Albarnaz APPLICANT Daniel Farias ADDRESS 105 Lomitas Avenue PROJECT NUMBER P22-0083: DR22-0025 PROJECT NAME 2nd StoryAddition (Case Planner: Victoria Kim) DESCRIPTION Design Review to construct a 2nd story addition at 105 Lomitas Avenue in the Low Residential Density (RL-8) Zoning District in accordance with Title 20 of the South San Francisco Municipal Code and determination that the project is categorically exempt from CEQA. The Board had the following comments: 1. The Board liked the proposed design concept, as well as the proposed bold blue color palette. 2. The proposed roof design could have some potential water issues, as the roof abuts right against the vertical wall. 3. The proposed crickets on the plan will not divert the water off the roof, causing the water to pond on the roof. 4. Consider raising the roof material or adding a membrane by a foot to help with the water issues. 5. Consider relocating the bathroom or change the door swing from facing into the dining room. 6. The proposed landscaping plan will work for the site. 7. Consider having two street trees, one on each side of the dwelling unit. 8. Consider adding some pavers or upgrading the hard scape material along the right side of the driveway to create a nice entry approach and allow a flat surface for a passenger getting out of the car on. Recommend approval with conditions. 3. OWNER Akkaya Cihan APPLICANT Studio 02 ADDRESS 304 Grand Avenue PROJECT NUMBER P21-0002: UP21-0007 & DR22-0029 PROJECT NAME New Residential Units (Case Planner: Christy Usher) DESCRIPTION Design Review, Certificate of Alteration, and Use Permit to construct new residential units at 304 Grand Avenue in the Grand Avenue Core (GAC) Zoning District in accordance with Title 20 of the South San Francisco Municipal Code and determination that the project is categorically exempt from CEQA. The Board had the following comments: 1. The Boardliked the proposed residential units with a roof deck terrace. 2. Check with the Building Department if a 2nd exit will be required from the rooftop terrace, as the occupancy load/ square footage could require another exit. 3. Provide a mechancial equipment plan to clarify how the kitchen and restrooms be vented thru the rooftop. 4. Consider hiring an Acoustic Consultant to measure the noise level that could effect the residential units, stemming from the restaurant and music that could be played at the site. Recommend Approval with Conditions and proceed to Planning Commission for a future meeting 4. OWNER Don Kvingedel APPLICANT Mark Niblack ADDRESS 415 El Camino Real PROJECT NUMBER P22-0055: DR22-0018 PROJECT NAME Expansion to an exisiting building (Case Planner: Christy Usher) DESCRIPTION Design Review to construct 3,245 square foot addition to the side of the building and relocating the trash enclosure at 415 El Camino Real in the El Camino Real Mixed Use (ECRMX) Zoning District in accordance with South San Francisco Municipal Code and determination that the project is categorically exempt from CEQA. The Board had the following comments: 1. The Board liked the proposed design concept, along with the proposed color palette. 2. The Board recommends that the applicant hire a Civil Engineer to deternine if there will be any water issues along the entry driveway, as the plans are lacking a drainage plan. 3. Consider relocating the trash enclose away from the property line and retain the parking spaces it would displace if located at the property line. 4. The Board recommends adding a security wall/fence 3-4 ft. in height towards the back of the 5 ft planting strip behind the building from keeping folks from accessing the back corner of the building. 5. Check with the building department if the ADA ramp leading from the parking lot into the front entrance meets code. 6. Consider using another species as part of your landscaping plant palette, as “Silver Dollar Gum” will not work well at this site and Crepe Myrtle may not like the SSF elements. 7. Swan Hill Olive tree, single trunk, 24” box would work well on this site and it’s a low watering tree with a nice rounded canopy. 8. Add a strip of 2-4 street trees along the north side of El Camino Real. 9. Consider adding solar panels to the proposed project. Recommend Approval with Conditions 5. OWNER Liao A. Fa APPLICANT Quen Mak ADDRESS 747 Miller Avenue PROJECT NUMBER P22-0073: DR22-0021 PROJECT NAME New Single Family Dwelling Unit (Case Planner: Stephanie Skangos) DESCRIPTION Design Review to construct a new single family dwelling unit at the rear of 747 Miller Avenue in the Downtown Residential Low (DRL) Zoning District in accordance with South San Francisco Municipal Code, and determination that the project is categorically exempt from CEQA. The Board had the following comments: 1. The Board felt that the proposed design is too massive and boxy for the site and lacks articulation Consider reducing the square footage of the new single family home as this will help reduce the overall massing of the new home. 2. The site is lacking open space as the two structures are too close to each other, and there are no backyards or play areas for the residents/children to utilize. Consider incorporating more usable open space, possibly by reducing the square footage of the new single family home and/or reworking the sloped area adjacent to the garage. . 3. The plans are lacking a grading and drainage plan. The site could have some potential water issues and there is confusion about the existing site conditions, including the location of existing retaining walls, where new retaining walls would be required, and how water will drain off the site.The Board recommends hiring a Civil Engineer to prepare a complete grading and drainage plan. 4. The Board is concerned with the retaining walls along the front entrance. The site appears to have some sloping towards the street. 5. The cantilevered elements at the second story will be problematic. Consider adding a belly band to break up the stories and remove the cantilevered ledge element. 6. Add a low-water species street tree to the lower left side of the structure to balance the front elevation. 7. Include additional details on the proposed living/wall gate proposed along the side elevation. 8. Include additional details on all fencing and retaining walls. Resubmittal required. 6. OWNER Ma Victoria Joutain APPLICANT Ying Chen ADDRESS 1200 Douglas Avenue PROJECT NUMBER P21-0116: DR22-0043 & MUP21-0004 PROJECT NAME 2nd Story Addition with a 1st floor extension (Case Planner: Stephanie Skangos) DESCRIPTION “Resubmittal” - Design Review and Minor Use Permit for a front, rear, and new 2nd-story addition to an existing single- family dwelling unit at 1200 Douglas Way in the Low Density Residential (RL-8) Zoning District in accordance with Title 20 of the South San Francisco Municipal Code, and determination that the project is exempt from CEQA. The Board had the following comments: 1. The Board liked the revised plan submittal. 2. The applicant took the prior comments and returned with an improved and thoughtful design. 3. The proposed landscaping plan works well for the site. Consider planting the multi-trunk Olive trees at a minimum 48” box size to get the maximum height of the tree. Recommend Approval with Conditions.   7. Miscellaneous –David W. Nelson, Chairperson, will be on vacation in November and December and will be missing the DRB meetings.
