DESIGN REVIEW BOARD MINUTES

PROJECT NAME New R&D Campus

DESCRIPTION Use Permit, & Design Review to construct a new R&D campus
at 120 East Grand Avenue in the Transit Office & R&D
(TO/RD) Zoning District in accordance with Title 20 of the
South San Francisco Municipal Code.
The Board had the following comments:
1. The Board liked the design concept and the material finishes.
2. The new building will blend in nicely with the existing approved developments.
3. Consider incorporating solar panels to the design, as well as on top of the
parking garage for added protection and coverage.
4. The proposed wind study was very helpful to identify the wind elements that
will come across this development.
5. Consider adding a cluster of trees in the plaza area plan, as the area seems a
little bare along the right side of the plaza.
6. Review your landscaping plans, as some of the proposed species will not
survive due to the SSF elements. Some species are known to get mildew and
will not work at this location.
7. The proposed Prime Rose species can be an issue at this site.
8. The garage rendering seems to be missing some vertical elements.
Recommend approval with conditions to Planning Commission.

PROJECT NAME 2nd story addition to an existing multi-unit building

DESCRIPTION Design Review to construct a 2nd story addition to an existing
multi-unit building at 422 Railroad Avenue in the Downtown
High Residential (DRH) Zoning District in accordance with
Title 20 of the South San Francisco Municipal Code and
determination that the project is exempt from CEQA.
The Board had the following comments:
1. The Board liked the design concept.
2. On the right elevation, consider adding another material finish to help break up
the long blank wall.
3. Add some articulation to the material finishes on all four evelatoins.
4. Consider using efficent clad windows..
5. The proposed landscaping plan will work for this site.
6. Add two street trees, one in the front and one by the proposed ADU.
Recommend Approval with Conditions.

categorically exempt from CEQA
The Board had the following comments:
1. The Board liked the design sign concept.
2. The proposed signs are in scale with the building.
3. Consider adding some roof top solar panels to the building, as well as to the top
level of the parking garage. The panels will add a protective barrier for the
parked cars.
4. Add a protective element at the base of the the monument signs to protect the
sign from getting damaged.
Recommend Approval with conditions and can proceed to the Planning
Commission

PROJECT NAME New Single Family Dwelling Unit
(Case Planner: Stephanie Skangos)
DESCRIPTION Design Review to construct a new single family dwelling unit
at 473 Forest View Drive in the Low Density Residential (RL-
8) Zoning District in accordance with Title 20 of the South San
Francisco Municipal Code, and determination that the project is
categorically exempt from CEQA.
The Board had the following comments:
1. The Board felt the design was a little massive and boxy and out of character
with the existing neighborhood and would like to see the proposed design in
relation to the site’s surroundings.
2. The revised plans should include a street scape plan for the Board to review.
3. The proposed material palette should be consistent along all four facades of the
proposed residence.
4. The Board recommends wrapping the wood element to the other elevations to
create a more cohesive design, as well as help with the overall massing of the
design. Consider incorporating the wood as a small accent, window trim, and/or
horizontal banding.
5. The Board supported the landscaping plan and palette for the site.
6. The Board recommends a resubmittal for a future DRB meeting with an updated
plan set.
Resubmittal required.
6. Miscelleaneous – The Design Review Board meeting scheduled for Tuesday, July 19,
2022 will be cancelled.
