TELECONFERENCE MEETING NOTICE
The purpose of conducting the meeting as described in this notice is to provide the safest environment for staff
and the public while allowing for public participation.
Councilmembers Coleman, Flores and Addiego, Vice Mayor Nicolas and Mayor Nagales and essential City
staff may participate via Teleconference.
Pursuant to Ralph M. Brown Act, Government Code Section 54953, all votes shall be by roll call due to
council members participating by teleconference.
The City Council may meet by teleconference, consistent with the Brown Act as amended by AB 361 (2021).
Under the amended rules, the City will not provide a physical location for members of the public to participate
in the teleconference meeting.

The City Clerk will provide materials in appropriate alternative formats to comply with the Americans with

RECOMMENDATION
It is recommended that the City Council consider the attached citizen applications for appointment to the
open seats on the Conference Center Authority -Business and Community Representative,Equity and
Public Safety Commission, Housing Authority Tenant Commission, and the Traffic Safety Commission.
It is further recommended that upon completion of interviews on Monday,April 25,2022,Council
discuss and consider appointment of individuals to the Conference Center Authority -Business and
Community Representative seats.
BACKGROUND/DISCUSSION
Pursuant to Resolution No.27-2009,the City Council holds biannual recruitments/meetings for the purpose of
considering appointments to Boards and Commissions.On February 17,2022,the City Clerk’s Office issued a
notice of recruitment for seats that were vacant or held by incumbents that would be termed out of office.On
March 16,2022,the recruitment was extended to include appointment to the Equity and Public Safety
Commission. The recruitment ended Friday, April 8, 2022.
Summary of Open Seats
·Conference Center Authority -Community Representative:There are three (3)vacancies for
Community representatives.Committee Members Narottam and Maharaj’s terms expired on March 27,
2022 and both are eligible to reapply.Applicants may be appointed to respective terms expiring April
25, 2026.
·Conference Center Authority -Business Representative:There is one (1)vacancy for Business
representative.Committee Member Camou’s term expired on March 27,2022 and is eligible to reapply.
Applicant may be appointed to a term expiring April 25, 2026.
·Conference Center Authority -Hotel Representative:There is one (1)vacancy for Hotel representative.
No eligible candidates for this position.
·Equity and Public Safety Commission:There are two (2)vacancies.Applicants may be appointed to
respective terms of two years expiring April 25, 2024, or four years expiring April 25, 2026.
·Housing Authority Tenant Commission:There is currently one (1)vacancy.Commissioner Trujillo’s
term expired on March 31,2022 and is eligible to reapply.Housing Authority Tenant Commissioners
must be residents of the Housing Authority.Applicant may be appointed to a term expiring April 25,
2024.
·Traffic Safety Commission:There is currently one (1)vacancy due to resignation.Applicant may be
appointed to a partial term expiring on December 31, 2023.

Summary of Meeting Times, Term Lengths/Limits and Agency Purpose
The Conference Center Authority meets on the third Monday of every other month,at 5:15 p.m.at the South
San Francisco Conference Center.Commissioners are appointed to four (4)year terms and are limited to three
(3)consecutive terms.The purpose of the Authority is to manage,operate,market,maintain,and promote the
South San Francisco Conference Center.Applicants for the Hotel Representative seat must work for or own a
hotel located in South San Francisco.
The Equity and Public Safety Commission meets on the third Monday of every month.Commissioners will be
appointed to either two (2)or four (4)year terms and are limited to three (3)consecutive terms.The purpose of
the Commission is to make recommendations regarding policies and procedures that impact equity,safety,and
security across City departments.This Commission bolsters community participation and decision-making and
increases transparency and accountability.The Commission on Equity and Public Safety focuses on a holistic
approach to community safety.It applies an equity lens to advance fair housing,social services,policing,and
other areas.
The Housing Authority meets the second Monday of the month at 6:00 p.m.at 350 C Street.Tenant
Commissioners serve a two (2)year term and must be a tenant of the Housing Authority.Non-Tenant
Commissioners are appointed to four (4)year terms and are limited to four (4)consecutive terms.The Housing
Authority’s services include developing,operating and maintaining housing projects and examining affordable
housing issues, including unmet housing needs of low-income residents.
The Traffic Safety Commission meets the second Tuesday of the month,immediately following completion of
the Parking Place Commission meeting,which begins at 5:00 p.m.,in the Corporation Yard Conference Room,
550 North Canal Street in South San Francisco.The Traffic Safety Commission shall be an advisory body to
City staff on matters relating to traffic facilities and planning.The fundamental responsibility of the Traffic
Safety Commission shall be to advise and make recommendations to City staff on policy,programming,
improvements, operation, and maintenance of traffic facilities throughout the City.

