MEETING JULY 27, 2022 MINUTES PAGE 2 PUBLIC COMMENTS The following individuals provided public comment: 0 Michael DeNatale Principal Planner Gross indicated that the commercial portion of the project would be subject to the public art requirement. City Attorney Woodruff confirmed that in lieu fees would be based on commercial square footage. Motion — Councilmember Addiego /Second – Councilmember Coleman: To adopt Resolution No. 122-2022 making draft findings that approval of a proposed residential portion of a redevelopment project located at 180 El Camino Real is consistent with Public Utilities Code Section 21670 and declaring an intent to consider overruling the San Mateo City / County Association of Governments (C/CAG) Airport Land Use Commission's (ALUC) determination of inconsistency with respect to noise policies for the proposed residential portion of a redevelopment project located at 180 El Camino Real and to provide notice in accordance with Sections 21676(b) and 21676.5(a) of the State Public Utilities Code to the Airport Land Use Commission and the State of California Department of Transportation's Division of Aeronautics at least 45 days prior to the scheduled public hearing date for consideration of the proposed project and proposed overruling action by the City Council, by roll call vote: AYES: Councilmembers Addiego, Coleman, and Flores, Vice Mayor Nicolas, and Mayor Nagales; NAYS: None; ABSENT: None; ABSTAIN: None. 3. Report regarding a ballot measure to adopt an ordinance authorizing the City of South San Francisco to develop, construct, or acquire affordable, low -rent housing units pursuant to Article XXXIV of the California Constitution, subject to the approval of the voters, and adopting a resolution establishing November 8, 2022, as the date for a municipal election on the proposed ballot measure. (Sky Woodruff, City Attorney and Mike Futrell, City Manager) City Attorney Woodruff presented the staff report. He explained the place holder provision to authorize one or two members to file an argument for the measure. Councilmember Addiego noted concerns of the community and indicated that the measure would allow the voters to exercise the democratic process and decide. Motion — Councilmember Coleman /Second – Councilmember Addiego: To adopt Resolution No. 123-2022 establishing November 8, 2022 as the date for a municipal election on a proposed ballot measure seeking voter authorization for the City of South San Francisco ("City") to develop, construct, or acquire affordable, low -rent housing units pursuant to Article XXXIV of the California Constitution; approving a proposed ordinance authorizing the City to develop, construct, or acquire affordable, low -rent housing units pursuant to Article XXXIV; establishing policies and procedures in connection with such an election; requesting the Board of Supervisors of the County of San Mateo consolidate said election with the statewide primary election pursuant to section 10403 of the Elections Code; and providing for submittal of ballot arguments and rebuttals and authorizing the filing of an impartial analysis, by roll call vote: AYES: Councilmembers Addiego, Coleman, and Flores, Vice Mayor Nicolas, and Mayor Nagales; NAYS: None; ABSENT: None; ABSTAIN: None. Motion — Councilmember Addiego /Second – Councilmember Coleman: To introduce on first reading, an ordinance authorizing the City of South San Francisco to develop, construct, or acquire affordable, low -rent housing units pursuant to Article XXXIV of the California Constitution, by roll call vote: AYES: Councilmembers Addiego, Coleman, and Flores, Vice Mayor Nicolas, and Mayor Nagales; NAYS: None; ABSENT: None; ABSTAIN: None.