A Program Manager, Supervisor with PG&E a major California investor owned gas and electric utility. In
this position I successfully oversaw program and project managers respectively, responsible for delivering
Integrated Design Side Management (IDSM). A California registered professional mechanical engineer
(ME) with undergraduate degree from UC Berkeley and masters at San Jose State University both in
Mechanical Engineering and MBA in Management from Golden Gate University in SF. I am currently

PROVEN ABILILITIES AND RESULTS
Program Management
Directly oversaw all aspects including budget management of PG&E’s $30 Million Standard Performance
(SPC) Program. Supervised team of 10 program management staff. Coordinated activities of various
stakeholder groups including inter-utility group. Developed marketing materials to address customer
needs and delivered training to support program implementation to nonresidential customers. Managed
contracts for external resources. Assured project compliance with program and corporate goals, policies
and procedures. Developed supporting CPUC filings, resource plans, budgets, and schedules.

procedures, manual and collateral materials (e.g. Laundry Ozone) through leadership role in new
construction and retrofit projects.
Increased program participation by 10% by raising awareness through meeting with 75 PG&E Account
Managers in local offices, talking with customers directly, and presenting at over 20 energy efficiency
events.
Exceeded goals by managing a highly motivated team of program and project managers respectively,

1. As a son of immigrants, I love my community and have been proud to call South San
Francisco home my entire life. Having grown up here, I have been seeking a way to
contribute back to my community. I have fond memories attending events as a youth at
the South San Francisco Conference Center. I want members of our community,
especially the next generation, to enjoy the Conference Center the way I did growing up.
I believe the Conference Center should be a place that is accessible to all members of our
community, no matter their income or status. Over the years, I have seen the Conference
Center being used primarily by larger businesses for events. While I think it’s important
that the Conference Center remain a great resource for larger businesses, it’s equally
important for it to be accessible to smaller businesses and all members of our community.
As a member of the Conference Center Authority, I want to help steer the Conference
Center back to its roots as a community center for everyone’s use, while remaining a
great resource for our large and small businesses.
2. A Business Representative of the Conference Center Authority should have a diverse
background in their career. I spent nine years working in government as a member of
Senator Dianne Feinstein’s staff in San Francisco. I served as her Constituent Services
Director. During my time in government, I learned to problem solve by helping
Californians solve their issues with the federal government. My ability to problem solve
and navigate government bureaucracy will be a crucial asset for the Conference Center
Authority, as the center is owned by the city. Recently, I moved into the private sector by
joining my family’s restaurant business, where I have been helping run our operations at
Amoura Restaurant. As I have been working in my family business, I have developed
strong skills in budgeting, operations, and marketing. These business skills are crucial for
running any successful enterprise, and can contribute the Conference Center greatly by
helping guide it so that it is run efficiently and reaching its operating potential. I believe
my background in government and business are a unique combination that will allow me
to contribute greatly to the Conference Center Authority.
3. I’ve seen South San Francisco go through tremendous growth the past decade in the
public and private sector. While this growth is important, it’s crucial our residents
maintain a strong quality of life as we transition into the next decade. To provide our
residents the best quality of life, it’s crucial our private and public sector leaders come
from a variety of backgrounds in our community. Equity and inclusion are important for
any city to grow and thrive. Additionally, climate change is happening at a rapid pace
